Synopsis of the activities, October 2008:   
October 3, 2008 Two Mount Pleasant police officers requested that an Isle of Palms police officer accompany them to a residence on 20th Avenue to assist in serving an Arrest Warrant on a resident. The wanted subject was present and was taken into custody without incident.

October 3, 2008 A vehicle reported stolen on August 5, 2008 from a residence on Ocean Boulevard was located in the City of Charleston. The vehicle was towed to the Isle of Palms to be processed by Investigators.

October 3, 2008 An officer responded to the area of Sand Dune Lane where a citizen had reported someone illegally shooting fireworks. The officer observed a female subject lighting fireworks then observed a fire in nearby dunes caused by sparks from her fireworks. Fire Department personnel were summoned and extinguished the fire. The female subject was charged with Discharging Fireworks.

October 4, 2008 An Isle of Palms police officer responded to Sullivan’s Island, at the request of the Sullivan’s Island Police Department to assist in directing traffic at Jasper Boulevard and Station 21 due to an accident on the causeway.

October 4, 2008 Officers responded to a residence on Sand Dune Lane after someone reported a domestic dispute at that location. Officers determined that both subjects involved were only arguing and no assault had taken place. The wife agreed to leave the residence for the evening in a taxi.

October 4, 2008 Officers responded to a front beach condominium rental unit where an attempted suicide had been reported. Officers found a female subject unresponsive and fire department personnel performed first aid until EMS arrived and transported her to a local hospital. It was determined that the subject had locked herself in the bathroom and ingested numerous prescription medications after a verbal altercation with her husband.

October 5, 2008 An officer received information that an employee of a business on 41st Avenue had an active Arrest Warrant for Grand Larceny issued by the North Charleston Police Department. The subject was located, identified, and taken into custody then transferred to the custody of a North Charleston police officer.

October 5, 2008 At the request of the Mount Pleasant Police Department an officer was dispatched to an Ocean Boulevard location to make an attempt to locate a male subject that had been reportedly involved in a domestic dispute. The officer located the subject and determined that he had an outstanding Arrest Warrant issued by the Mount Pleasant Police Department. The subject was transferred to the custody of a Mount Pleasant police officer.

October 7, 2008 Sullivan’s Island Police requested assistance regarding two male subjects near Station 22 that were fighting. Responding officers assisted in taking the two subjects into custody.

October 9, 2008 After a high speed chase from Charleston that ended in Mount Pleasant, the Mount Pleasant Police Department requested that an officer respond to provide them with a Thermal Imager to use in locating a suspect that had fled into a wooded area.

October 9, 2008 An officer responded to a residence on 26th Avenue to assist a mother in picking up her three minor children from their maternal grandmother. The mother had no transportation and when questioned about child custody she became belligerent to the officers and began to use obscenities causing a scene in the street, which caused her to be taken into custody. Found on her person were six Xanax pills wrapped in ½ of a twenty- dollar bill. She was charged with Disorderly Conduct and Possession of Schedule IV Controlled Substance. It was later determined that the subject was under investigation by DSS for child neglect.

October 10, 2008 Officers responded to the area of 42nd Avenue, where someone had reported loud noise from a residence. Arriving officers observed three subjects attempting to leave the area and found that they were in possession of beer and appeared to be underage. After detaining the three subjects they went to the residence where the noise had been reported and discovered five more underage subjects in possession of alcohol and beer. All eight were under the age of 21and charged with Underage Possession of Beer, two were charged with Possession of False ID, and one with False Info to Police and Littering.

October 10, 2008 While investigating an accident at the intersection of the Connector and Palm Boulevard the officer determined that the driver at fault in the accident had an open container of liquor in his vehicle. He was charged with Careless Operation and Illegal Transportation of Liquor.

October 10, 2008 An officer responded to a Forest Trail residence to investigate a fight that had been reported at the Recreation Department. A thirteen- year old male subject stated that two older male subjects assaulted him, and his friend was also assaulted when he attempted to intervene. Photos were taken of the subject’s injuries and the case was assigned to an Investigator for follow-up.

October 13, 2008 A Sullivan’s Island police officer detained two Hispanic subjects on a traffic stop and the officer requested that one of our Spanish-speaking officers, on duty at the time to respond to his location to translate for him.

October 13, 2008 While on patrol in Wild Dunes an officer observed an SUV traveling at a high rate of speed and leave the area. Several minutes later the officer again observed the same vehicle on 41st Avenue traveling toward the Marina Market and observed the vehicle drive off onto the shoulder of the road. The vehicle was then stopped and when the officer made contact with the driver an immediate odor of alcohol was detected. The driver refused to submit to any Field Sobriety Tests and requested the presence of his attorney. The driver was taken into custody and transported to the Charleston County Detention Center where he refused to submit to a Datamaster Test. He was charged with DUI and lodged until he had a bond hearing.

October 14, 2008 At approximately 11:30 p.m., an officer on patrol stopped a golf cart on Palm Boulevard near 3rd Avenue being operated by a male juvenile. The officer investigated and determined that the operator was fourteen years old and was also in possession of beer. The officer’s investigation revealed that the golf cart in question had been stolen that evening and that the subject admitted that he was responsible for several other golf cart thefts. He was taken into custody and his mother was called to be present while a written statement was taken. It was determined that this subject and another male juvenile were responsible for at least two other recent golf cart thefts. The juvenile was charged with Grand Larceny of a Motor Vehicle 3 counts, and Possession of a Stolen Motor Vehicle. An Investigator met with the juvenile co-defendant and his parent the following day, where he was charged with Grand Larceny of Motor Vehicle 2 counts. Since both subject are juveniles, their cases will be tried in Family Court.

October 15, 2008 A Mount Pleasant police officer requested assistance in locating a subject that was wanted by his agency. Officers accompanied him to a residence on 26th Avenue where the subject was identified and taken into custody without incident.

October 16, 2008 Officers responded to a residence in Ocean Point, where a domestic dispute had been reported. Responding officers separated the husband and wife and their investigation determined that the wife was the primary aggressor and had caused lacerations to her husbands face. Once she was taken into custody, he became verbal and physically attempted to keep his wife from being led from the residence. Two officers wrestled with the husband in an attempt to handcuff him for his interference in the arrest, which resulted in the use of physical force by the police officers to restrain him. The wife was charged with Criminal Domestic Violence and the husband with Breach of Peace, Resisting Arrest, and Hindering. Both subjects were transported to the Detention Center.

October 17, 2008 An officer accompanied a Chaplain from the Coastal Crisis Chaplaincy to a residence on 32nd Avenue to conduct a welfare check on a male subject. The subject was present and agreed to be transported by EMS to a local hospital for treatment.

October 19, 2008 After stopping a speeding vehicle on the Connector, the officer observed two open containers of beer in the front seat. The driver was taken into custody and charged with Speeding and Open Container in a Motor Vehicle.

October 22, 2008 A resident of Fairway Village Lane came to police headquarters to meet with a police officer to report that some unknown person had somehow acquired the account number to his home equity account with his mortgage company and had received proceeds from eight separate equity check transactions from his account totaling almost $536,000.00. The suspect had also changed the telephone number on the account. This case has been assigned to an Investigator who will work closely with the banking institutions Fraud Investigators and the FBI.

October 24, 2008 Officers responded to a domestic dispute regarding visitation of minor children for the weekend. The incident was documented and all parties advised accordingly.

October 26, 2008 Officers responded to the front beach area, where the friend of a depressed female reported that the friend was at the pier on the Isle of Palms and had stated on the telephone that she wanted to commit suicide. Officers located an empty pill bottle on the pier then located the female subject reclined in the front seat of a parked car in a nearby parking lot. The officers determined that the subject had ingested at least ten Valium pills and had consumed a large quantity of alcohol in an attempt to end her life. She was transported by EMS to a local hospital for evaluation.

October 29, 2008 The owner of two condominium units in Wild Dunes returned to find that both units had been burglarized sometime after April of this year. Locked cabinets had been entered in both units and similar items were missing from each. The case has been assigned to an Investigator.

October 30, 2008 Investigators assisted Charleston County Sheriff’s Office Metro Narcotics Unit conduct a Search Warrant at a residence on Ocean Boulevard. The owner of the residence was arrested after more than four pounds of high quality marijuana was delivered by Fed-Ex to his residence.

October 31, 2008 Officers responded to a reported accident on Palm Boulevard near 14th Avenue. The first officer that arrived observed a female subject behind the wheel of one vehicle suffering from the effects of air bag deployment. The officer detected a strong odor of alcohol coming from this vehicle and advised the driver to sit still to await medical treatment from fire department personnel. The driver then became uncooperative with fire department personnel and EMS refusing treatment and became verbally abusive to anyone that attempted to speak to her. The driver’s condition would not allow her to complete any Field Sobriety Tests. She was transported to the Mount Pleasant Police Department to be administered a Datamaster Test, which she refused. The driver was charged with DUI and transported to the Detention Center.

Personnel/Community Relations

October 4, 2008 All available officers worked the Sixteenth Annual Isle of Palms Connector Run and Walk for the Child, which appeared to have a record turnout.

October 7, 2008 Detective Sergeant D. Caldwell, Detective D. Tarr, and PFC K. Thompson provided a Drug & Alcohol Awareness class to Boy Scout Troop 502 at the Isle of Palms United Methodist Church.

October 8,2008 PFC S. Baldrick a State Certified Child Safety Seat Installer, assisted in the proper placement and adjustment of a child safety seat for two local citizens.

October 31, 2008 For the month of October officers on patrol discovered four business and three homes with open or unsecured doors. A total of one hundred eleven Victim of Crime Forms were issued to business or property owners for various potential problems noted or to advise that an officer checked their business during the night while on patrol.

  • March 1, 2006               An officer stopped a vehicle on Palm Boulevard near the connector for an equipment violation and while speaking with the driver, it was determined that he had a suspended license. It was also determined that this was the fourth offense of driving while suspended. He was taken into custody and charged with DUS 4th, and Habitual Offender.
     
  • March 1, 2006               Officers assisted a Charleston County Constable in evicting persons from a rental unit on Palm Boulevard. After the eviction was complete and locks were changed the owners determined that the tenants had removed approximately $950 worth of appliances from the residence. When an Investigator questioned the tenant, she denied having taken the items and provided a story proven to be incorrect. The items were located and the female tenant was charged with Breach of Trust.

 

  • March 3, 2006               A resident of Oak Harbor Lane reported a theft of a laptop computer and software from his residence. The suspect was determined to be the former boyfriend of the homeowner’s daughter, who had previously been placed on trespass notice. The computer and software, valued at $2,349 was recovered at a local pawnshop having been pawned by the suspect listed. The suspect was located and charged with Burglary 3rd degree and Grand Larceny.

 

  • March 3, 2006               Officers responded to a residence on Yacht Harbor Court where the sister of a female with suicidal tendencies was in an extremely depressed state. The officers received information, which was confirmed that she had recently attempted to purchase a handgun at a local pawnshop for the purpose of committing suicide. First Responders arrived and checked the immediate medical condition of the person, who voluntarily agreed to go to the hospital for observation. 

 

  • March 4, 2006               Just after midnight an officer on patrol observed a car occupied by four black subjects that was traveling well below the posted speed limit on Palm Boulevard. The officer then observed the vehicle turn onto 22nd Avenue then pull in a driveway and turn it’s lights out. The officer stopped and observed that no one exited the vehicle. The officer then pulled behind the vehicle and immediately detected the odor of burning marijuana. When a backup officer arrived the four occupants were removed from the vehicle, where an officer immediately observed a quantity of drug paraphernalia. A male passenger sitting in the back seat was found to be in possession of a clear plastic bag containing marijuana, valued at approximately $50, a clear plastic bag containing 11 pieces of crack cocaine, valued at approximately $370, and a plastic bag containing three smaller bags of powder cocaine, valued at approximately $700. That person was immediately taken into custody and charged with Simple Possession of Marijuana, Possession with the Intent to Distribute Cocaine, and Possession with the Intent to Distribute Crack Cocaine. The other occupants of the vehicle were allowed to leave the area.

 

  • March 5, 2006               An officer traveling on Highway 526 to work, stopped on the shoulder of the road to assist a female pedestrian carrying a grocery bag. When the officer stopped to speak with the female she stated that she wanted to go to the city, and the officer advised her that she was traveling in the wrong direction. While the officer sat in his vehicle attempting to identify her, she abruptly turned and deliberately jumped over the side of the bridge. The officer had communications notify the appropriate police and rescue personnel for assistance. The officer then identified two witnesses and had them stay in the area to obtain statements. An investigation by the North Charleston Police Department indicated that the woman was listed as a missing person from the state of Michigan. The woman sustained serious injuries but will survive.

 

  • March 6, 2006               At approximately 1 A.M., officers responded to an Ocean Boulevard residence to investigate a report of loud music. When officers went to the front entrance, they observed many subjects present and a large amount of beer cans and bottles strewn about. Fourteen subjects present were determined to be under the age of twenty-one and were all charged with Underage Possession of Beer. An adult present admitted that he purchased the alcohol and was charged with Transfer of Beer to a Minor. All parties present were visiting from the University of Richmond.

 

  • March 8, 2006               Officer’s responded to a Charleston Boulevard residence for a reported loud domestic dispute. The officers confirmed that a couple had been arguing loudly and no sign of physical assault was present. One officer transported the female subject involved to another location for the night to quell the situation.

 

  • March 9, 2006               Two officers patrolling the Sea Cabins Pier observed four subjects at the end of the pier and advised them that they were trespassing unless they were staying at Sea Cabins. One subject present was found to be in possession of a quantity of marijuana, and was charged with Simple Possession of Marijuana.

 

  • March 10, 2006  While on patrol on Waterway Boulevard at 24th Avenue, an officer stopped a vehicle for an equipment violation. The officer determined that the driver of the vehicle had a suspended license. After being taken into custody, the officer located a quantity of marijuana in the glove compartment. The driver and passenger both denied ownership of the marijuana so both were charged with Simple Possession of Marijuana and the driver with the additional charge of DUS.

 

  • March 13, 2006  An officer on patrol on the connector stopped a vehicle for an equipment violation and while speaking to the driver immediately detected the odor of freshly burned marijuana. Due to the smell of marijuana, the vehicle was searched and a plastic bag containing approximately $200 worth of marijuana was located in the console of the car. The driver was charged with Simple Possession of Marijuana.

 

  • March 14, 2006  An officer followed a vehicle that was operating erratically and eventually stopped it on the connector. While speaking to the driver he admitted that he had been drinking beer and wine, but he refused to take any Field Sobriety Tests. He was taken into custody and later also refused to submit to a Datamaster Test. He was charged with DUI and transported to the detention center.

 

  • March 18, 2006  An officer was dispatched to the parking lot of a JC Long Boulevard business regarding a welfare check on a subject sleeping in a vehicle there. The subject was awakened and determined to be extremely intoxicated. Numerous attempts to were made to have someone pick the subject up and remove him from the area. The subject was eventually taken into custody and charged with Public Intoxication.

 

  • March 19, 2006  A vehicle was stopped on Palm Boulevard near 49th Avenue for speeding, and while speaking with the driver the officer noted that he was overly nervous and volunteered much more information than requested. The officer received consent to search the vehicle and located a .38 caliber Smith & Wesson revolver under the drivers seat. The driver was taken into custody and charged with Unlawful Carrying of a Handgun.

 

  • March 19, 2006  Officers responded to a Charleston Boulevard residence to investigate a complaint of loud music. The officers went to the front door and observed numerous people quickly leaving the area with beer in their hands. Six persons present were under the age of twenty-one and were charged with Underage Possession of Beer. One person present over twenty-one was charged with Transfer of Beer to a Minor.

 

  • March 21, 2006  An officer stopped a vehicle for an equipment violation and determined that the passenger had an unpaid traffic citation. The passenger was taken into custody and while conducting a pre-tow inventory of the vehicle discovered a clear plastic bag of cocaine. Also located in the vehicle was a 9mm Hi Point automatic pistol under the driver’s seat and an open bottle of Rum. The driver was charged with Broken Seal of Liquor in a Vehicle, Possession of Cocaine, and Unlawful Carrying of a Handgun. The passenger was charged with Broken Seal of Liquor in a Vehicle, NRVC, and Possession of Cocaine.

 

  • March 26, 2006  An officer stopped a vehicle for a license plate violation and while speaking to the driver observed that his eyes were bloodshot and glassy. When the driver exited the vehicle, the officer observed drug paraphernalia in plain view in the floor of the vehicle. A quantity of marijuana was located on the driver’s person and he was charged with Simple Possession of Marijuana.

 

  • March 27, 2006  A Sullivan’s Island Police Officer requested that one of our officers provide a Datamaster Operator for a subject that he had in custody. The test was administered and the violator registered a .18% alcohol level.

 

  • March 28, 2006  An officer stopped a speeding vehicle on Palm Boulevard and while speaking with the seventeen year old driver detected a strong odor of alcohol. The driver denied that he had been drinking and agreed to perform several Field Sobriety Tests. He later took a Datamaster Test and registered a .07% alcohol content. Due to his age he was arrested for Zero Tolerance/Under Age 21 Alcohol Concentration, and his license was immediately suspended, and he was released to a family member.

 

  • March 29, 2006  A vehicle was stopped for speeding on the connector and while speaking with the driver determined that he did not have his license with him and after investigating further, determined that he had four prior convictions of driving under suspension. Two passengers in the vehicle were determined to have suspended licenses for failure to pay traffic tickets. The driver was charged with DUS 5th offense, Speeding, No Proof of Ownership, and No Proof of Insurance. Both passengers were charged with multiple charges of NRVC.

 

  • March 31, 2006  At approximately 2 P.M. a female subject reported that she was hit in the back of her head and face by three known female assailants which she believes was witnessed by four unknown persons. The victim sustained a slight laceration above her eye and several to the back of her neck. She believes that she was attacked about something that was said about one of the suspects at school. All parties involved are students at Burke High School. An Investigator has been assigned the case, and arrests are expected.

 

 

  • March 31, 2006  An officer on patrol observed a vehicle driving erratically and followed the vehicle to record a tracking history on videotape. The vehicle was stopped on Palm Boulevard near 45th Avenue, after the vehicle drove off of the right hand side of the road near 42nd Avenue. The officer immediately detected a strong odor of alcohol from within the vehicle and detected slurred speech while speaking with the driver. After failing several Field Sobriety Tests, the twenty-one year old female was taken into custody. A quantity of marijuana was also found in her purse subsequent to arrest. When administered the Datamaster Test, the driver registered a .15% alcohol level. She was charged with DUI, and Simple Possession of Marijuana.

  • March 1, 2006                           Mayor Sottile received a letter of appreciation from a female resident to advise him of the recent actions of Patrolman McCrodden in the successful resolution to trespassers on her property.

 

  • March 17, 2006              A resident sent a letter of appreciation to the police department to compliment Corporal Erickson and PFC Wooley for their efficient handling of a noisy party at a rental unit next to his residence on Sand Dollar Drive.

 

  • March 27, 2006              A woman who was stopped by Patrol Officer S. Baldrick for a traffic violation wrote a letter of appreciation to the police department to recognize her for her professionalism, dedication, and her great attitude in handling her situation.

 

  • March 31, 2006              Patrol Officer A. Snelwar graduated from the South Carolina Criminal Justice Academy in Columbia, South Carolina. Chief Buckhannon and Lieutenant Wright attended the ceremony.

 

  • March 31, 2006              For the month of March, officers on patrol discovered one business with open or unsecured doors. A total of ten Victim of Crime Forms were issued to business or property owners for various violations noted by officers on patrol.

Patrol

January 1, 2006                      At approximately 3 a.m., officers responded to a unit on Palmetto Drive in Wild Dunes, where an assault of a female at that location had been reported. Information provided stated that the suspect had just left and a description of the vehicle was broadcast. One responding officer observed the suspect vehicle on Palmetto Drive and stopped it. Another officer went to the incident location to gather more information. It was determined that the male suspect had argued with the female victim and during the argument, the female sustained an injury to her face. The suspect was taken into custody and charged with Simple Assault. The victim was transported by EMS to a local and treated for a broken nose.

 January 2, 2006                      An officer responded to a residence on Hidden Green Lane, where a male subject was reported to have passed away. Fire Department personnel also responded to provide medical attention. The Deputy Coroner ruled the death to be of natural causes.

 January 3, 2006                      A subject building a home on Ocean Boulevard reported that a newly installed double pane picture window had been shattered. Evidence present indicated that several pellets from a BB Gun caused the damage. An Investigator was assigned and determined that several un-chaperoned teenagers had recently stayed at the residence adjacent to the home under construction. The Investigator identified all teenagers and identified the party responsible for the damage. The person responsible became uncooperative when confronted and was charged with Malicious Damage to Property and Hindering.

 January 5, 2006                      At approximately 4 p.m., officers responded to a residence on 27th Avenue regarding a family disturbance. The officers determined that no visible evidence of assault was present and advised both parties of their legal options. At approximately 10:30 p.m., officers returned to the same residence, where the previous situation had escalated to a violent level. The female now reported that while she was asleep on the couch, her husband entered the residence and without provocation struck her in her face with a closed fist, then dragged her down the hallway to the bedroom and forcibly had sexual relations with her. She later escaped the residence by sneaking out of the side bathroom door. An Investigator responded and processed the residence for evidence. The male suspect was taken into custody and charged with Criminal Domestic Violence of a High and Aggravated Nature and Criminal Sexual Conduct 1st Degree.

 January 5, 2006                      An officer responded to a residence on Hartnett Boulevard where parents reported their twelve year old son had runaway by exiting the residence through a second story window after being disciplined. An officer located the juvenile less than ninety minutes later on 24th Avenue and returned him to his parents.

 January 6, 2006                      A resident of Cameron Boulevard reported her vehicle stolen, and believed that her forty-seven year old son was responsible. The vehicle was returned the following day and the victim did not wish to pursue criminal charges.

 January 6, 2006                      Officers responded to a residence on Wills Way, where someone had called 911 and then hung-up the telephone. The officers determined that the couple had been having a domestic dispute over an ex-husbands failure to pick-up children for visitation. The male party involved left the residence for the evening to defuse the situation.

 January 7, 2006                      Just after midnight, two officers responded to a front beach establishment where a fight was reported to be in progress. When the officers arrived, an employee stated that he had requested that two male subjects leave the premises, at which time one subject took a swing at the employee while the other pushed him. The employee led them out the front entranceway, only to have them return and re-enter at the rear entrance and again assault the employee. Both subjects were taken into custody where one was charged with Simple Assault and the other with Disorderly Conduct.

 January 8, 2006                      While on patrol of the front beach area, an officer observed a female subject walking on the sidewalk yelling loud obscenities. When the officer investigated and attempted to speak to the subject, she became even more agitated and walked away from the officer. A companion present was attempting to quiet his friend but was unsuccessful in doing so. After repeated instructions to calm down, the subject was taken into custody and charged with Disorderly Conduct.

 January 8, 2006                      At the request of Sullivan’s Island Police Department, one of our officers performed a Datamaster Test for a subject that they had arrested for DUI.

 January 8, 2006                      An officer stopped a vehicle on palm Boulevard near 4th Avenue for crossing the double line into the oncoming path of the officers vehicle. When the officer turned around and caught up to the vehicle, the vehicle had crossed the intersection of 14th Avenue at Palm Boulevard and drove northbound in the southbound lane of traffic. When stopped, the driver was determined to be on a learner’s permit, and did not have it in his possession. A juvenile present in the vehicle was found to be in possession of a quantity of marijuana and was taken into custody and later released to a parent. He was charged with Simple Possession of Marijuana, which will be handled in Family Court. The driver was charged for his traffic infractions.

 January 9, 2006                      Officers responded to a Carolina Boulevard residence where a female at that location reported a domestic disturbance with her former boyfriend. During the argument, the boyfriend had broken several glass figurines and had fled prior to the officer’s arrival. The female stated that she is not in fear for her safety, since there was no physical altercation, but wished to document the incident.

 January 12, 2006                    A Mount Pleasant police officer had followed a vehicle across the connector for a traffic violation and wasn’t able to stop the vehicle until it reached a Palm Boulevard convenience store. An Isle of Palms officer responded to assist the officer who was unable to obtain any personal information on the driver, who refused to cooperate. The driver was observed to have a small blue plastic baggy hidden in his mouth and refused to spit the item out when ordered by police officers. While placing the driver under arrest, the subject resisted and was sprayed with OC Spray by the Mount Pleasant officer. The subject swallowed the plastic bag and was taken to the hospital for evaluation and clearance to be jailed. He was charged by the Mount Pleasant Police Department.

 January 13, 2006                    An officer stopped a vehicle for speeding on Palm Boulevard, near 48th Avenue and after checking the drivers license, determined that he was wanted by the North Charleston Police Department on a Bench Warrant, for Failure to Appear at a scheduled court appearance. He was taken into custody and turned over to a North Charleston police officer for their outstanding arrest warrant.

 January 15, 2006                    After stopping a vehicle for speeding on the connector, the officer immediately detected an odor of alcohol from within the vehicle. After requesting the driver to exit the vehicle, he was found to be in possession of a quantity of marijuana. The driver received a Warning Ticket for speeding and was charged with Simple Possession of Marijuana.

 January 21, 2006                    Just after midnight, an officer stopped a vehicle for speeding near Breach Inlet and while speaking with the driver determined that he did not have his license with him. All three occupants of the vehicle were determined to be juveniles and in possession of two boxes of unopened cans of beer. The driver was charged with Speeding and all three were charged with Minor in Possession of Alcohol. They were released to the custody of parents and their case will be handled in Family Court.

 January 21, 2006                    An officer assisting another officer on a traffic stop on Palm Boulevard, observed a canister of what appeared to be marijuana lying in the open glove compartment of the vehicle. A passenger in the vehicle claimed ownership and was taken into custody and charged with Simple Possession of Marijuana.

 January 21, 2006                    At approximately 4 a.m., an officer observed a vehicle parked near the 29th Avenue beach access path. The officer investigated and located four subjects sleeping on the beach in sleeping bags. While checking the subjects for identification, a quantity of drug paraphernalia was observed. One subject was found to be in possession of a quantity of marijuana. That person was charged with Simple Possession of Marijuana and all were ordered to leave the beach and advised accordingly.

 January 21, 2006                    A resident of Oak Harbor Boulevard reported that his vehicle was missing and he believed that his nineteen year old daughter was responsible. He advised that he wanted to prosecute if and when she and or the vehicle were located. The vehicle was returned several days later when the owner then decided not to prosecute his daughter.

 January 23, 2006                    A male resident of Mount Pleasant became abusive and belligerent while listening to testimony from an officer during a hearing in Municipal Court. The subject was taken into custody at the order of Magistrate Harper for Contempt of Court, while being led from the courtroom he made two more loud verbal outbursts in the courtroom, which prompted the Magistrate to add two counts of contempt on the subject. The Magistrate sentenced the subject to 30 days in jail for each of 3 counts of Contempt of Court. The following day, at the request of the Magistrate, he was ordered by a Probate Judge to be committed to a local hospital for psychiatric treatment.

 January 26, 2006                    At the request of the Sullivan’s Island Police Department, an Isle of Palms officer administered a Datamaster Test to a subject they had arrested for DUI.

 January 26, 2006                    An officer investigated two vehicles in the street on Carolina Boulevard, where subjects in one vehicle was attempting to tow another. While checking the identification of the subjects present, one subject was determined to be wanted by the Mount Pleasant Police Department for an outstanding arrest warrant. That subject was taken into custody and he was transferred to the custody of a Mount Pleasant police officer.

 January 27, 2006                    At approximately 1 a.m., an officer stopped a vehicle on Palm Boulevard near 22nd Avenue for an equipment violation and while speaking with the driver detected a strong odor of alcohol from within the vehicle. The driver admitted to having had four beers. After failing several Field Sobriety Tests, the driver was taken into custody where the Datamaster Test indicated that medical attention should be given to the subject. He was transported to the hospital to be tested for a blood glucose check. He then refused to submit to a blood test and was charged with DUI and transported to the detention center.

 January 27, 2006                    An officer stopped a vehicle for having an expired license tag and while approaching the vehicle observed several occupants attempting to hide items inside. The officer detected strong odor of alcohol from within the vehicle and then requested that all three occupants hand over their alcohol, which was in plain view to the officer. All three occupants were charged with Open Container and the driver with Expired Vehicle License.

  January 28, 2006                    After receiving a call with a description of a female believed to be at that location and known to be wanted, an officer responded to the residence to investigate. The responding officer made contact with the person described and determined that she was wanted by the Hanahan Police Department for Grand Larceny. The warrant was confirmed and she was taken into custody and turned over to the custody of a Hanahan police officer.

 January 29, 2006                    An officer stopped a vehicle on Palm Boulevard near 39th Avenue for an equipment violation and determined that the drivers license was suspended for failure to pay a traffic ticket. After being taken into custody, he was then found to be in possession of a quantity of marijuana. A passenger was then determined to also have a quantity of marijuana on his person. Both were charged with Simple Possession of Marijuana and the driver also charged with DUS, and NRVC.

 January 31, 2006                    An officer stopped a vehicle for speeding on Palm Boulevard near 7th Avenue and determined that the female driver was unable to produce the proper paperwork for the vehicle. She was then determined to have an outstanding arrest warrant with the Summerville Police Department. She was taken into custody and transferred to a Summerville police officer.

 January 31, 2006                    A Sullivan’s Island police officer responded to an after hours alarm at their elementary school, and found an open door. An Isle of Palms police officer responded to assist the officer in clearing the building to insure that nothing was out of place.

 January 4, 2006                      Mr. Sammuel Carter was hired as a Telecommunicator. He just relocated to the area and last worked as a dispatcher for the Telfair/Wheeler 911 Authority in McCrae, Georgia.

 January 6, 2006                      Ptl. Sharon Baldrick graduated from the South Carolina Criminal Justice Academy and was recognized as a Distinguished Graduate due to her high average of proficiency with all aspects of training, written and practical.

 January 9, 2006                      Ptl. Baldrick was recognized as Employee of the Month for the month of January 2006 for her performance during her training at the South Carolina Criminal Justice Academy.

 January 31, 2006                    For the month of January, officers on patrol discovered twelve businesses with open or unsecured doors. A total of forty-three Victim of Crime Forms were issued to business or property owners for various violations noted by officers on patrol.

November 1, 2005
                An officer responded to a front beach parking lot regarding a suspicious vehicle. The officer located the vehicle and observed a subject sleeping in the driver’s seat, with numerous beer cans scattered around. The subject was awakened and determined to be extremely unstable and incoherent. He was taken into custody and charged with Public Intoxication.

November 3, 2005                An officer stopped a vehicle on the connector that he observed operating at night with only one headlight. While the officer was speaking to the driver, he observed a quantity of marijuana in plain view. The driver was charged with Simple Possession of Marijuana.

November 4, 2005                At approximately 2 A.M., an officer on patrol observed a vehicle make a wide turn on 21st Avenue and drive over the sidewalk then continue down the street. The officer followed the vehicle and observed a second wide turn being negotiated onto Waterway Boulevard where he then stopped the vehicle after it almost ran over a mailbox. When approached by the officer a strong odor of alcohol was detected and a series of Field Sobriety Tests were administered. The driver was taken to police headquarters where she was then administered a Datamaster Test, where she registered a .15% alcohol level. She was then transported to the detention center and charged with DUI.

November 5, 2005                At approximately 2:30 A.M., an officer on patrol observed two suspicious vehicles quickly turn onto 28th Avenue then park on a cul-de-sac. When approached by the patrol vehicle, one vehicle attempted to leave the area and was stopped. When the officer approached the second vehicle on foot, he immediately observed a clear plastic bag of white powder on the roof of that car. The officer took immediate possession of the bag and detained all parties present. The driver of the second vehicle admitted that he discarded the bag when he saw the officer. He was taken into custody and charged with Possession of Cocaine. All other parties were then allowed to leave.

November 5, 2005                Officers responded to a residence on Cameron Boulevard where an anonymous caller reported that persons present in that house were not supposed to be there. An officer made contact with a suspect who stated that he lived in the house, but his identification stated that he lived in Sumter, S.C. That person was found to have twelve unpaid traffic tickets and was taken into custody. After being taken into custody, the subject was found to be in possession of a quantity of crack cocaine. The subject was charged with NRVC x 12, and Possession of Crack Cocaine, 3rd Offense 

November 7, 2005                Officers responded to a residence on Waterway Boulevard where a domestic disturbance was reported by an out of state relative. The officers determined that a heated dispute had occurred, but detected no visible signs of injuries on either party.

November 9, 2005                Officers responded to a medical assist call on Hartnett Boulevard, where a male subject was reported to be unconscious. Fire department personnel treated the subject who was in full arrest. The subject was transported by EMS to East Cooper Hospital. 

November 11, 2005              An officer responded to a front beach restaurant that reported an intoxicated male subject who refused to pay his bill. The subject then told the officer that he was not going to pay, but did so after being advised of his options. After being placed on Trespass Notice, the subject and his female companion were determined to be too intoxicated to drive. Both parties were taken into custody and charged with Public Intoxication.

November 11, 2005              At approximately 11:30 P.M., an officer on patrol stopped a vehicle on Palm Boulevard for making an abrupt lane change and failing to use a directional signal. The driver was issued a ticket, and while the officer was explaining the citation, he detected an odor of alcohol from within the vehicle. The driver admitted that he had been drinking alcohol at a party. The officer made contact with the driver’s parents to take possession of the vehicle. While waiting for the parents to arrive, the officer located a bottle of Schnapps in the console, along with a quantity of marijuana and drug paraphernalia. The vehicle was released to the driver’s parents and the driver was charged with Careless Operation, Minor in Possession of Liquor and Simple Possession of Marijuana.

November 12, 2005              At approximately 3:15 A.M., an officer stopped a vehicle on Palm Boulevard near 39th Avenue for discarding litter from the vehicle. While speaking with the driver, the officer detected a strong odor of alcohol from within the vehicle. After failing several Field Sobriety Tests, the driver was taken to police headquarters for a Datamaster Test, which was refused. The driver was then transported to the detention center and charged with DUI, and Littering.

November 12, 2005              At approximately 10:30 P.M., near the grounds of the Recreation center, a juvenile female was assaulted by a juvenile male. The male subject reportedly jumped on the female, pushing her to the ground twice, causing scratches and bruises. The victim left the area with a friend and reported the incident to her mother, who contacted police. The parents of the suspect were extremely uncooperative and would not allow officers to speak with their son. An Investigator later made contact with the parents and the suspect was charged with Simple Assault as a juvenile, which will be handled in Family Court.

November 14, 2005              After a plasma screen television was reported stolen from a rental unit in Wild Dunes an investigation was conducted which required that several employees with access to the property be questioned. During the investigation, the identity of the employee responsible was gained along with the location of the stolen television. It was determined that the suspect climbed a fence and entered the residence through a window, while working as an evening maintenance man. An arrest warrant for the suspect was obtained along with a search warrant for his residence. On this date Investigators went to the suspects Ocean Boulevard apartment to place him under arrest and while present observed the stolen television in plain view at that location. The subject was charged with Burglary 2nd degree and Petit Larceny.

November 14, 2005              A utility trailer with a four wheel drive Polaris 325 Magnum utility vehicle was stolen from the driveway of an Ocean Boulevard residence. The trailer and vehicle are worth $8,000.

November 14, 2005              A 20’ Pace Utility Trailer containing an unknown quantity of tools was reported stolen from a jobsite on Hartnett Boulevard. The missing trailer and its contents are reported to be worth $15,000.

November 15, 2005              A suspect wanted for a September assault and motor vehicle theft from a residence on Waterway Boulevard was featured by local television stations and the newspaper by Crimestoppers on the weekend prior to this date. On this date, the Summerville Police Department contacted this agency to advise that they had the wanted suspect in custody as a result of a traffic stop. An Isle of Palms officer immediately responded and took custody of the subject. He was charged with Assault and Battery of a High and Aggravated Nature, Grand Larceny of a Motor Vehicle, and Petit Larceny.

November 15, 2005              An officer stopped a vehicle near midnight for an improper lane change and while speaking with the driver determined that he was in possession of a quantity of marijuana. The driver was charged with Simple Possession of Marijuana.

November 17, 2005              An officer on patrol stopped a vehicle on Palm Boulevard for an equipment violation and while speaking with the female driver detected an odor of alcohol, then observed an open bottle of beer in the rear floorboard, between the feet of a rear passenger. The driver was seventeen years old and charged with Underage Possession of Alcohol and the two juvenile passengers were charged with the same offense, but their case will be handled in Family Court. The two juveniles were released to the custody of their parents.

November 20, 2005              An officer on patrol stopped a vehicle for an equipment violation and after checking the drivers record determined that he was wanted for Simple Assault by the Mount Pleasant Police Department. The driver was charged with DUS for a suspended license and was turned over to the custody of a Mount Pleasant police officer.

November 21, 2005              An officer followed a vehicle that was operating erratically on Waterway Boulevard. The driver failed several Field Sobriety Tests given by the officer and was transported to police headquarters for a Datamaster Test. A quantity of marijuana was located in the console of the vehicle during inventory prior to towing. The driver refused to submit to a breath sample and was transported to the detention center, charged with DUI, and Simple Possession of Marijuana.

November 22, 2005              A resident of Mount Pleasant walked into police headquarters to report that her fourteen year old daughter, who had been reported as a runaway, had been seen riding in a golf cart in the area of 23rd Avenue and Hartnett Boulevard. An officer was able to locate the girl and return her to the custody of her mother.

November 23, 2005              An Isle of Palms Investigator received information from an Investigator from Shallotte, North Carolina who advised that he had a male subject under arrest who was in possession of personal property belonging to two separate Isle of Palms residents. Both residents were contacted and both thought that their wallets were lost and never reported them missing. The investigation revealed that both victims had their wallets stolen from their vehicles while parked at the Island Center. The suspect admitted to being on the Isle of Palms the previous week, and stated that vehicles that he entered were all unlocked. The FBI is now investigating the subject for identity theft and credit card fraud, due to thefts in Charleston, Isle of Palms, Myrtle Beach, and in North Carolina.

November 26, 2005              Just after midnight, an officer on patrol stopped a vehicle for an equipment violation and while speaking with the driver, detected an odor of alcohol from within the vehicle. A passenger was found to be in possession of an open beer and the driver in possession of a flask containing liquor. The driver was charged with Unlawful Transport of Legal Liquor and the passenger with Open Container in Vehicle.

November 26, 2005              A Sullivan’s Island officer requested assistance at a domestic dispute on Middle Street. Upon arrival the officers observed broken glass on the floor and household items scattered throughout the house. The dispute was between parents and their eighteen-year-old intoxicated son. The intoxicated subject then went through a window and out onto a second story roof, where he threatened to commit suicide. A second Isle of Palms officer arrived and was able to distract the subject enough for the two officers inside to grab the subject and pull him back into the residence. The subject was transported to the hospital after being taken into Emergency Protective Custody.

November 27, 2005              An officer responded to a residence on Ocean Boulevard, where a suspicious vehicle was reported. Before the officer arrived the vehicle left the area, but was located on Palm Boulevard near 8th Avenue. While speaking with the driver, the officer detected a strong odor of alcohol and vomit from within the vehicle. The driver was unable to complete any Field Sobriety Tests administered and was taken into custody. The driver was given a Datamaster Test at police headquarters and registered a .09% alcohol level. He was charged with DUI and transported to the detention center.

November 27, 2005              An officer responded to Ocean Park where a citizen reported a suspicious male subject attempting to break in to a vehicle. The subject was located in a parking lot on 21st Avenue and appeared to be under the influence of alcohol or drugs. While in custody, the subject appeared to swallow an unknown substance, which was determined to be crack cocaine. The subject was transported to the County Hospital to have his stomach pumped. Once the subject was cleared for incarceration by the hospital, he was transported to the detention center and charged with Disorderly Conduct.

November 28, 2005              At approximately 1:30 A.M., an officer on patrol observed a vehicle moving slowly on Palm Boulevard near 21st Avenue, then pull into a parking lot on 21st Avenue when he saw the police vehicle approaching. When approached, the driver jumped out of the vehicle and opened the hood to indicate engine trouble. The officer detected a strong odor of alcohol and observed a female passenger in an obvious intoxicated state. The driver failed several Field Sobriety Tests given and later submitted to a Datamaster Test, where he registered a .09% alcohol level. The driver was charged with DUI and the passenger was able to call a friend for a ride to her home.

November 30, 2005              An officer on patrol in Wild Dunes stopped a vehicle for a stop sign violation and while checking the drivers record determined that he was wanted for Motor Vehicle Theft in Columbus, Georgia. The Columbus Police Department agreed to extradite the subject and he was taken into custody and transported to the detention center for extradition.

Personnel/ Community Services

November 2, 2005                PFC Jimenez and PFC Ambas were nominated for and jointly received the Employee of the Month Award for the month of October for their actions on October 29, 2005, where they made entry to a residence occupied by a suicidal female armed with a shotgun. She was taken into protective custody without injury to anyone.

November 15, 2005              PFC Gebhardt was awarded the Exchange Club Police Officer of the Year Award. He was recognized for his professionalism, actions, productivity, and high number of narcotics arrests and seizures for 2005. The award was given at the Exchange Club monthly dinner meeting.

November 15, 2005              Animal Control Officer Vicki Cook was nominated for and received the Employee of the Month Award for the month of November. ACO Cook took it upon herself to clean up an area of marsh that was littered with unsightly garbage at Palm Boulevard and 6th Avenue.

November 28, 2005              PFC Gebhardt attended Career Day at St. Stephens Elementary School, where his wife is a Special Education teacher. He spoke to approximately 150 students and emphasized the importance of education in the law enforcement field.

November 30, 2005              For the month of November, officers on patrol discovered six businesses and one home with open or unsecured doors. A total of thirteen Victim of Crime Forms were issued to business or property owners for various violations noted by officers on patrol.



October 1, 2005
                      At approximately 1:45 A.M., officers responded to a reported fight in progress at a front beach establishment. Upon the officer’s arrival, employees of the business were engaged with several unruly and intoxicated patrons, who had been asked to leave. One officer immediately placed the main instigator under arrest and attempted to remove him from the building. Two other officers, assisted by an employee took two more male subjects into custody and while the officers were removing these subjects, a female relative of two arrested subjects refused to follow instructions to back away and actually interfered with the arrest of a subject, which resulted in her assault to an officer. She too was taken into custody, but released on scene after being charged with Assault on a Police Officer. She was released in order to care for an infant child at home. The three male subjects were each charged with Disorderly Conduct, Resisting Arrest, and one with the additional charge of Assault on a Police Officer. All four subjects plead guilty in Municipal Court.

 October 1, 2005                      At approximately 3:25 A.M., an officer on patrol clocked a vehicle on radar, traveling 67 miles per hour in a 35 zone, in the area of Palm Boulevard and 11th Avenue. When the officer turned to attempt to stop the vehicle, the vehicle tried to elude the officer by speeding through residential streets making quick turns, then re-entering Palm Boulevard traveling back toward Sullivan’s Island. The vehicle was stopped near Breach Inlet and the driver was taken into custody and charged with Reckless Driving. 

October 1, 2005                      An officer that had been out on the shoulder of the connector with a Mount Pleasant officer investigating an intoxicated pedestrian, left the scene just a minute before the unoccupied Mount Pleasant Police vehicle was rear ended by a Ford Mustang. The Mustang was wedged under the rear end of the police vehicle, trapping the three occupants. The police officer and pedestrian were shaken up, but had no injuries. As a result, the connector was closed to all traffic for approximately one hour, while the emergency personnel removed the entrapped passengers and cleaned up the roadway. The South Carolina Highway Patrol investigated the accident and charged the driver of the Mustang.

 October 1, 2005                      While investigating a series of auto break-ins on Sullivan’s Island, that police agency was able to obtain video surveillance footage of the suspects using a stolen credit card at a Mount Pleasant grocery store. The video was aired on the evening news and telephone tips resulted in both suspects being identified. As a result, both suspects turned themselves in to the Sullivan’s Island Police Department. Investigators from Sullivan’s Island and Isle of Palms interviewed both suspects, who were now both under arrest for the Sullivan’s Island auto break-ins. As a result of the interviews, the Isle of Police Department charged one suspect with an October 2004 auto break-in near Breach Inlet. That subject was charged with Breaking Into a Motor Vehicle, Petit Larceny, and Financial Transaction Card Theft. Multiple charges are pending for the second subject who is fully cooperating with this agency. As a result of these arrests, at least twenty-three vehicle break-ins on the Isle of Palms dating back to the summer of 2004 have been cleared.

 October 3, 2005                      At approximately 1 A.M., an officer on patrol stopped a vehicle on Palm Boulevard for an equipment violation. While speaking with the driver, the officer observed fresh blood on the door and on the drivers arm. The driver explained that he had just left a residence on Chapman Drive, where he had just attempted to break up a fight between brothers who were described as out of control at their residence. The subject showed the officer the residence and was allowed to proceed home. Officers investigating the residence on Chapman Drive, and observed fresh blood on the front door and were able to gain entry by a female who allowed them in. The female stated that two brothers had been fighting, but were now separated in two different rooms. Due to the fact that the entire interior of the home appeared to be in total disarray, with broken furniture and blood on almost every visible surface, the officers checked on the well being of the brothers. One brother was found to have an outstanding Arrest Warrant with the Mount Pleasant Police Department for Possession of Marijuana. That same brother was found to again be in possession of marijuana and was taken into custody. Neither brother wished to prosecute each other for the assault. The wanted subject was removed from the residence and charged with Simple Possession of Marijuana and turned over to Mount Pleasant Police at the hospital, for treatment as a result of the fight.

 October 3, 2005                      An officer stopped a pedestrian on Waterway Boulevard near Forest Trail because he resembled a suspect wanted in a recent incident nearby. The subject was unable to provide identification then gave the officer false information to avoid being properly identified. Once positive identification was made, the subject was taken into custody and charged with False Information to a Police Officer. The subject gave false information because he thought he was wanted. 

October 7, 2005                      After stopping a vehicle on 38th Avenue at Palm Boulevard for an equipment violation, the officer made the determination that a passenger in the vehicle was wanted by the Berkeley County Sheriff’s Office, for Failure to Pay Child Support. The passenger was placed under arrest and transported to North Charleston and turned over to a Berkeley County Deputy. 

October 13, 2005                    An officer responded to a residence on Intercoastal Court regarding a reported natural death at that location. An Investigator responded and confirmed that the elderly female died as a result of complications from a long illness. The Investigator coordinated arrangements with the Coroners Office who concurred that the death was natural.

 October 15, 2005                    Just after midnight, an officer on patrol observed a vehicle driving erratically on Palm Boulevard. After tracking the vehicle on videotape, the vehicle was stopped on Waterway Boulevard near 23rd Avenue. After failing a series of Field Sobriety Tests, the driver was taken into custody and administered a Datamaster Test. The driver refused to take the test or to sign paperwork. He was charged with DUI and transported to the detention center.

October 15, 2005                    At approximately 2 A.M., a witness to a hit and run accident in Mount Pleasant followed the suspect vehicle to a residence on 50th Avenue. An officer responded and met with the witness who in turn contacted the Mount Pleasant Police Department requesting that one of their officers respond to investigate the matter.

 October 16, 2005                    An officer stopped a pedestrian on Pavilion Drive to advise him regarding an alcohol violation. While speaking with the subject, the officer determined that he was also in possession of a quantity of marijuana. The subject was given a warning for the alcohol violation and charged with Simple Possession of Marijuana. 

October 20, 2005                    Two officers went to a residence on Hartnett Boulevard to serve a Bench Warrant on a subject known to reside at that location. An unknown male subject was heard in the house yelling the name of the wanted suspect, prior to answering the door. That subject was not a resident and denied knowledge that the wanted subject was present. He then allowed the officers to enter to attempt to locate the wanted subject. The subject was found hiding under a pile of blankets in the same room that the other non-resident had been sleeping. The officers observed a quantity of marijuana and white powder in the room that both subjects had been occupying. Both were taken into custody and charged with Possession of Cocaine, and Simple Possession of Marijuana. The non-resident had an additional charge of False Information to a Law Enforcement Officer. The wanted subject was served with his Bench Warrant, which was for a mandatory 90 days in jail and a $1,000 fine.

 October 28, 2005                    A concerned citizen advised an officer that a subject that frequented the marina was wanted by the Charleston County Sheriff’s Office. The officer made contact with their warrants office, who confirmed an outstanding arrest warrant for the subject in question. The suspect was then located by officers at a dock on Waterway Island Drive and taken into custody. The suspect was turned over to a deputy at the Charleston County Detention Center. 

October 28, 2005                    Officers responded to a residence on Cameron Boulevard where an in progress domestic situation had been reported. Upon arrival, the officers met the male half of the situation who advised them of his spouse’s behavior. It was determined that the female was the aggressor and was also responsible for the damage in the residence. She was taken into custody, and transported to the detention center and charged with Criminal Domestic Violence.

 October 28, 2005                    An officer stopped a vehicle on the connector, and while speaking with the driver, a passenger became belligerent and unruly, and when she exited the vehicle, fell to the ground. It was determined that the passenger was grossly intoxicated. While speaking to the driver, outside if the vehicle, the intoxicated subject, who had been placed back in the vehicle, jumped behind the steering wheel and attempted to drive away. The passenger was then taken into custody and charged with Public Intoxication and Disorderly Conduct. 

October 29, 2005                    An officer stopped a vehicle for following too close to the vehicle in front of it on Palm Boulevard. While speaking with the driver, the officer detected a strong odor of alcohol from within the vehicle. The officer observed an open can of beer in the vehicle and took the driver into custody. A quantity of marijuana was also located in the vehicle. The driver was charged with Open Container, and Simple Possession of Marijuana.

 October 29, 2005                    Officers responded to a residence on Twin Oaks Lane, where a spouse reported that his wife had threatened to commit suicide while they were speaking on the telephone. Responding officers observed the female in question, sitting at a table in the residence speaking on the telephone, with a shotgun in her lap. When the officers observed the female place the shotgun against the wall, they made immediate entry and placed the female into Emergency Protective Custody. She was transported to the Charleston County Hospital for voluntary psychiatric evaluation. All weapons in the residence were taken into custody for safekeeping.

October 6, 2005                      Animal Control Officer Vicki Cook hosted a Raccoon Awareness Seminar at the Recreation Center. Representatives from the Department of Natural resources and Pet Helpers gave presentations and answered questions.

 

October 12, 2005                    Chief Buckhannon received a letter of appreciation from the Sheriff of Jackson County, Mississippi thanking him for sending officers to their aid after Hurricane Katrina. He thanked the officers for their manpower and moral support.

 

October 13-16, 2005               Chief Buckhannon attended the annual South Carolina Police Chief’s Association Leadership Conference held in Myrtle Beach, South Carolina.

 

October 17, 2005                    Chief Buckhannon received a letter of appreciation from the President of Marine Corps Disaster Relief Unit 1, thanking our officers for their professionalism in providing security for their unit while they were deployed in Mississippi after Hurricane Katrina.

 

October 26, 2005                    Detectives Caldwell and Meekins conducted a Halloween Safety Lecture to the children of the St. Marks Lutheran Church Daycare Center.

 

October 31, 2005                    For the month of October, officers on patrol discovered five     businesses and one home with open or unsecured doors. A total of thirteen Victim of Crime Forms were issued to business or property owners for various violations noted by officers on patrol.

 

 September 1, 2005                   At approximately 1 A.M., an officer stopped a vehicle on the connector for speeding, and while speaking with the driver, it was determined that he was in possession of a quantity of marijuana. The driver was given a warning for speeding and charged with Simple Possession of Marijuana.

 September 2, 2005                   After stopping a vehicle on Ocean Boulevard for having only one headlight in the dark, the officer determined that the driver was in possession of open liquor. The driver was charged with Illegal Transport of Legal Liquor.

September 3, 2005                   At approximately 3:30 A.M., an officer on patrol on the connector stopped a vehicle that was traveling 75 mph, and crossing over the center double lines median of the roadway. After failing several Field Sobriety Tests, the driver was taken into custody and administered a Datamaster Test, where she registered a .16% alcohol level. The driver was charged with DUI.

 September 3, 2005                   At approximately 4 A.M., an officer out with the previously mentioned traffic stop, observed a vehicle accelerating from Palm Boulevard onto the connector to a point where the vehicle was sliding off of the road and into the concrete curb. When this vehicle was stopped the officer immediately detected a strong odor of alcohol from within the vehicle. After failing several Field Sobriety Tests, the driver was administered a Datamaster Test where he registered a .21% alcohol level. The driver was charged with DUI.

 September 4, 2005                   At approximately 1 A.M., an officer on patrol observed a suspicious vehicle making evasive moves to keep the patrol vehicle from getting behind that vehicle to better observe the drivers actions. Once the vehicle was stopped the officer immediately detected an odor of alcohol from within the vehicle. A passenger appeared to be grossly intoxicated and the driver failed several Field Sobriety Tests. The driver was then administered a Datamaster Test where she registered a .01% alcohol level. It was apparent that the driver was under the influence of some other substance other than alcohol and was charged with DUI.

 September 4, 2005                   At approximately 3 A.M., officers responded to an Carolina Boulevard residence for a complaint of loud noise. Upon arrival, several female subjects were observed yelling in the front yard. The officers observed them to be in possession of beer and they also appeared to be underage. A male subject at the residence was determined to have provided the beer to his three underage female friends and was charged with Transfer of Beer to a Minor. The three minors were charged with Minor in Possession of Alcohol.

 September 4, 2005                   The Sullivan’s Island Police Department requested assistance to respond to a domestic violence call on Myrtle Avenue. After assisting, our officers returned to resume patrol.

 September 5, 2005                   At approximately 3 A.M., officers investigated a vehicle horn blowing continuously from the area of Dunes Boulevard. When the vehicle was located and checked, an intoxicated female subject appeared and stated that she had fallen asleep in the car and had accidentally activated the horn. A neighbor stated that the horn had been blowing off and on for over an hour. The subject refused to cooperate and was taken into custody and charged with Disorderly Conduct. 

September 5, 2005                   Officers responded to the Mount Pleasant side of the connector to assist Mount Pleasant Police with an accident involving an overturned vehicle. Officers assisted with traffic control while a Medicare helicopter landed to transport the injured driver.

 September 5, 2005                   Officers responded to the beach area near Breach Inlet where a male subject was found deceased. Lt. Wright responded to conduct the investigation and determined that the 30year -old male subject had left two suspicious notes for his spouse then traveled to the beach and committed suicide. A Deputy Coroner also responded and rules the death a suicide.

 September 8, 2005                   At approximately 3:20 A.M., an officer responded to a possible fight in progress at a JC Long Boulevard establishment. Upon the officer’s arrival, they observed a pickup truck attempting to leave the area. When two police vehicles attempted to block that vehicle from leaving the area, the driver of that vehicle attempted to flee by turning down Pavilion Boulevard and into the parking area behind other businesses, where a large tree and other hazards in the area blocked the vehicle from going any further. Both occupants were removed from the vehicle where it was determined that both had been advised by management to leave, due to their intoxicated state. While in the process of leaving, both subjects began pushing and cursing other patrons. It was also determined that one subject shoplifted some retail items while exiting. The driver was charged with Failure to Stop for Blue Lights and Siren, DUS 2nd, NRVC x 2 and Petit Larceny. The passenger was charged with Public Intoxication.

 September 8, 2005                   An officer on foot patrol on the front beach observed a couple walking who appeared to be extremely intoxicated, both were attempting to walk, but kept falling down. Due to the condition of both subjects and their inability to safely leave the area, both were taken into custody and charged with Public Intoxication.

 September 9, 2005                   An officer responded to a residence on Cameron Boulevard where a male subject reported that his girlfriend had attempted suicide by consuming a large amount of prescription medication along with beer and vodka. The subject stated that his girlfriend had passed out and he was unable to awaken her. The girlfriend was revived and transported by EMS for a mental evaluation.

 September 9, 2005                   At approximately 3 A.M., an officer stopped on 29th Avenue to investigate numerous people in the street standing near several vehicles. One vehicle started to drive away, but stopped when the officer approached on foot. The officer determined that the driver’s license of the car stopped was suspended. After failing several Field Sobriety Tests, the driver was transported to police headquarters where he refused a Datamaster Test. He was charged with DUS, DUI and Minor in Possession of Beer. A passenger in the vehicle was charged with Public Intoxication.

 September 11, 2005                 A resident of Carolina Boulevard reported two handguns stolen from his residence and suspected the twenty-four year old boyfriend of his daughter. Several days later, the same resident discovered that several checks from his checking account has been returned by his bank, and had apparently been forged by the same suspect. An Investigator was assigned the case and was able to develop a witness to the theft of the weapons. Arrest warrants were immediately obtained and placed in the NCIC computer base. Several days later, the resident called to report that he thought the suspect was in or near his house again. A search of the area resulted in the suspect being located in a nearby yard and taken into custody. He was charged with Forgery 3 counts, Petit Larceny and Possession of a Weapon by a Convicted Felon.

 September 15, 2005                 The Animal Control Officer responded to a sick raccoon, possibly rabid, on the 5000 block of Palm Boulevard, and while handling the animal, came into direct skin contact with bodily fluid. The raccoon was tested and confirmed to be rabid. As a result of the earlier contact, the Animal Control Officer was required to undergo a series of rabies shots, provided for by DHEC.

 September 16, 2005                 At the request of the Corporate Security Office of Kangaroo Express, an officer responded to the local store to confront a female employee accused of stealing merchandise by way of giving gas and food items to family members and taking refunds on existing inventory. The suspect admitted to less than $1,000 worth of thefts, but store inventory indicates more than $8,000 worth of shortages. The suspect was terminated and taken into custody for her admitted theft of less than $1,000 and charged with Breach of Trust. An Investigator was assigned the case for follow-up and possible more additional charges.

 September 17, 2005                 At approximately 1 A.M., an officer responded to the area of Sandshell Court for people reported to be shooting fireworks on the beach. The officer observed several people on a beach path near 46th Avenue and observed them getting into a vehicle and drive away. When the officer stopped the vehicle, he immediately detected a strong odor of alcohol from within the vehicle. After failing several Field Sobriety Tests, the driver was administered a Datamaster Test, which registered a .07% alcohol content. The driver was charged with DUI.

 September 17, 2005                 An officer responded to Gate 1 of Wild Dunes where a security officer reported a female needing medical attention. The female complained that her back hurt due to an abrasion on her lower back. When the subject was unable to give a reasonable explanation of how she ended up in Wild Dunes and how she received her injury, she was found to be in possession of a quantity of crack cocaine. The subject was taken into custody and immediately taken to Roper Hospital for treatment to be cleared for transfer to the detention center. She was charged with Possession of Crack Cocaine.

 September 18, 2005                 The Sullivan’s Island Police Department requested that an officer respond to Jasper Boulevard to assist them in a natural death call at that location.

 September 19, 2005                 A representative of the Wild Dunes Community Association reported major damage to a bridge leading into Seagrass Lane. A witness reported that the subject responsible struck the bridge causing approximately $3,000 damage. The investigating officer located the vehicle responsible and identified the driver as the teenage son of a Seagrass Lane resident. That homeowner agreed to take responsibility for repairs to the bridge.

 September 23, 2005                 A resident of Ocean Boulevard reported loud noises coming from the beach area behind her residence. The responding officer heard someone yell “cops” and approximately forty teenagers attempted to leave the area on foot. A total of six persons were detained, three adults and three juveniles. The group, all from Wando High School had come to the beach with a keg of beer, which they buried in a trash can in the sand. The three adults were charged with Underage Possession of Alcohol. The three juveniles were also charged, but referred to Family Court.

 September 24, 2005                 An officer was requested to meet a security officer at Gate 1 of Wild Dunes where the officer reported that a resident had deliberately run over traffic cones blocking an entry lane. The guard stated that when she followed the couple to their Beachwood West residence, the female passenger assaulted her in the driveway of their home. The guard also reported that the passenger yelled derogatory racial slurs directly at her. When the responding police officer went to the residence to investigate the complaint, the male resident refused to allow the officer to speak with his wife. This case has been assigned to an Investigator for follow-up. 

 September 27, 2005                 Just after midnight, an officer on patrol observed two subjects on Recreation Center property sitting on playground equipment. The officer approached the subjects on foot to advise them that the park was closed and made the determination that one of the females was wanted by the Dorchester County Sheriff’s Office. That subject was taken into custody and later turned over to a Dorchester County Deputy for processing.

September 27, 2005                 A female resident of Waterway Boulevard reported that she had been assaulted by a house guest. The officer determined that after the woman was assaulted, she passed out and when she woke up saw that the suspect had stolen her car keys and some prescription medication and left the residence in her vehicle. The damaged vehicle was recovered abandoned downtown and processed by the Charleston Police Department Crime Lab. An Investigator was able to obtain positive identification of the suspect and he is currently wanted for Grand Larceny of a Motor Vehicle, Assault and Battery High and Aggravated and Petit Larceny. 

September 27, 2005                 An officer on patrol stopped a vehicle for an equipment violation on Palm Boulevard and while speaking with the driver determined that he had an open container of beer in his possession. A computer check of the driver indicated a suspended drivers license and an outstanding arrest warrant by the South Carolina Department of Probation and Parole for a weapons violation. He was taken into custody and charged with DUS 3rd Offense, and for the Probation Violation.

 September 28, 2005                 At approximately 1:30 A.M., an officer on foot patrol on Ocean Boulevard and JC long Boulevard recognized a male subject from a previously reported theft from a local business. The officer detained the subject and made contact with the victim of the theft who came to their location and positively identified the subject. The subject refused to provide his proper name and was taken into custody and charged with Hindering, and Defrauding an Innkeeper. It was later determined that this subject had failed to appear at municipal court the previous week, where seven Bench Warrants had been issued for Failure to Appear.

 September 17, 2005                 The Isle of Palms Police Department participated n the Annual Law Enforcement day at Citadel Mall, which was attended by over 20,000 people. Four patrol officers and one Telecommunicator participated in the display.

 September 25, 2005                 Corporal Usry and Ptl. McCrodden received a letter of appreciation from a grateful parent who wished to recognize them for their professionalism and caring in dealing with her bi-polar daughter.

June 4, 2005                  At approximately 5 AM, officers responded to the beach behind Sea Cabins, where a female was reported to be screaming. The subject was located lying in the sand dunes, and was determined to be grossly intoxicated. She was taken into custody and charged with Public Intoxication. 

June 6, 2005                  At approximately 2:30 AM, an officer stopped a pickup truck for an equipment violation and immediately detected a strong odor of alcohol from within the vehicle while speaking to the driver. A quantity of beer was located in the truck and the driver who was a  fifteen year old juvenile was released to the custody of his father. He was charged with Minor In Possession of Beer, Open Container and False Information to Police, which will be handled in Family Court. 

June 6, 2005                  An officer met with a City of Charleston police officer to serve an arrest warrant on a female employee of a local business. The subject was located and taken into custody without incident. 

June 7, 2005                  An officer on foot patrol of the front beach observed several individuals on the sidewalk with containers of alcohol. After issuing a verbal warning about the alcohol violations, the officer observed one of the subjects urinating on the ground. That subject was taken into custody and charged with Disorderly Conduct. 

June 9, 2005                  An officer stopped a vehicle on Palm Boulevard near 28th Avenue for a license plate violation. The driver who was operating with a suspended license, was taken into custody. A passenger in the vehicle gave the officer a bogus name and was also taken into custody for an outstanding arrest warrant through South Carolina Probation and Parole. The driver was charged with DUS 2nd Offense, and the passenger with False Information to Police, and for the outstanding arrest warrant. 

June 10, 2005                An officer responded to the Boardwalk Inn at Wild Dunes regarding a reported drunk driver in a white SUV. A second caller reported the vehicle to now be at another location. The vehicle was located and stopped near Dune Ridge Lane. After failing several Field Sobriety Tests, the driver was taken into custody. He later submitted to a Datamaster Test and registered a .18% blood alcohol level and charged with DUI.   

June 10, 2005                An officer responded to a front beach business who reported a shoplifter in custody. The officer determined that the suspect was a fifteen-year-old juvenile from the Columbia, SC area, who had concealed $56 worth of merchandise. She was taken into police custody and later released to a guardian. Her charge of Shoplifting will be handled in Family Court.    

June 11, 2005                An officer on patrol observed a suspicious vehicle parked in the driveway of a house under construction on Ocean Boulevard. The officer investigated and found the vehicle to be occupied by a male and female subject that appeared to be nervously attempting to conceal something. The female was determined to be a missing person from North Carolina. A quantity of crack cocaine and other drug paraphernalia was located in the vehicle resulting in the arrest of both parties. Both were charged with Possession of Crack. 

June 12, 2005                At approximately 2 AM, officers responded to a condominium unit in Wild Dunes for a reported domestic abuse situation. Upon the officer’s arrival, they observed the female half of the incident outside and naked. She was immediately escorted inside and instructed to get dressed. The officer’s investigation and injuries to the husband resulted in the determination that the female had been the primary aggressor in the incident. She was taken into custody and charged with Criminal Domestic Violence.

 June 12, 2005                An officer stopped a vehicle on the 5800 block of Palm Boulevard for speeding and immediately detected a strong odor of alcohol from within the vehicle while speaking to the driver. After failing several Field Sobriety Tests, the driver was administered a Datamaster Test where he was found to have a blood alcohol level of .10% and charged with DUI. 

June 13, 2005                Officers responded to an Ocean Boulevard business where a subject reported being assaulted by a former acquaintance in the street while getting into his vehicle. The suspect was identified and an arrest warrant has been obtained for the suspect for Simple Assault.

 June 18, 2005                An officer on patrol observed a male subject on 14th Avenue near Palm Boulevard, fall into the roadway. After making contact with the subject it was determined that the subject was grossly intoxicated and unable to care for his own safety. He was taken into custody and charged with Public Intoxication.

 June 20, 2005                An investigation into an adult female chaperone who allegedly provided alcohol to several members of a youth group visiting from Tennessee turned herself in to this agency. She agreed to leave Tennessee and turn herself in to the Isle of Palms Police Department for the outstanding charges of Contributing to the Delinquency of a Minor 2 counts, and was allowed a personal recognizance bond and permission to return to Tennessee.

 June 21, 2005                After stopping a vehicle for speeding on the connector, the driver was found to be wanted by the Charleston County Sheriff’s Office. The warrant was confirmed and the subject was transported and turned over to the custody of a deputy sheriff.

 June 22, 2005                An officer stopped a vehicle for an equipment violation and determined that the driver was wanted by the North Charleston Police Department. The outstanding arrest warrant was confirmed and the driver was taken into custody and turned over to North Charleston authorities.

 June 24, 2005                An Investigator observed a vehicle on Waterway Boulevard commit several moving violations and followed the vehicle to Palm Boulevard, where it was stopped. The traffic stop resulted in all three occupants of the vehicle being taken into custody. The driver was charged with DUS, Operating Uninsured, Failure to Surrender Suspended License Plate, and Careless Operation. A passenger was determined to have three unpaid traffic tickets and was charged with NRVC 3 counts. A third occupant was found to be in possession of a quantity of marijuana and was charged with Simple Possession of Marijuana.

 June 24, 2005                An officer responded to a Palmetto Drive condominium rental in Wild Dunes, where a five year old child had stopped breathing while taking a bath. Fire Department personnel administered first aid until EMS arrived and transported the child to MUSC. It was later determined that the child had a seizure.

 June 25, 2005                An officer on foot patrol observed two male subjects walking down JC Long Boulevard who appeared to be grossly intoxicated. As both subjects neared their vehicle one subject stopped and urinated in the roadway. That subject was taken into custody and the other was allowed to leave the area with other friends. While transporting the intoxicated subject to the detention center, he managed to cause damage the police vehicle. He was charged with Disorderly Conduct and Malicious Damage to City Property.

 June 25, 2005                An officer responded to the 18th hole of the Link’s Golf Course where management reported having problems with two intoxicated patrons. When confronted by the officer in the parking lot, one subject acted in a manner as though he wanted to fight the officer by trying to instigate a fight. A second officer arrived and both subjects were taken into custody and charged with Public Intoxication. Both parties have already pleaded guilty to their charges.

 June 26, 2005                After stopping a speeding vehicle on the connector, the officer observed a clear plastic container in the floorboard containing what appeared to be marijuana. The driver was taken into custody and charged with Simple Possession of Marijuana, Speeding, and several other non- moving violations.

 June 26, 2005                Officers responded to a front beach establishment that reported an underage drinker in their custody. Management advised the officers that they had observed the suspect with an alcoholic beverage enter their property without a wristband, which is provided after proper proof of age is shown. The suspect was asked to leave the premises once where he later returned a second time in possession of alcohol. The subject was determined to be a juvenile and was taken into custody and charged with Underage Possession of Alcohol and Trespass After Notice which will be handled in Family Court. The suspect was released to the custody of a parent.

 June 27, 2005                An officer on patrol stopped a vehicle for operating without headlights and determined that the driver was wanted by the Mount Pleasant Police Department for failure to appear in court. The subject was taken into custody and turned over to a Mount Pleasant police officer.

 June 27, 2005                At approximately 1 AM, an officer on patrol stopped a speeding vehicle on Palm Boulevard and detected an odor of alcohol from within the vehicle while speaking with the driver. A quantity of open alcohol was observed in the vehicle and both occupants were taken into custody. The seventeen years old driver was charged with Speeding, Open Container and Minor In Possession of Alcohol. The juvenile passenger was charged with Open Container and Minor In Possession of Alcohol, which will be handled in Family Court.

 June 7, 2005                  Corporal Usry met with the First United Methodist Church women’s group as their guest speaker for the evening.

 June 9, 2005                  Corporal Usry received a letter of appreciation from a senior citizen who attended the women’s group meeting at the Methodist Church on June 7, 2005.

 June 13, 2005                Corporal Usry and Detective Meekins participated with the Isle of Palms Recreation Department’s Camp Summershine Safety Week. Children in attendance were photographed and fingerprinted then had that information transferred to a CD-Rom and provided a copy each parent.

 June 14, 2005                PFC Jimenez participated with the Isle of Palms Recreation Department’s Camp Summershine Safety Week, where he presented a bicycle demonstration to the children.

 June 17, 2005                ACO Cook participated with the Isle of Palms Recreation Department’s Camp Summershine Safety Week, by presenting a lecture to the children regarding animal safety and dangers.

May 2, 2005                  When officers responded to a residence on 42nd Avenue, they determined that there had been a disturbance between neighbors. One subject who was grossly intoxicated had been out in his neighbor’s driveway yelling obscenities. While issuing a trespass notice to that subject he became belligerent and tried to taunt officers into a physical altercation. He was taken into custody for Public Intoxication.

 May 6, 2005                  At the last Teen Dance of the season, an Isle of Palms Recreation Department employee observed two juvenile boys acting suspiciously in the men’s restroom. They were observed emptying money from a wallet, then throwing the wallet to the ground. The wallet had been reported missing by another juvenile male. The two suspicious juveniles were detained and subsequently returned the missing seventeen dollars. Both subjects were released to their parents pending Family Court charges of Petit Larceny.

 May 8, 2005                  Officers responded to 25th Avenue and Waterway Boulevard, where a DNR officer had requested assistance near the Intracoastal Waterway with two male subjects suspected of illegally harvesting oysters. The officers located a quantity of marijuana and illegal prescription pills. Both were taken into custody and charged with Simple Possession of Marijuana and Possession of Schedule IV Controlled Substance. 

May 8, 2005                  Officers responded to the area of Palm Boulevard and JC Long Boulevard where a disturbance had been reported. The male and female subjects involved were located and found to be in possession of a quantity of marijuana. The male subject resisted arrest while being taken into custody. The female was transported to the hospital for injuries received prior to the officer’s arrival. Both were charged with Simple Possession of Marijuana and the male with the additional charge of Resisting Arrest.

 May 9, 2005                  At approximately 3 AM, an officer investigated a vehicle occupied by a male subject. The officer discovered the occupant to be sleeping. After several ignored attempts to awaken the subject, the officer entered the unlocked vehicle to physically attempt to awaken the subject. The subject was awakened and determined to be grossly intoxicated. For his safety, he was taken into custody and charged with Public Intoxication.

 May 9, 2005                  An officer on foot patrol on Ocean Boulevard encountered two subjects having a hard time walking up a stairwell due to their intoxicated state. Both subjects were observed to be in possession of bottles of beer. When the officer verbally confronted the subject’s, one discarded his beer bottle over the stairwell railing. Due to that subjects grossly intoxicated state he was taken into custody. Both were charged with No Alcohol on Beach or Streets and the subject in custody with the additional charges of Littering and Public Intoxication.

 May 9, 2005                  An officer on patrol stopped a vehicle for having only one workable headlight. The driver had a strong odor of alcohol on his person and appeared to be impaired. The driver failed several Field Sobriety Tests and was taken into custody. He later refused to submit to a Datamaster Test. His license was suspended for refusing to submit to the test and he was charged with DUI.

 May 10, 2005                While a visitor to the Front Beach was bathing, someone stole the visitor’s purse containing her cellular telephone and car keys. The suspect apparently located her vehicle using the keyless remote device and proceeded to steal her vehicle, a 1995 Volvo sedan. The vehicle was located twelve days later on a dirt road in Mount Pleasant by a Mount Pleasant police officer. Isle of Palms Investigators had already developed a suspect through their investigation and evidence located in the recovered vehicle was determined to belong to that suspect. Investigators are in the process of obtaining an arrest warrant for the suspect.

 May 10, 2005                An officer on bicycle patrol on Ocean Boulevard observed a female subject sitting in a vehicle smoking what appeared to be marijuana from a metal pipe. The officer investigated and determined that the subject was in possession of a quantity of marijuana. She was taken into custody and charged with Simple Possession of Marijuana.

 May 15, 2005                An officer on bicycle patrol approached a male subject to advise him of the City Ordinance regarding alcohol on the street. After checking the subject’s personal information it was determined that he was wanted by the Cayce SC Police Department. Once that department provided confirmation, the subject was taken into custody and released to the Charleston County Detention Center.  

 May 15, 2005                An officer responded to a Front Beach establishment that reported an intoxicated subject bothering other patrons. The officer determined that the intoxicated subject had been asked to leave the business and that he failed to comply with that request. While waiting for a taxicab, the subject became verbally threatening to the officer and was taken into custody and charged with Public Intoxication.

 May 15, 2005                An officer observed a vehicle approaching from the opposite direction and saw the vehicle leave the roadway and travel onto the grassy shoulder of the road. The officer turned around and observed the vehicle leave the roadway three more times. The vehicle was stopped and the driver was observed having difficulty providing necessary paperwork. The driver failed several Field Sobriety Tests and was taken into custody. The driver later refused to submit to a Datamaster Test and was charged with DUI.

 May 16, 2005                An officer responded to a Front Beach hotel where an intoxicated subject was reported to be banging on hotel room doors and yelling profanities. The subject was located and taken into custody and charged with Public Intoxication.

 May 17, 2005                At approximately 2:30 AM, an officer responded to a reported accident on the connector. The investigating officer determined that a grossly impaired female driver had collided with the east cement barrier of the connector. The driver first told the officer that her ex-boyfriend had been driving, then changed her story and confessed that she had been. The driver failed several Field Sobriety Tests given and was taken into custody, where she later refused to submit to a Datamaster Test. She was charged with DUI, DUS and Operating Uninsured. The driver has since pleaded guilty to DUI and DUS.

 May 18, 2005                At approximately 2:20 AM, officers responded to a JC Long Boulevard establishment for a reported fight in progress. Upon the officer’s arrival, they located a shirtless male subject across the street. Employees of the establishment advised that they had confronted a patron who had shoplifted thirteen shirts from a display and left. All of the stolen shirts were recovered and the suspect was taken into custody and charged with Shoplifting and Public Intoxication.

 May 22, 2005                At approximately 3 AM, an officer on patrol observed a vehicle operating without headlights, and stopped the vehicle on JC Long Boulevard and Pavilion Boulevard. The driver was identified as a fifteen- year old male juvenile with a fifteen- year old female companion. A strong odor of alcohol was immediately detected. It was determined that the driver took the vehicle from a friend without his permission. The female passenger was released to the custody of her parent and the driver was taken into custody. The driver submitted to a Datamaster Test and registered a .11 % blood alcohol level. He was later released to the custody of his father and has already pleaded guilty to DUI in Magistrate’s Court.

 May 22, 2005                Officers responded to a residence on 28th Avenue where a concerned friend reported that he thought his female friend might have attempted suicide. The officers observed the female lying in a bed but all doors were locked. An officer entered the residence through a window and found the occupant to be lethargic. It was determined that she had ingested a large amount of prescription medication. The subject was transported to East Cooper Hospital for evaluation.

 May 23, 2005                Just after midnight, an officer on patrol observed a suspicious vehicle parked at a construction sight on Ocean Boulevard. The officer observed the vehicle to be occupied by a male subject. The officer investigated and determined that the subject was in possession of a quantity of illegal narcotics, namely methamphetamine powder and twenty-two unprescribed Schedule III narcotic pills. The subject was taken into custody and charged with Possession of Methamphetamine and Possession of Schedule III Substance.

 May 26, 2005                Just after midnight, an officer on patrol stopped a vehicle on Palm Boulevard near 3rd Avenue for violation of the City’s Noise Ordinance. The officer immediately detected an odor of marijuana while speaking to the driver and determined that she had a quantity of marijuana in her possession. The driver received a warning for the Noise Ordinance violation and was charged with Simple Possession of Marijuana.

 May 29, 2005                An officer on foot patrol on Ocean Boulevard investigated a large group of subjects causing a loud disturbance at a residence. The officer approached the residence and observed a naked male subject on the front porch, with neighboring residents and pedestrians yelling at him. The officer made contact with the subject and charged him with Disorderly Conduct.

 May 3, 2005                  PFC Wooley received a letter of appreciation from the Sheriff of Somerset County, New Jersey who was a passenger in a car stopped by PFC Wooley. He stated that he displayed a professional demeanor and treated the occupants of the vehicle the way that he would expect to be treated.

 May 5, 2005                  Corporal Usry, the Community Services Officer, lectured the Turtle Team at their meeting to educate them on reporting unusual occurrences that they observe while conducting their duties.

May 12, 2005                PFC Gebhardt received a letter of appreciation from a visitor to the Isle of Palms who was stopped and was advised that his driver’s license was suspended. The subject knew that he could have been incarcerated for the offense and was grateful that he was allowed be given a courtesy summons and clear the matter up at the Department of Motor Vehicle upon his return to Summerton SC. 

May 27, 2005                Corporal Usry, PFC Ambas and PFC Jimenez attended a Police Officer Memorial Day service in Walterboro, sponsored by the Walterboro Police Department.

 May 30, 2005                Corporal Usry was nominated and received the Employee of the Month Award for her extra effort as the Community Services Officer. She was cited for organizing Career Day at Trident Technical College and the recent Bike Rodeo at the Recreation Center.

 May 31, 2005                For the month of May, officers on patrol after hours discovered two businesses and one residence with open or unsecured doors or windows. A total of thirteen Victim of Crime Forms were issued to business or property owners for various violations noted by officers on patrol.


April 1, 2005                 An officer responded to a loud party complaint at a residence on Palm Boulevard. When the officer arrived and approached the rear door of the residence, a subject ignited a live bottle rocket from the kitchen, which flew out of the rear door, exploding on the rear porch. That subject was charged with Discharging Fireworks. Due to the intoxicated state of all present and the condition of the residence, the realty company handling the rental was notified. When they responded all parties were placed on notice and evicted effective the following morning.

 April 1, 2005                 Officers responded to a residence on 41st Avenue for a reported domestic disturbance. Investigating officers determined that the female half of the dispute was the primary aggressor and was taken into custody and charged with Criminal Domestic Violence.

 April 2, 2005                 At approximately 3 A.M., an officer on patrol observed a vehicle squealing tires then accelerating onto the connector. When the officer stopped the vehicle and spoke with the driver, he detected a strong odor of alcohol emitting from the driver. After the driver failed several Field Sobriety Tests, he was taken into custody. When the driver was administered a Datamaster Test, he provided a breath sample of .16% blood alcohol content. He was transported to the detention center and charged with DUI 1st.

April 2, 2005                An officer on foot patrol on the front beach observed a subject urinating in front of a business. When the subject saw the officer, he attempted to evade him by walking away. The subject was taken into custody and charged with Disorderly Conduct.

April 2, 2005                When an officer observed that a vehicle was displaying a suspended license plate, he stopped the vehicle on the connector and, while speaking to the driver, immediately detected a strong odor of alcohol. A backup officer on the passenger side of the vehicle observed a suspicious metal film canister being concealed by the driver. When the driver was asked to exit the vehicle, the canister was located and found to contain a quantity of marijuana. The driver was taken into custody and charged with Simple Possession of Marijuana, Open Container and Failure to Surrender Suspended License Plates.

 

April 3, 2005                An officer on patrol stopped a vehicle on the connector for speeding and the driver was unable to produce a driver’s license. The driver and passenger were both observed concealing containers of beer. A closer check of the driver revealed a clear plastic bag of cocaine on her person. Both were charged with Open Container, and the driver with the additional charges of Possession of Cocaine with the Intent to Distribute, Speeding, DUS, NRVC 4 counts, No DL in Possession and No Proof of Insurance.

 

April 13, 2005                A Warrant Investigator for the Mount Pleasant Police Department contacted this agency to notify us that they had arrested a subject and determined this agency had numerous outstanding arrest warrants for that person. One of our officers responded to their headquarters and served Bench Warrants for Public Intoxication, False Information to Police, Malicious Injury to Real Property x 2 and Resisting Arrest. The warrants had been issued for failure to pay fines as agreed.

 

April 14, 2005                The Mount Pleasant Police Department requested that we go to a business on 41st Avenue to determine if a subject wanted by that agency was present at his place of employment. The subject was located and taken into custody and turned over to a Mount Pleasant Warrant Investigator.

 

April 19, 2005               An officer on patrol stopped a speeding vehicle on Palm Boulevard near 49th Avenue and, after a computer check, determined that she was wanted by the Charleston Police Department. The driver was taken into custody and turned over to an Investigator for the Charleston Police Department for their warrant on Daniel Island.

 

April 22, 2005                An officer responded to the area of Palm Boulevard and Carolina Boulevard for a report by a citizen that a possible drunk driver was approaching the Isle of Palms. The officer observed the suspect vehicle run off of the road and strike a curb at Palm Boulevard and Carolina Boulevard then proceed north on Palm Boulevard. Before the officer could get the vehicle stopped at 5th Avenue and Carolina Boulevard, the vehicle left the roadway three additional times. When the officer approached the vehicle he observed a small child in the back seat. The officer immediately detected a strong odor of alcohol from the female driver who was trying to put the car in park by using the directional signal. The driver was unable to complete any Field Sobriety Tests given and, after being placed under arrest, physically resisted getting into the police vehicle. The child was then released to the custody of a responsible adult. The driver was transported to police headquarters and offered a Datamaster Test where she registered a .21% blood alcohol level. She was charged with DUI, Child Endangerment and Resisting a Police Officer. A statement was taken from the citizen who witnessed her driving from Sullivan’s Island onto the Isle of Palms.

 

April 23, 2005                Officers responded to a business near Breach Inlet that reported an unruly intoxicated female patron. Management advised the officers that the patron had been loudly using profanity directed to their employees, causing a major disturbance in front of other customers. The officers placed her under arrest when she continued to use profanity and create more of a disturbance to citizens outside of the business. While being taken into custody she resisted arrest by refusing to comply and pulled away to avoid being handcuffed. She was charged with Public Intoxication and Resisting Arrest.

 

April 23, 2005                Officers responded to condominium units on Ocean Boulevard in regard to complaints of noise and fireworks from that location. An officer in the rear of the unit observed someone throw a chair from a balcony and, when he investigated, he located the source of the disturbance. Officers found a large number of underage subjects in the unit with a large quantity of alcohol present. When officers entered the unit the subject that had thrown the chair from the balcony was in a bedroom being restrained by friends. That subject resisted being taken into police custody while being handcuffed. A total of ten underage teenagers were identified in addition to three adults over the age of twenty-one. The ten underage parties were charged with Underage Possession of Alcohol and all three over twenty-one were charged with Transfer of Beer to a Minor. The subject who threw the chair was also charged with Disorderly Conduct and Resisting Arrest and transported to the detention center. All alcohol was seized and removed from the premises and destroyed.

 

April 24, 2005                Officers responded to a residence on 28th Avenue for a reported suicidal female at that location. A companion advised the officer that the subject had overdosed on prescription medication. Due to the incoherent and delusional state of the subject, she was transported by EMS to MUSC for evaluation.

 

April 26, 2005                An officer responded to the area of Cameron Boulevard in reference to a call from a parent who discovered that his son was not at Sullivan’s Island Elementary School. The investigating officer then determined that two ten year old neighborhood boys never got on the school bus that day and had previously told some friends of their plans to hide out until after their parents left for work. A description of the boys was broadcast and an officer found them hiding behind a local shopping center. The boys were then returned to school within ninety minutes of being reported missing.

 

April 26, 2005                An officer stopped a vehicle for disregarding a stop sign at 41st Avenue and Forest Trail and determined that the driver was wanted by the Dorchester County Sheriff’s Office. When the arrest warrant was confirmed, the driver was turned over to a Dorchester County Deputy.

 

April 27, 2005                An officer on patrol stopped a speeding vehicle in the area of Palm Boulevard and Charleston Boulevard and determined that the driver was operating under suspension. Subsequent to the driver’s arrest, a quantity of Clonazpam pills was located in her possession. The driver was charged with DUS 2nd, and Possession of a Schedule IV Controlled Substance.

 

April 27, 2005                An officer on patrol stopped a vehicle for an equipment violation and, after checking the drivers information in the computer, determined that the driver was wanted by the Mount Pleasant Police Department for Unlawful Use of the Telephone. The driver was cited for the equipment violation and turned over to an officer of the Mount Pleasant Police Department.

 

April 28, 2005                An officer stopped a vehicle for speeding on Waterway Boulevard at 22nd Avenue and, while speaking with the driver, discovered a quantity of marijuana. The driver was charged with Speeding and Simple Possession of Marijuana.

 

April 28, 2005                After being warned on the beach by the Animal Control Officer for not having his dog leashed, the subject walked away and ignored the warning, failing to leash his animal. When the Animal Control Officer again approached the subject he became belligerent and was then written a ticket for Dog at Large. The subject then walked toward the parking lot at Breach Inlet and indicated, verbally, that the information he gave the officer was false. A police officer met the subject in the parking lot and determined that false identity had been given. He was charged with Dog at Large and False Information to an Officer.

 

April 29, 2005                An officer stopped a vehicle for an equipment violation and, while speaking with the driver, observed that he was having a hard time talking, due to an object in his mouth. The officer identified the object as a glass pipe commonly used to smoke illegal narcotics. The subject pulled away from the officer when he attempted to take him into custody. The subject ended up swallowing the pipe, which required immediate medical attention. The subject refused medical care at the hospital where it was determined that he sustained several lacerations in the back of his mouth. He was transferred to the detention center and charged with Defective Front Light and Hindering.

 

April 30, 2004                Officers responded to a reported fight in progress at an Ocean Boulevard rental unit and, while speaking with parties involved, observed a quantity of marijuana on a table. The subject who claimed responsibility was taken into custody and charged with Simple Possession of Marijuana.

April 17, 2005                Officers provided traffic control for the First Annual Ironman Triathlon, which had approximately 110 participants.

 

April 20, 2005                Corporal Usry and Detective Meekins attended the Trident Technical College Criminal Justice Career Fair at the downtown Charleston Palmer Campus.

 

April 23, 2005                The Isle of Palms Recreation Department sponsored Bike Rodeo for local children were held at the Recreation Center. Six Police Officers, one Communications Officer, and a State Constable presented bike demonstrations and held contests and games for those that attended.

 

April 30, 2005                For the month of April, officers on patrol after hours discovered five businesses with open or unsecured doors or windows. A total of twelve Victim of Crime Forms were issued to business and property owners for various violations noted by officers on patrol.

 




The following is a brief synopsis of the activities of the Police Department during the month of November 2004

o        Patrol

  • November 1, 2004          An officer on patrol stopped a vehicle at Palm Boulevard and 14th Avenue to investigate an expired license plate. The officer determined that the insurance on the vehicle had been cancelled due to non-payment. While conducting inventory on the vehicle, prior to having it towed, a bag of marijuana was located in the vehicle. The driver was taken into custody and charged with Expired Registration, Operating Uninsured and Simple Possession of Marijuana.
     
  • November 2, 2004          Officers responded to a residence on 26th Avenue where an assault had been reported. The incident turned out to be a family dispute over property. The victim agreed not to charge the suspect, resulting in a Trespass Notice being issued.
     
  • November 4, 2004          Officers responded to a residence on Yacht Harbor Court regarding a Family Court Order to turn over a seventeen-year-old male to be returned to his natural mother in France. The teen was not at the residence and the officers left the residence. A local Family Court Judge later jailed the father for failing to comply with his court order.
     
  • November 4, 2004          An officer observed a near collision at the intersection of 14th Avenue and Palm Boulevard. The officer then observed the vehicle accelerate rapidly, passing a vehicle on the right then drive into the emergency lane completing his pass. While speaking with the driver, the officer immediately detected an odor of alcohol from within the vehicle. After failing several Field Sobriety Tests, the driver was taken into custody and administered a Datamaster Test where he registered a .15% level of blood alcohol. He was charged with DUI.
     
  • November 4, 2004          An officer responded to a residence on Palm Boulevard where, due to her depressed state, a fifty year old female had taken a large quantity of prescription medication and mixed it with alcohol. EMS responded and transported her to the hospital for proper evaluation.
     
  • November 5, 2004          An officer stopped a vehicle for speeding on 41st Avenue and, while checking the drivers license, determined it to be revoked. While speaking with the driver, the officer also detected an odor of freshly burned marijuana from within the vehicle. The officer located a quantity of marijuana on the driver’s person and he was taken into custody and charged with No DL and Simple Possession of Marijuana.
     
  • November 5, 2004          An officer stopped a vehicle for an equipment violation and, while speaking with the driver detected an odor of marijuana. A quantity of marijuana was located and the driver was charged with Simple Possession of Marijuana.
     
  • November 7, 2004          At approximately 2 A.M., an officer on patrol observed a male subject having trouble standing due to his intoxicated state. The subject was unable walk or speak coherently and was taken into custody and charged with Public Intoxication.
     
  • November 7, 2004          An officer stopped a vehicle at 5th Avenue and Carolina Boulevard for having an expired license plate. A computer check of the driver indicated an outstanding warrant through the Folly Beach Public Safety Department. The driver was taken into custody and turned over to a Folly Beach Officer.
     
  • November 8, 2004          An officer on patrol stopped a vehicle on Palm Boulevard for an equipment violation and, while speaking with the driver, immediately detected an odor of alcohol from within the vehicle. The driver, after first agreeing to submit to Field Sobriety Tests, decided not to comply. He did however agree to submit to a Datamaster Test where he registered a .22% level of blood alcohol. The driver was charged with DUI.
     
  • November 12, 2004        An officer stopped a vehicle for disregarding a stop sign at 21st Avenue and Palm Boulevard and discovered that the drivers license and registration were suspended. The officer also determined that the driver had an outstanding arrest warrant through Summerville Police Department. The driver was charged with DUS and Failure to Surrender a License Plate and turned over to a Summerville police officer for the warrant.
     
  • November 12, 2004        An Isle of Palms resident reported his golf cart stolen from the Morgan Cove Marina. An investigation identified the suspect but since the owner fully recovered his property he declined to prosecute the case.
     
  • November 13, 2004        An officer stopped a speeding vehicle on the connector and, while speaking with the driver, observed an alcoholic beverage in plain view. The officer then located a quantity of marijuana in the driver’s pocket. The driver was charged with Speeding, Open Container and Simple Possession of Marijuana.
     
  • November 14, 2004        After stopping a vehicle on Palm Boulevard at 10th Avenue for an equipment violation the officer determined that the driver was wanted on an outstanding arrest warrant through the Dorchester County Sheriff’s Office. The driver was taken into custody and turned over to a Dorchester County Sheriff’s Deputy.
     
  • November 14, 2004        While patrolling the connector, an officer observed a vehicle that appeared to be traveling at a high rate of speed and activated his radar unit. He checked and rechecked a second time and confirmed that the vehicle was traveling at 103 miles per hour. Once stopped, the driver was taken into custody where a quantity of marijuana was located in the vehicle. The driver was charged with Reckless Driving and Simple Possession of Marijuana.
     
  • November 14, 2004        Near midnight, an officer on a traffic stop observed a vehicle traveling on a flat tire on Palm Boulevard. The officer left the stop he was on and investigated the disabled vehicle. The officer immediately observed open containers of alcoholic beverages and detected a strong odor of alcohol from within the vehicle. Further investigation led to the discovery of a quantity of marijuana and a several types of Schedule II Controlled Substances in the form of pills. The driver and passenger were each charged with Simple Possession of Marijuana and Open Container and the driver was also charged with two counts of Unlawful Possession of Controlled Substance.
     
  • November 20, 2004        Officers responded to a residence on Ocean Boulevard regarding a 911 hang-up call at that location. It was determined that a domestic dispute had occurred prior to the officer’s arrival and that the female had left the residence in her vehicle. A description was broadcast and she was located by a Mount Pleasant Police Officer as she crossed the Cooper River Bridge. They reported that she was injured and on her way to the hospital downtown. It was determined that the male at the residence was the primary aggressor and was taken into custody and charged with Criminal Domestic Violence.
     
  • November 20, 2004        The owner of rental property on Cameron Boulevard reported a Jim Booth framed and matted print worth $2,000 to be missing. An Investigator was assigned and the missing print was returned to the owner. The owner declined to prosecute due to the rapid recovery of her property.
     
  • November 22, 2004        An officer patrolling the connector stopped a speeding vehicle and immediately detected a strong odor of freshly burned marijuana coming from within. A closer check determined that both underage occupants of the vehicle were in possession of alcohol and a quantity of marijuana. Both were charged with Minor in Possession of Alcohol and Simple Possession of Marijuana.
     
  • November 24, 2004        At approximately 8:45 P.M., officers responded to a bomb threat at the Boardwalk Inn in Wild Dunes. The threat was made by someone who left  a note on a table in the hallway of the Inn. The building was immediately evacuated and the building was systematically searched, with no sign of an explosive device detected. A suspect has been established and Investigators are actively working the case.
     
  • November 26, 2004        An officer on patrol observed a vehicle approaching in the officers lane of travel. The officer turned around to investigate and determined that the seventeen year old driver was in possession of alcohol. The driver was charged with Minor in Possession of Alcohol, Open Container and Driving Left of Center.
     
  • November 26, 2004        Officers responded to Ocean Club Villas in Wild Dunes where medical assistance had been requested due to an earlier domestic dispute between father and son. An investigation resulted in the arrest of a seventeen year old who had repeatedly struck his father with a lamp, causing lacerations to his head. He was taken into custody and charged with Assault and Battery of a High and Aggravated Nature.

  • November 16, 2004        Cpl. K. Usry gave a lecture regarding holiday safety tips and personal safety to members of the Exchange Club at their facility.
     
  • November 30, 2004        For the month of November, officers on patrol discovered sixteen businesses and two residences with open or unsecured doors after hours. A total of twenty- four Victim of Crime Forms were issued to homeowners or business owners for various conditions noted by officers on patrol.

  • October 1, 2004 A 41st Avenue resident reported that she had signed a contract for window replacements in August and to date had not had the work done or heard from the contractor. An Investigator was assigned the case and made contact with the contractor, who returned the entire amount of money he had received. In return, criminal charges were not brought against the contractor.
  • October 2, 2004 A golf cart valued at $3,000 that had been chain locked at a location on 41st Avenue was reported stolen. On October 4th the stolen cart was recovered in the surf near 50th Avenue. The Fire Department had to be called for assistance in removing the cart from the ocean. 
  • October 3, 2004 A resident of 24th Avenue reported her juvenile daughter missing after having not returned from work in Mount Pleasant. An investigation indicated that the juvenile had deliberately stayed away from home and was later located and returned to her residence on October 5th.
  • October 5, 2004 A Mount Pleasant resident reported her live in boyfriend missing since the previous evening. The vehicle owned by the subject reported missing was located near the 21st Avenue beach access. A search of the immediate area resulted in the subject being located on the beach.
  • October 5, 2004 An officer on patrol stopped a pickup truck for an equipment violation on Palm Boulevard near 12th Avenue and discovered that the driver was wanted by the North Charleston Police Department. That agency confirmed the warrant and took custody of the driver at the detention center.
  • October 6, 2004 At approximately 2 A.M., an officer on patrol stopped a vehicle on Waterway Boulevard at 20th Avenue that he observed operating with a license plate that expired in 1999. A computer check of the driver indicated a suspended driver’s license. Pursuant to the driver’s arrest, an open container of beer was located in the vehicle. The driver was charged with DUS 2nd offense, Open Container and Expired Registration.
  • October 7, 2004 Officers responded to a disturbance at a residence on 41st Avenue to a disturbance involving a cohabitating couple. While officers tried to talk to one subject, the other kept interfering and became aggressive jumping out of her chair attempting to strike the male complainant. Since the female party did not obey orders from the officers to desist, she was taken into custody and charged with Disorderly Conduct and Hindering.
  • October 8, 2004 A detective with the North Charleston Police Department met with one of our officers for assistance in the arrest of a resident of Hartnett Boulevard believed to be present at his residence. The suspect was located and taken into custody for the outstanding arrest warrant.
  • October 10, 2004           At approximately 1 A.M., an officer on patrol of the front beach observed an illegally parked vehicle occupied by two subjects. When the officer investigated he determined that the couple were sitting in the car drinking beer. A female subject in the car was determined to have an outstanding arrest warrant from the North Charleston Police Department. Both parties were allowed to dispose of the beer and were warned. The wanted subject was turned over to a North Charleston police officer.
  • October 11, 2004           At approximately 2 A.M., an officer on patrol stopped a vehicle on the connector for an equipment violation. A computer check of the driver indicated that he was wanted by the Hanahan Police Department for an outstanding arrest warrant. The officer took custody of the driver and turned him over to a Hanahan police officer.
  • October 11, 2004           An officer on patrol on the front beach observed a vehicle parked with an expired license plate. The officer approached the vehicle when he observed a male subject go into the trunk of the vehicle and pour alcohol from a bottle into a coffee cup. That person was then observed getting into the vehicle to leave when the officer made contact. The subject was found to be in possession of vodka and a quantity of loose pills. He was charged with No Alcohol on Beach or Streets and Unlawful Possession of Prescription Drugs.
  • October 12, 2004           A male subject who had been reported missing from Mount Pleasant by family members due to suicidal tendencies, unexpectedly walked into our headquarters, fully clothed but soaking wet. He stated that he wished to turn himself in stating that he needed help. The subject claimed to have attempted suicide by drowning in the ocean near the pier and had changed his mind. The subject’s identity was confirmed and arrangements were made for him to be admitted to the VA Hospital for a psychiatric evaluation and commitment.
  • October 14, 2004           An officer on patrol on the connector observed a vehicle being operated erratically and traveling partially in the emergency lane. The officer then stopped the vehicle and detected an immediate odor of alcohol from within the vehicle. After failing several field sobriety tests, the driver was taken into custody. Subsequent to the arrest, a search resulted in a quantity of marijuana being located under the armrest on the driver’s door. The driver later refused to take a Datamaster test and was charged with DUI and Simple Possession of Marijuana.
  • October 14, 2004           An officer on patrol stopped a vehicle on 26th Avenue at Palm Boulevard for an equipment violation and observed open containers of beer in the floorboard. One occupant was determined to be only nineteen years old and was also found to be in possession of a quantity of marijuana. One subject was charged with Simple Possession of Marijuana.
  • October 14, 2004           A female customer of a Palm Boulevard establishment reported that her purse and her 2003 Toyota had been stolen. The victim believed that the suspect was a male subject that she had spoken to earlier in the evening. The owner located her purse in a garbage can in the men’s restroom, missing were cash, credit cards and her car keys. A description of the vehicle was immediately entered into the computer. Several hours later, the Greenville County Sheriff’s Office advised that the stolen vehicle was found wrecked in Simpsonville, South Carolina and it was believed that the driver fled the area and committed a car-jacking there. Our Investigator was able to determine the identity of the suspect by retracing his path before his arrival at the bar. Our investigation allowed us to positively identify the suspect and also determine the name of the street in Greenville County where he possibly stayed. Relaying this information, resulted in Greenville deputies locating the car-jacked vehicle in a yard where the suspect was eventually arrested without further incident.
  • October 16, 2004           A resident of Dune Ridge Lane reported approximately $3,000 worth of jewelry missing and  a former babysitter was listed as a suspect. One of the missing pieces was located in a pawnshop on James Island and it was determined that the babysitter had pawned the missing items. The investigation is ongoing with an arrest expected soon.
  • October 20, 2004           At approximately 3:30 A.M., officers responded to a report of a suspicious person who had been loitering in the area behind a JC Long Boulevard establishment. The officers located the suspect lying in the middle of the street with his hands under his torso. After the suspect refused to comply with officer’s requests to show his hands, he was taken into custody and a folding knife was found opened under him. The suspect then became loud and boisterous and began shouting obscenities. The suspect was charged with Public Intoxication and Carrying a Concealed Weapon.
  • October 21, 2004           An officer stopped a vehicle for failing to obey a stop sign at 21st Avenue at Palm Boulevard and determined that the driver was in possession of an open container of beer. Also located in the vehicle was a quantity of marijuana. The driver was given a warning for the stop sign infraction, but charged with Simple Possession of Marijuana and Open Container.
  • October 23, 2004           An officer stopped a vehicle for speeding and determined that the eighteen year old driver was in possession of open beer and a 12 pack of beer. A second occupant was also determined to be underage. The driver and passenger were each charged with Open Container and Minor in Possession of Beer with an additional charge of Possession of a False ID to the driver.
  • October 24, 2004           Officers responded to a 911 call from a residence on 42nd Avenue where a male subject requested help. An investigation determined that a male occupant of the residence had previously argued with his common-law wife and had locked her in a bedroom against her will, where she was later able to escape and go to a friends residence. The male subject at the residence was charged with Criminal Domestic Violence and Kidnapping. A male acquaintance that was present when the victim came to her friend’s house was charged with Burglary, since he took it upon himself to illegally enter the house and assault the CDV suspect.
  • October 25, 2004           The Isle of Palms Police Department received an anonymous tip that home invasion suspects were staying at a front beach hotel. The call came from the sister of a suspect who had received a telephone call and identified the location through caller ID. It was confirmed that the Dorchester County Sheriff’s Office had issued arrest warrants for a male and female suspect who had committed an armed home invasion the previous day. It was confirmed that the suspects had rented a room the previous evening and it was believed that they were still present. After conducting a surveillance of the room with Dorchester County detectives, it was determined that both had been in the room, but had left twenty minutes prior to our arrival. On November 2, 2004, both suspects were arrested in New York City by NYPD for the outstanding arrest warrants.
  • October 28, 2004           Officers responded to a condominium unit on Palmetto Drive in Wild Dunes for a possible suicide attempt. When officers arrived, they made entry to the unit and found a male subject in the bedroom with an apparent self-inflicted gunshot wound to the head. A subsequent investigation determined that the subject had been despondent with marital problems and in a depressed state. The Coroner and Criminal Investigator have ruled the incident a suicide.

  • October 14, 2004           Detective Caldwell received a letter of appreciation from a family member who thanked her for her kind and caring manner in handling the situation where a family member had tried to commit suicide.
  • October 15, 2004           Detective Caldwell received a letter of appreciation from a citizen who was appreciative in recovering money she thought was lost to a shady contractor.
  • October 31, 2004           For the month of October, officers on patrol discovered seven businesses and one residence with open or unsecured doors after hours. A total of twenty Victim of Crime Forms were issued to homeowners or business owners for various conditions noted by officers on patrol.


Patrol

 August 2, 2004 An officer met with a resident who reported two surfboards stolen from his vehicle. The victim observed two male suspects in the ocean near 21st Avenue with what he believed were the missing surfboards. The suspects were located and the stolen boards were positively identified and retrieved. The two suspects were taken into custody and charged with Possession of Stolen Goods.

August 3, 2004            At approximately midnight an officer on patrol observed a vehicle cross over the white line and into the bicycle lane several times on Palm Boulevard. Once stopped, the officer detected a strong odor of alcohol coming from within the vehicle and proceeded to administer several Field Sobriety Tests. When given the opportunity to take the Datamaster Test the subject refused to comply. He was charged with DUI.

August 3, 2004            An officer responded to a residence on 33rd Avenue to a report of an attempted suicide. An investigation indicated that an eighteen- year old female had deliberately taken a large quantity of pain medication. The subject was transported to the hospital and admitted for evaluation.

August 3, 2004            At approximately 2 A.M., an officer on patrol on Ocean Boulevard observed a male subject who appeared to be intoxicated going through his parked vehicle. When the officer approached to investigate, the subject attempted to place an unknown object into his pants. The subject was taken into custody and found to be in possession of a quantity of marijuana and a quantity of prescription narcotics. The subject was charged with Public Intoxication, Simple Possession of Marijuana and Unlawful Possession of Controlled Substance.

August 4, 2004            While traveling on Palm Boulevard near 9th Avenue an officer observed a vehicle approaching at a high rate of speed. The officer got behind the vehicle and observed it cross the solid white line several times. When stopped, the officer observed the driver having extreme difficulty in providing the necessary paperwork requested and had slurred speech and glassy eyes. The driver took several Field Sobriety Tests and was taken into custody. The driver later refused to take the Datamaster Test and was charged with DUI.

August 4, 2004            A clerk at a local convenience store reported that an unknown male had attempted to sell illegal narcotics to him. After getting a description of the suspect and his vehicle, the vehicle was located in a front beach parking lot, occupied by the suspect. The officer detained the suspect due to a visible open container of beer and subsequently  located a quantity of white powder, which field-tested as cocaine. The suspect was charged with Underage Possession of Beer, Possession of an Altered ID and Possession of Cocaine.

August 4, 2004            A front beach establishment reported an intoxicated female causing a disturbance and refusing to pay her bar tab. The officer observed her to be impaired and asked if someone could be called to drive the subject home. The female became uncooperative and began using profanity in a very loud and boisterous manner. At that point the female was taken into custody and charged with Public Intoxication.

August 5, 2004            At approximately 1 A.M., officers responded to the 200 block of Palm Boulevard for a report of an accident. Upon the officer’s arrival, it was apparent that a vehicle coming from the direction of Sullivan’s Island had crossed the roadway and struck a truck that had been parked on the shoulder of the road. The force of the impact pushed the parked vehicle over fifty feet from where it had been parked. It was determined that the driver of the vehicle that caused the collision was intoxicated, but needed to be transported to the hospital for treatment of minor injuries. Upon this subjects release from the hospital twelve hours later, he was taken into custody and charged with DUI. Both vehicles involved were a total loss.

August 7, 2004            A front beach business reported a shoplifting of clothing by a middle aged female suspect. A Beach Services Officer heard the physical description broadcast over the radio and located the suspect walking nearby. A police officer arrived and determined that she was in possession of the stolen clothing. The clothing was positively identified and returned to the business and the suspect was taken into custody and charged with Shoplifting.

August 7, 2004            An officer on patrol stopped a vehicle for disregarding a stop sign on Waterway Boulevard at 25th Avenue. The officer immediately detected an odor of burned marijuana emitting from the vehicle and investigated. The officer then located open containers of beer and a quantity of marijuana. The driver and his passenger were charged with Simple Possession of Marijuana and Open Container.

August 6, 2004            An officer on patrol observed a vehicle parked in a handicap parking space with no handicap parking permit. A check of the license plate indicated that it was stolen from Mount Pleasant. The officer waited in the area and observed a male subject get into the car and begin to drive off. The vehicle was stopped and the driver was found to have a suspended drivers license. He was taken into custody and charged with DUS 2nd offense, Operating an Uninsured Vehicle and Receiving Stolen Goods.

August 8, 2004            At approximately 4:45 A.M.,an officer on patrol observed a pickup truck leave a convenience store on Palm Boulevard and accelerate to 53 miles per hour in a 35 mile per hour speed zone. The officer stopped the vehicle and determined that the driver was in possession of signs just stolen from the grounds of the Citadel Beach House. The driver was taken into custody and charged with Possession of Stolen Goods.

August 8, 2004            A front beach restaurant establishment reported two grossly intoxicated subjects on their premise cursing at other customers. When the officers arrived they encountered a couple staggering down the steps and very unstable. Due to their obvious intoxicated state, both were taken into custody and charged with Disorderly Conduct.

August 9, 2004            An officer observed a vehicle with a broken windshield and when he ran a computer check of the license plate it was determined to be stolen from Lexington County. The driver was taken into custody and charged with Receiving Stolen Property. It was determined that the driver was on his way to court to appear for similar charges.

August 10, 2004          A resident of Sand Dollar Drive reported that a laptop computer had been stolen from his residence. A suspect was immediately established and the case was immediately assigned to an Investigator. The suspect was identified and interviewed by Investigators and the computer was recovered. This case was cleared the same day it was reported.

 

August 10, 2004          An investigation by the Mount Pleasant Police Department into the theft of street signs there led to the recovery of five stolen street signs valued at $900, belonging to the Isle of Palms. The four suspects responsible were identified and charged.  

August 10, 2004          A citizen on a cellular telephone reported a hit and run accident that he witnessed at Palm Boulevard and the Connector and provided a good description of the vehicle that left the scene. The vehicle was located on Sullivan’s Island where the driver was detained until the witness arrived to positively identify the vehicle and driver. The driver was determined to be a juvenile and later turned over to the custody of his mother. Family Court will handle the charge of Leaving the Scene of an Accident w/ Property Damage.

August 11, 2004          Officers responded to a rented unit at Port O Call Condominiums where a disturbance had been reported. It was determined that due to the intoxicated state of the husband a kitchen window had been shattered just prior to the subject fleeing the scene. The subject was located walking down Palmetto Drive and taken into custody and due to his condition was charged with Public Intoxication.

August 11, 2004          At approximately 11:45 P.M., an officer stopped a golf cart occupied by four teenagers. The officer determined that they were all in possession of a numerous cans of beer and under twenty-one. All were charged with Underage Possession of Beer.

August 13, 2004          Due to an overnight tornado that passed through parts of Wild Dunes, several officers detoured traffic on Palmetto Drive for the safety of Public Works employees conducting debris removal in the streets.

August 13, 2004          A resident of 57th Avenue reported a suspicious suspect in a vehicle in his neighborhood that appeared lost. The resident approached the vehicle and spoke with the suspect who displayed disoriented behavior and stated he was coming from church and looking for Summerville. Officers located the suspect vehicle on Palm Boulevard and determined that the vehicle had been reported stolen form Charleston earlier in the evening. When one officer attempted to stop the vehicle it refused to immediately stop and then deliberately swerved into a second officers vehicle, causing minor damage. The driver was taken into custody and determined to be a missing juvenile from a group home in Columbia, S.C. The suspect admitted stealing the vehicle from the Playground Road area of Charleston earlier. The suspect was charged and lodged in the Charleston County Juvenile Detention Center to await Family Court proceedings.

August 15, 2004          At approximately 1 A.M., an officer stopped a vehicle that failed to dim headlights to oncoming traffic. The female driver appeared to be impaired and kept repeating herself after being asked for pertinent information.  After refusing to submit to Field Sobriety Tests she also refused to submit to a Datamaster Test. She was charged with DUI and lodged in the county detention center.

August 15, 2004          After stopping a vehicle for an equipment violation on Waterway Boulevard near Forest Trail, the driver was found to have an open container of beer and in possession of a quantity of marijuana. He was charged with No Drivers License in Possession, Simple Possession of Marijuana and Open Container.   

August 18, 2004          An officer observed a vehicle enter a church parking lot on 21st Avenue, park then turn off it’s headlights. The officer then observed the occupants get out of the vehicle and go into a nearby wooded area. When the officer investigated he determined that the driver had a suspended license. After taking him into custody, a quantity of marijuana was located on his person. He was charged with DUS, NRVC and Simple Possession of Marijuana.

August 21, 2004          Chief Buckhannon traveled to Canandaigua, New York where he was part of a three-man assessment team representing the Commission on Accreditation for law Enforcement. While there he assessed the Canandaigua Police Department for their compliance with CALEA standards. 

August 23, 2004          Ptl. Jerry Fowler was hired as our newest police officer. He has five years of previous experience and comes to us from the Aviation Authority Police Department and previously worked at the Dorchester County Sheriff’s Office.

August 31, 2004   For the month of August, officers on patrol discovered eleven businesses and one residence with open or unsecured doors. A total of forty Victim of Crime Forms were issued to homeowners and business owners for various conditions noted by officers on patrol.

       SORRY TO REPORT WE HAVE LOST JUNE & JULY REPORTS

May 1, 2004          A resident of Waterway Boulevard reported $5,500 in currency missing from his residence. An Investigator was assigned and determined that an employee of a home repair company was responsible. An arrest warrant was obtained and the subject was arrested for Grand Larceny.  

May 3, 2004          At approximately 1 A.M., an officer on foot patrol observed a female subject sleeping on a table at a business on 41st Avenue. The subject appeared to be highly intoxicated and was found to have two unpaid traffic tickets and to be in possession of forty-one loose pills, identified as Schedule II narcotics. The subject was taken into custody and charged with NRVC X 2, Public Intoxication and Unlawful Possession of Prescribed Substance. 

May 4, 2004          An officer on patrol observed a vehicle approaching him at a high rate of speed, turned around and stopped the vehicle. While speaking with the driver, the officer detected a strong odor of alcohol from within the vehicle. The driver was unable to produce the proper paperwork when requested, but submitted to several Field Sobriety Tests. After failing the tests, the driver was taken into custody for DUI and administered a Datamaster Test, which indicated a blood alcohol level of .20%. 

May 7, 2004          An officer responded to the Conference Center at Wild Dunes where a supervisor reported that two teenage employees had taken two golf carts without permission and driven into a resident’s yard, causing landscape damage and damage to each cart. It was agreed that restitution, in the amount of $1,000, would be paid in lieu of pressing criminal charges. 

May 7, 2004          Officers responded to a residence on Forest Trail to a report of an attempted suicide. Upon arrival, it was determined that a male subject present had taken a large quantity of pills causing him to overdose and go into convulsions. EMS responded and assisted First Responders in transporting the subject to a hospital for treatment and a psychiatric evaluation. 

May 8, 2004          At approximately 2 A.M., an officer on foot patrol observed an intoxicated male subject urinating in the street in public view. The subject was taken into custody and charged with Disorderly Conduct. 

May 8, 2004          An officer responded to the municipal parking lot to a report that a male subject had assaulted a female and was leaving the area. The responding officer located the suspect enroute to the call and took him into custody. After speaking with the victim and witnesses, the subject was charged with Simple Assault. 

 May 9, 2004         An officer stopped a vehicle on 43rd Avenue for a license plate violation and observed drug paraphernalia in the car. Located in the car was a quantity of  marijuana. The subject was charged with Simple Possession of Marijuana. 

May 10, 2004        At approximately 1:30 P.M., an officer was on the beach behind 1140 Ocean Boulevard responding to a complaint of loud and boisterous teenagers interfering with other beachgoers. When the officer arrived, he observed an ongoing fistfight of approximately 25-30 male subjects split into 4-5 smaller groups. The officer immediately recognized the need for more officers and others quickly arrived. Prior to their arrival, the officer was able to disburse the crowd and determined that a subject had been stabbed. The subject was treated and transported to MUSC and admitted. The Isle of Palms Police Department’s Investigators determined that the fight was between students from two rival schools, Goose Creek High School and Stratford High School, who were off for the day for a state holiday. Investigators were able to determine the identity of the suspect, a former Stratford student, no longer living at home. An arrest warrant was obtained and a wanted poster was circulated to School Resource Officers in Berkeley County and Goose Creek, who knew the subject from prior incidents. A Berkeley County Sheriff’s deputy arrested the suspect on May 26, 2004 for the outstanding charge of Assault and Battery with the Intent to Kill. 

May 11, 2004        Subsequent to a traffic stop on Waterway Boulevard, a subject was taken into custody for having a suspended drivers license for failure to pay an outstanding traffic ticket. He was later found to be in possession of unlabeled Schedule IV drugs. He was charged with Speeding, DUS 1st, NRVC and Possession of Schedule IV Drugs. 

May 13, 2004        While stopped with a vehicle on the side of Palm Boulevard near 50th Avenue, the mirror of a passing pickup truck with a trailer struck the officer in the arm, causing no injury. The South Carolina Highway Patrol responded to investigate and charged the driver with Endangering Emergency Personnel. 

May 14, 2004        An officer approached a female in the street on JC Long Boulevard and, at her request, called a taxi. Approximately twenty minutes later, the officer received a complaint from the same location that the same female was causing a disturbance. Due to the subject’s extreme intoxicated state and her confrontational attitude, she was taken into custody. Subsequent to her arrest, she was found to also be in possession of drug paraphernalia and a quantity of crack cocaine. She was charged with Public Intoxication, Possession of Drug Paraphernalia and Possession of Crack Cocaine. 

May 15, 2004        An officer responded to a complaint at a JC Long Boulevard establishment where a female subject reported that she had been assaulted. The suspect was located in a nearby parking lot and positively identified by the victim and witnesses and was charged with Simple Assault. 

May 15, 2004        Mount Pleasant Police Department requested assistance in serving a search warrant at a residence on Abalone Alley in Wild Dunes. The warrant was the result of an ongoing narcotics investigation by that agency. Two uniformed officers accompanied the detectives in serving the warrant. It was requested that an Isle of Palms Investigator respond to assist in the Mount Pleasant investigation. Three subjects at the residence were charged with Possession of Marijuana. 

May 16, 2004        An officer on foot patrol observed a female purchase an alcoholic beverage from a front beach establishment. The officer had previous knowledge that she was underage and investigated. The subject was found to have used identification belonging to someone else to make the purchase. She was charged with Minor in Possession of Liquor and Unlawful Use of Drivers License. 

May 18, 2004          An officer responded to the beach near 25th Avenue to investigate a report of an alligator on the beach. The alligator was located by the officer and found to have electrical tape around the mouth area to keep it from opening. The officer removed the alligator and notified the Department of Natural Resources of animal cruelty. 

May 18, 2004          A local business reported a male subject attempting to purchase liquor with false identification. The suspect was a nineteen -year old Mount Pleasant resident who presented a false Montana drivers license. He was taken into custody and charged with Possession of False ID and Falsely Representing Age to Purchase Alcohol. 

May 19, 2004        Management personnel of the Boardwalk Inn Hotel requested assistance in dealing with an intoxicated male guest causing a large disturbance at their location. The subject was observed yelling and shouting obscenities in public and being disruptive to other guests. The responding officer located the suspect and took him into custody after he failed to give his name and continued to provide other false information. He was charged with Public Intoxication and Hindering.

May 22, 2004        At approximately 5:45 A.M., an officer on patrol observed a male subject asleep on the hood of a car in the parking lot of a JC Long Boulevard business. The subject appeared to be passed out and had difficulty waking up. He was found to be too intoxicated to even stand and was taken into custody. Found with the subject was a paper bag containing an open one-liter bottle of whiskey. He was charged with Public Intoxication and Open Container.               

May 22, 2004          At approximately 10:30 P.M., an officer was out on the front beach looking for two missing female juveniles. While searching, the officer discovered a couple partially disrobed having sexual intercourse. Both parties were taken into custody and charged with Disorderly Conduct. The missing children were found a short distance away and returned to their parents. Both subjects plead guilty in Municipal Court on May, 24, 2004. 

May 22, 2004          While working an off duty assignment at Shipwatch Condominiums, the officer present responded to a female screaming and out of control on the premises. A second officer responded to a 911 call from a resident reporting a domestic situation. The female that had been screaming was located on the premises, where she was determined to be extremely intoxicated and out of control, verbally and physically. She was taken into custody and charged with Disorderly Conduct.

May 23, 2004          Officers responded to the front beach to a complaint of a couple arguing loudly. The couple was located and found to be highly intoxicated. Both were taken into custody for Public Intoxication and the male subject was found to have an outstanding arrest warrant from the Dorchester County Sheriff’s Office

May 23, 2004          May 27, 2004     An officer stopped a vehicle for unsafe equipment and determined that the drivers license was suspended. Subsequent to his arrest, the officer located a quantity of marijuana on the driver’s person. The driver was charged with No DL and Simple Possession of Marijuana.

May 28, 2004          A resident of Yacht Harbor Court reported a golf cart stolen from his property. The golf cart was located and returned to the owner with considerable damage.

May 28, 2004          An officer stopped a vehicle for a license plate infraction on JC Long Boulevard near Palm Boulevard. A computer check of the driver determined that he had an outstanding arrest warrant issued by the Berkeley County Sheriff’s Office. Subsequent to the driver’s arrest, a quantity of marijuana was found in the vehicle. The driver was charged with Simple Possession of Marijuana and Possession of Drug Paraphernalia.

May 29, 2004          Officers responded to an unoccupied residence on Ocean Boulevard where a neighbor reported an unauthorized vehicle parked in the driveway. The house was found to be secure but the vehicle remained unattended. Approximately fifteen minutes later an officer observed a male subject approach the vehicle where he was interviewed and found to have an outstanding arrest warrant by the North Charleston Police Department. The subject was taken into custody and his vehicle towed from the residence.

May 29, 2004          An officer responded to a minor traffic accident on Palm Boulevard near 14th Avenue and observed the driver of a vehicle involved unsteady on his feet and having slurred speech. The subject failed all Field Sobriety Tests administered and was taken into custody. While attempting to place the subject in the police vehicle the driver refused to cooperate and had to be physically restrained by his feet and hands. The driver was administered a Datamaster Test and registered a .15% blood alcohol level and was charged with DUI and Disorderly Conduct.

May 30, 2004          An officer responded to a complaint that several subjects were sleeping on the beach near 8th Avenue. The officer located the subjects sleeping and, when an attempt was made to awaken them, it was determined that all parties had been drinking alcohol prior to the officers arrival and all were still in an intoxicated state. All parties were charged with Public Intoxication, two with Possession of False ID and one with an additional charge of Possession of Marijuana with the Intent to Distribute.

May 30, 2004          While an officer was on 10th Avenue issuing parking tickets, a male subject approached the officer with a handful of parking tickets that he stated that he had removed from cars on 10th Avenue. The subject became increasingly belligerent and was advised that he was under arrest. The subject pulled away from the officer and got into his car in an attempt to leave the area and in the process attempted to close the car door on the officer. The subject was taken into custody and charged with Hindering a Police Officer, Disorderly Conduct and Open Container of Alcohol.

May 31, 2004        Officers responded to a residence on 38th Avenue for a reported disturbance at that location. The officers determined that an intoxicated female present had torn the front screen door from the residence and assaulted one of the guests. The female was taken into custody and charged with Disorderly Conduct, Malicious Damage to Personal Property and Malicious damage to City Property.

May 13, 2004           Detective Corporal D. Caldwell received a letter of appreciation from a resident of the Isle of Palms who had a large amount of money stolen from his residence. He commended her for her professional and quick resolution to his case, which resulted in an arrest within several days of being reported.

May 19, 2004           PFC D. Ambas was nominated and received the Employee of the Month Award for May 2004. He was recognized for his actions during a recent large fight on the beach, which resulted in a participant being stabbed.                 

April 30, 2004       For the month of May, officers on patrol discovered ten businesses with open or unlocked doors. A total of twenty-four Victim of Crime Forms were issued to homeowners and business owners for various conditions noted by officers on patrol.

April 3, 2004      An officer on patrol observed a male subject stumbling in the roadway at the corner of JC Long Boulevard and Ocean Boulevard. When the officer approached the subject he was determined to be highly intoxicated. For the subject’s personal safety and well-being he was taken into custody and charged with Public Intoxication.

April 4, 2004      At approximately 11 P.M. while patrolling the beach near the 44th Avenue beach access, an officer observed five subjects on the beach with open containers of alcohol. Two of the subjects were determined to be juveniles. All were charged with Open Container with the two juveniles being released to the custody of an adult guardian.

April 5, 2004      At approximately 1:30 A.M. an officer on patrol stopped a vehicle on the connector for a moving violation observed on Palm Boulevard. Two passengers in the vehicle did not have identification and were found to have suspended driver’s licenses for failure to pay traffic citations. Both passengers were taken into custody and charged with one count of NRVC each. The driver was found to be in possession of a quantity of marijuana and also taken into custody. While conducting an inventory of the vehicle prior to having it towed, additional marijuana was located under the front drivers seat. The approximate weight of the marijuana was ¼ pound. The driver was charged with Possession of Marijuana with the Intent to Distribute and Possession with the Intent to Distribute Within ½ mile Proximity of a School or Playground.

April 8, 2004      A suspicious business owner reported three subjects in his store attempting to purchase $40 worth of liquor with altered identification. When the owner called the police the subjects fled the store in a vehicle, leaving $40 in cash and the identification on the counter. The vehicle was located and the subjects were positively identified. One subject was found to be in possession of six altered forms of identification. Subsequent to his arrest, marijuana and drug paraphernalia were located in the vehicle. This incident resulted in all three subjects involved being charged with Simple Possession of Marijuana, Use of Altered Identification and Unlawful Possession Drug Paraphernalia.

April 9, 2004      An officer investigated an accident at 21st Avenue and Palm Boulevard where the driver of one vehicle involved left the scene. The officer made contact with the subject at his residence in Mount Pleasant where arrangements were made for him to turn himself in. The driver was charged with Leaving the Scene of an Accident w/ Property Damage.

April 9, 2004      At approximately 4 A.M. an officer approached two subjects walking on Palm Boulevard near 14th Avenue. While speaking to the officer, one subject dropped a cigarette box, which was found to contain a quantity of marijuana. That subject was charged with Simple Possession of Marijuana and the other subject, a juvenile, was released to the custody of a parent.

April 9, 2004      An officer on patrol stopped a vehicle on the connector for an equipment violation. A computer check of the driver revealed that his driver’s license was suspended for failure to pay two traffic tickets. The driver was taken into custody and while taking inventory of the vehicle prior to having it towed, a quantity of marijuana was located under the drivers floor mat. The driver was charged with DUS, NRVC x 2 and Simple Possession of Marijuana.

April 10, 2004    An officer on patrol on Palm Boulevard near 44th Avenue observed a vehicle backing down 44th Avenue. He then saw four females quickly exit the vehicle and run away leaving the vehicle blocking the roadway. The officer stopped the driver who stated she was only fourteen years old. The owner of the vehicle, a visitor from North Carolina, was located and advised the officer that he gave his daughter permission to drive in the street. The owner was cited for Allowing An Unauthorized Driver to Operate a Vehicle.

April 11, 2004    The Mount Pleasant Police Department reported a stolen vehicle may be in our jurisdiction and operated by a female they had already identified. The vehicle was located on Ocean Boulevard where the suspect was observed walking on Ocean Boulevard and taken into custody. She was turned over to an officer from the Mount Pleasant Police Department and charged with Possession of a Stolen Vehicle.

April 12, 2004    An officer stopped a vehicle for an equipment violation and subsequently located a quantity of marijuana. The driver was charged with Simple Possession of Marijuana.

April 12, 2004    While traveling on the connector, an officer observed a vehicle approaching from his rear at a high rate of speed closing to within two feet of his vehicle. The officer then pulled into the emergency lane, got behind the vehicle and conducted a traffic stop. When the driver was asked to exit the vehicle, he was unsteady on his feet and had a strong odor of alcohol. After failing several field sobriety tests, he was taken into custody. While conducting an inventory of the vehicle and prior to having it towed, a quantity of marijuana was located. The driver was charged with DUI and a passenger with Open Container and Simple Possession of Marijuana.

April 13, 2004    A vehicle break-in was reported in the Municipal Parking Lot resulting in the theft of stereo equipment and CDs valued over $2,000. This case was assigned to the Investigations Division and a suspect was charged and arrested for Breaking & Entering a Motor Vehicle, Grand Larceny and Malicious Damage to Property.

April 15, 2004    Officers were dispatched to the beach behind Sea Scape to a report of a deer being stranded in the ocean. Crowds of people on the beach kept scaring the deer back into the water causing it to become distressed. The beach was cordoned off and a boat from the Charleston County Sheriff’s Office was able to safely get the deer to shore unharmed.

April 18, 2004    An officer out with a disabled vehicle, observed a vehicle operating recklessly speeding past almost striking the officer on Palm Boulevard. The officer stopped the vehicle near Breach Inlet and observed the female driver to have slurred speech with red and glassy eyes. The driver refused to give any information when asked for her license and registration and also refused to perform any form of field sobriety testing. The driver then refused to exit the vehicle when requested, requiring a backup officer to assist in physically removing the driver. When transported to the detention center and afforded the opportunity to submit to a Datamaster Test, she again refused to cooperate. The driver was charged with DUI and lodged.

April 18, 2004    Officers responded to a front beach establishment that had two intoxicated subjects that needed assistance. When an officer tried to persuade them to get into a waiting taxi, both subjects became combative with one becoming resistive to being placed under arrest. Both were taken into custody and charged with Public Intoxication.

April 18, 2004    The Mount Pleasant Police Narcotics Unit conducted a joint investigation into a subject who had been reported selling marijuana from a residence on 26th Avenue. An undercover purchase of marijuana was made the previous week and a search warrant was prepared and executed this date resulting in two occupants of the residence being charged with Simple Possession of Marijuana and Possession of Drug Paraphernalia. Several other joint narcotic investigations are ongoing.

April 22, 2004    At approximately midnight, an officer on patrol stopped a vehicle on Palm Boulevard near 20th Avenue for a moving violation and detected an odor of alcohol emitting from within the vehicle. The officer observed two passengers to be in possession of open containers of beer with one also found to be in possession of a quantity of marijuana. That passenger was charged with Open Container and Simple Possession of Marijuana and the other with Open Container. The driver was given a courtesy summons for the traffic infraction.

April 24, 2004  A Department of Natural Resources Officer requested an officer to assist him at the Isle of Palms Marina with two subjects he had in custody for BUI. The subjects were transported to the police department, where Datamaster Tests were refused. They were charged with BUI and transported to the detention center.

April 24, 2004    Officers responded to the beach behind the Property Owners Beach House in Wild Dunes where a boat had gone aground. The operator of the boat left the area in a small rowboat and was located near Beachwood East. That person was treated by Fire Department personnel for injuries sustained when the boat went aground. The Department of Natural Resources is investigating the incident and it has now been determined that the boat that was beached was stolen from the City of Charleston Marina sustaining over $100,000 in damages. Arrest Warrants are pending.

April 25, 2004    Officers responded to a Fairway Oaks residence where a family member reported that a subject had attempted suicide. It was determined that the subject had mixed alcohol with over 80 over- the- counter pain pills in an attempt to kill himself. EMS transported the subject to East Cooper Hospital for treatment and commitment.

April 25, 2004    An officer stopped a vehicle on the connector for speeding and detected an odor of marijuana emitting from the vehicle. The driver was charged with Careless Driving and a subsequent search of the vehicle revealed a quantity of white powder which field tested positive as cocaine. A quantity of marijuana was also located in several locations in the car. The subject was charged with Possession of Cocaine, Simple Possession of Marijuana and Possession of Drug Paraphernalia.

April 26, 2004    A female resident of 25th Avenue reported an incident that occurred on April 24th in her home where she alleges to have been sexually assaulted by two acquaintances after a party. Detectives have been investigating this case, which is still ongoing due to the number of witnesses involved.

April 29, 2004    Two officers assisted two Charleston County Sheriff’s Deputies who had a pick-up order for a subject living on Sand Dollar Drive.

April 30, 2004    In August of 2003, Isle of Palms Police Investigators arrested an employee of a local real estate company who was using credit card numbers given to her over the telephone for upcoming rental reservations. That arrest resulted in a second arrest of a male subject who had paid her to obtain the information then made online purchases that totaled over $25,000. As a result of this agency’s investigation, the White Collar Crime Unit of the Charleston Police Department were able to make additional arrests and link our defendants to a ring of Bank Fraud in the area. Investigators from this agency have worked with Investigators from Charleston City Police, Charleston County Sheriff’s Office, Summerville Police and the United States Secret Service since September. As a result, the US Secret Service adopted the case and a federal grand jury convened this month and indicted our original two defendants and four other coconspirators for Conspiracy, Securities of the States and Private Entities, Fraud with Related Activity in Connection with Access Devices, Fraud and Swindles, Fraud by Wire and Bank Fraud. The investigation continues with at least six other targets expected to be indicted by federal grand jury in the near future.

April 24, 2004    Chief Buckhannon traveled to Montgomery County Maryland where he was part of a two-man assessment team representing the Commission on Accreditation for Law Enforcement. While there he assessed the Chevy Chase Village Police Department for their compliance with CALEA standards.

April 28, 2004    Patrolman Eric Neutzling was hired a police officer with agency. He has relocated to the Charleston area after working as a police officer for the George Mason University Police Department in Fairfax, Virginia.

April 30, 2004    For the month of April, officers on patrol discovered nineteen businesses and four homes with open or unlocked doors. A total of thirty-one Victim of Crime Forms were issued to homeowners and business owners for various conditions noted by officers on patrol.

 March 1, 2004               An officer on patrol stopped a speeding vehicle on Palm Boulevard and  JC Long Boulevard and, while speaking with the driver, detected a strong odor of alcohol coming from within the vehicle. After failing several field sobriety tests, the driver was taken into custody where he later refused to submit to a Datamaster Test. He was charged with DUI and transported to the detention center.

March 2, 2004               An officer responded to a residence on Hartnett Boulevard where a parent reported that her fifteen year old daughter had taken the family vehicle without permission and was believed to be loaning the vehicle to friends. The parent also had information that she was staying in a hotel in Mount Pleasant. Mount Pleasant Police Department was notified and later located the vehicle. The parent was escorted to that location where she retrieved the vehicle. She did not wish to pursue charges against her daughter.

 March 4, 2004               An officer on patrol investigated an occupied vehicle parked on Waterway Boulevard near 21st Avenue and found a male subject sleeping. The occupant was determined to be grossly intoxicated and was taken into custody and charged with Public Intoxication.

 March 5, 2004               Officers responded to an anonymous phone call stating that an intoxicated female subject was driving her vehicle. The vehicle was located parked near the 31st Avenue beach access. The owner of the vehicle was located and became loud and boisterous when approached. She appeared to be extremely intoxicated and uncooperative and was taken into custody and charged with Public Intoxication.

 March 7, 2004               At approximately 2 A.M. an off-duty North Charleston police officer reported a possible drunk driver traveling toward the Isle of Palms on the connector. Our officer managed to get behind the vehicle and observed it veering from the yellow line to the white line several times. The vehicle was stopped on Palm Boulevard where the driver was interviewed. After failing several field sobriety tests, the driver was taken into custody and later refused to submit to a Datamaster Test. He was charged with DUI and transported to the detention center.

 March 8, 2004               An officer on patrol observed three male subjects walking down Palm Boulevard toward 14th Avenue. Two of the subjects appeared to be impaired since they were unstable and stumbled into the roadway several times. When the subjects saw the officer approaching, they ran behind a shopping center. All subjects were apprehended and charged with Public Intoxication and Possession of False ID.

 March 10, 2004  While patrolling the connector, an officer stopped a vehicle for traveling 77 miles per hour. It was determined that the driver had a suspended license for failure to pay five traffic tickets. The driver was charged with Speeding, Driving Under Suspension 2nd and NRVC x 5.

 March 10, 2004  An officer observed a vehicle disregard a stop sign at Palm Boulevard near Carolina Boulevard and proceeded to disregard a second stop sign at the next corner. A check of the drivers record indicated that his license was suspended for failure to a pay a traffic ticket. He was taken into custody and found to be in possession of drug paraphernalia and a quantity of marijuana hidden in his underwear. He was charged with Disregarding a Stop Sign, DUS, Violation of NRVC, Simple Possession of Marijuana and Possession of Drug Paraphernalia.

 March 12, 2004  An officer on patrol observed a black male subject leaving a residence on Waterway Boulevard carrying two portfolios. Due to recent complaints of unlicensed people selling magazines, the officer stopped to interview the subject. The officer found three blank checks that belonged to the occupant of the residence he had just left. It was determined that the owner of the residence had left her checkbook on the porch where the subject seized the opportunity and stole the checks. The subject was also found to be in possession of a quantity of marijuana. He was charged with Petit Larceny and Simple Possession of Marijuana.

 March 14, 2004  An officer responded to a noise complaint at a residence on Palm Boulevard. The officer advised all parties present of the noise ordinance but was recalled to the residence several minutes later. Upon the officer’s return, one subject was charged with Possession of Drug Paraphernalia and the other three were charged with Possession of False Identification.

 March 16, 2004  At approximately 4 A.M. an officer responded to Carolina Boulevard where a citizen reported a possible drunk person in the street. The male subject was grossly intoxicated, loud and profane. The subject was unable to tell the officer where he was staying so he was taken into custody for his own personal protection and charged with Public Intoxication.

 March 16, 2004  At approximately 7 A.M. an officer responded to a residence on Charleston Boulevard where it was reported that a male subject was under the house in the garage. The subject was located and was determined to be highly intoxicated. He stated that he had walked around the neighborhood most of the night because he was intoxicated and did not know where he was staying. It was determined that he had been  with the previously reported subject from Carolina Boulevard. He too was charged with Public Intoxication.

 March 16, 2004  While parked at Palm Boulevard and 21st Avenue, an officer observed a truck attempt to negotiate the curve without slowing down. The officer followed the vehicle which turned down a dead end street where it was stopped. The driver was unable to pass any field sobriety tests given and was taken into custody. The driver later failed to submit to the Datamaster Test and was charged with DUI.

 March 17, 2004  An officer on patrol on the connector observed a vehicle swerve several times into the median from the lane of traffic. The vehicle was stopped where it was determined that the driver had slurred speech and smelled of alcohol. The driver failed to successfully complete field sobriety tests and was taken into custody. He later submitted to a Datamaster test where he registered a .16% blood alcohol content. He was charged with DUI.

 March 18, 2004  An officer responded to a Fairway Village Lane residence where the complainant stated that he had a confrontation with four male juveniles vandalizing the golf course behind his residence. One of the juveniles threatened to return and vandalize his residence later that evening. The individuals were located and detained approximately one hour later and placed on trespass notice to Wild Dunes and released to their parents.

 March 19, 2004  An officer responded to a front beach business that reported two loud individuals arguing on the sidewalk. Both subjects were loud , profane and under the obvious influence of alcohol. Both were taken into custody and charged with Public Intoxication.

 March 20, 2004  Officers responded to the area of the Pavilion Shops on the front beach where a merchant reported a male subject walking around threatening people. The subject was located by a bike patrol officer and taken into custody after it was determined that the subject was highly intoxicated. He was charged with Disorderly Conduct. 

March 21, 2004  An establishment on JC Long Boulevard reported that an employee had accepted what they believed to be a counterfeit $20 bill. The bill was determined to be counterfeit and seized as evidence. The Investigative Division is working with the North Charleston Police Department since it is believed that the same suspect has passed counterfeit money in that jurisdiction.

 March 21, 2004  An officer responded to a front beach business that reported a female juvenile had just shoplifted a bathing suit. The officer transported the juvenile to police headquarters and later released her to her mother. She was charged with Shoplifting, which will be handled through Family Court.

 March 22, 2004  The Isle of Palms Police Department Investigator located a suspect in an Ocean Boulevard Burglary in July 2003 and made arrangements for him to turn himself in for an outstanding warrant for Burglary 2nd Degree.

 March 26, 2004  An officer responded to a citizen complaint that a possible drunk driver was on the connector traveling toward the Isle of Palms. The vehicle was identified and observed swerving across the centerline of Palm Boulevard. Once stopped, the officer detected a strong odor of alcohol from within the vehicle and administered several field sobriety tests which the driver failed. He was taken into custody and charged with DUI and later refused to submit to a Datamaster Test.

 March 28, 2004  An officer stopped a vehicle on Pavilion Drive for swerving abruptly. The driver appeared impaired but there was no odor of alcohol. The subject was found to be in possession of a marijuana pipe, which contained marijuana. A small baggie of marijuana was also located on the driver’s person. He was taken into custody and charged with Simple Possession of Marijuana and Possession of Drug Paraphernalia.

 March 29, 2004  At approximately 1 A.M. an officer on patrol stopped a vehicle for a license plate violation. The officer detected a strong odor of alcohol coming from within the vehicle and observed a cup containing wine in plain view. The driver was taken into custody and was also found to be in possession of a quantity of marijuana and drug paraphernalia. The driver was charged with Open Container, Simple Possession of Marijuana and Possession of Drug Paraphernalia.

 March 10, 2004  PFC Gebhardt received a letter of appreciation from a visitor who was stopped for a traffic violation. The letter praised the officer’s professionalism and attitude that he presented.

 March 30, 2004  Detective Corporal Caldwell received Employee of the Month for the month of February for her professionalism in a joint investigation with the Mount Pleasant Police Department in the arrest of a subject who entered a house on the Isle of  Palms, stole a car then committed a burglary and bank robbery in Mount Pleasant.

 March 31, 2004  For the month of March, officers on patrol discovered twenty-two businesses and four homes with open or unlocked doors. A total of twenty-seven Victim of Crime Forms were issued to homeowners and business owners for various conditions noted by officers on patrol.

February 3, 2004 While issuing a verbal warning to a driver for speeding, the officer observed a quantity of plant material that resembled marijuana, in plain view on the floor of the vehicle. The driver was taken into custody where a subsequent search located marijuana and drug paraphernalia in two locations in the vehicle. The driver was charged with Simple Possession of Marijuana and Possession of Drug Paraphernalia. 

February 3, 2004 Officers responded to a residence on Hartnett Boulevard to a report of a juvenile that had attempted to commit suicide. Upon their arrival, it was determined that the juvenile had already been taken to East Cooper Hospital by her parents. An officer and an Investigator responded and determined that the female had in fact cut her wrists with a blunt object. The Investigator received consent from the parents to return to the residence where a paring knife used was taken into custody. The juvenile was admitted to the hospital for psychiatric evaluation. 

February 5, 2004 At approximately 2 A.M., an officer on patrol in Wild Dunes stopped a vehicle that was operating erratically. While the officer was speaking with the driver, he detected an odor of alcohol and observed that the driver’s speech was slurred and his eyes were bloodshot. After failing several field sobriety tests, the driver was taken into custody and was later administered a Datamaster test where he registered a .15% alcohol concentration and was charged with DUI. 

February 5, 2004 A vehicle traveling on 41st Avenue toward Palm Boulevard struck a van negotiating the curve on Palm at 41st then lost control, striking a newspaper machine, electrical box and then the foundation of a residence near that location. The total damage to vehicles and property was estimated to be over $40,000. The driver of the vehicle that lost control was cited for her traffic infraction and ruled at fault. 

February 6, 2004 A vehicle was stopped for having an unknown object covering the license plate. While speaking with the driver, it was determined that he had no identification and gave a false name and date of birth. When the proper identity of the driver was determined, it was learned that his license was suspended. He was charged with DUS and Giving False Information to a Police Officer.

 February 6, 2004 Several officers responded to a Palm Boulevard residence where several neighbors had reported loud noises. Investigating officers determined that an underage resident of the house was having a party in his parent’s absence. Once entry was made into the residence an empty keg of beer was found in the bathtub on ice and numerous beer cans littered the interior of the house. A total of eighteen persons, all Wando High School students, were charged with Minor in Possession of Beer. All eligible subjects charged have been referred through the court to participate in an Alcohol Diversion Program.

 February 8, 2004 An officer responded to the front beach where a complainant reported a male subject sleeping under a business. The subject was determined to be highly intoxicated and had already urinated on himself. The subject was so intoxicated that he had to be assisted in walking to a vehicle. He was charged with Disorderly Conduct.

 February 8, 2004 An officer stopped a vehicle on Palm Boulevard near 9th Avenue for speeding and determined that the drivers license was suspended for a previous narcotic violation. After being taken into custody, the subject was found to be in possession of a quantity of marijuana and cocaine. The subject was charged with DUS, Simple Possession of Marijuana and Possession of Cocaine.

 February 10, 2004               After stopping a vehicle for an equipment violation, the officer detected an odor of alcoholic beverage coming from within the vehicle. When the driver was asked to exit the vehicle, he was unstable on his feet and stumbled into his open vehicle door. The officer attempted to conduct several field sobriety tests and, due to the drivers condition and confused state, he was taken into custody. The subject later refused to submit to a Datamaster test and was charged with DUI.

 February 11, 2004               After receiving a call from a concerned citizen officers located a vehicle that had been reported driving erratically on the Connector. The vehicle was located near OceansideVillas with a female sitting behind the steering wheel. The female was not observed driving the vehicle so she was charged with Public Intoxication and Possession of Drug Paraphernalia.

 February 14, 2004               An officer stopped a vehicle for failing to use a turn signal and observed a case of beer in the rear floorboard. The driver, who had already been identified as being only eighteen years old, was charged with Open Container and Underage Possession of Beer.

 February 15, 2004               Officers responded to a residence on Hartnett Boulevard after receiving a call from a neighbor who complained of a loud possibly underage drinking party. While responding officers were attempting to identify the exact residence in question, when one officer was almost hit by a vehicle attempting to leave the area. An officer who went to the rear of the residence observed several male teenagers urinating off of the back porch and in possession of alcohol. The officer who went to the front door smelled the alcohol before getting to the door and when the adult homeowner of the residence answered the door, he observed the house to be occupied by over twenty people. A total of eighteen juvenile teenagers ranging from age 14-16 were taken into custody, cited and then released to a guardian. Thirteen adult teenagers 17-19 were cited for Minor in Possession of Beer. All thirty-one charged were Wando High School students and if eligible, will be allowed to participate in an Alcohol Diversion Program. The owner of the residence, a mother of one of teens was later charged with Contributing to the Delinquency of Minors.

 February 16, 2004               A 2004 Acura MDX previously reported stolen on January 29, 2004 was recovered in Mount Pleasant after a joint investigation with the Mount Pleasant Police Department led to the identity of the person responsible. It was determined that the subject who had stolen the vehicle committed a roof entry burglary to a Mount Pleasant restaurant on February 11, 2004 then committed a bank robbery to a First Federal Savings & Loan on Johnnie Dodds Boulevard the next day. By Mount Pleasant Police Department and the Isle of Palms Police Department sharing of information, it was determined that the aforementioned stolen Acura was the getaway vehicle in both the burglary and bank robbery. The suspect, a construction worker, was arrested on February 16, 2004 at a jobsite on Palm Boulevard without incident. A subsequent search of his residence in Mount Pleasant led to the recovery of some of the stolen money from the bank and the weapon used to commit the crime. The Isle of Palms Police Department charged the suspect with Burglary 2nd degree and Grand Larceny of a Motor Vehicle. He was also charged by Mount Pleasant Police Department with Burglary 2nd degree and Bank Robbery. The stolen vehicle was later returned to the owner with approximately $2,000 in damages.

 February 17, 2004               After receiving a tip from a concerned citizen regarding the location of a wanted person, an officer located the female suspect at a convenience store and, after gaining her proper identity, placed her under arrest for three outstanding Bench Warrants, for failure to pay three tickets in the Isle of Palms Municipal Court.

 February 19, 2004               Agents from SLED made contact with the Isle of Palms Police Department requesting assistance in removing illegal video poker machines from the Front Beach Bar and Grill. Two officers assisted SLED agents in seizing two illegal machines.

February 23, 2004               While conducting an accident investigation on Ocean Boulevard, the operator of a vehicle involved was found to have a suspended drivers license. Since it was legal for the driver to operate construction equipment without a license he was only charged with NRVC x 4 for the 4 unpaid tickets on his suspended license.

 February 24, 2004               Officers responded to a residence on Charleston Boulevard where an attempted suicide had been reported. Responding officers found that the residence had no electricity and the tenant was being evicted. It was determined that the female present was suffering from depression and had taken a large quantity of pills. She was transported to the hospital and admitted for psychiatric evaluation. 

February 27, 2004               An officer who stopped a vehicle at 56th Avenue and Palm Boulevard determined that the driver did not have a valid license. He further determined that his license was suspended for failure to pay six traffic tickets. Subsequent to his arrest, he was found to be in possession of drug paraphernalia. He was charged with NRVX x 6 and Possession of Drug Paraphernalia.

 

February 27, 2004               After stopping a vehicle for a license plate violation, the officer observed a quantity of marijuana in the door compartment in plain view. A quantity of marijuana was also located elsewhere in the vehicle. The eighteen year- old driver was charged with Simple Possession of Marijuana and Minor in Possession of Liquor.

 

February 28, 2004               At approximately 3 A.M., an officer on patrol investigated an occupied vehicle with its lights off sitting in the parking lot of a closed business on JC Long Boulevard. When approached, the occupants appeared to be attempting to conceal something near the center console. The driver had no identification but was identified and determined to have a suspended drivers license. Subsequent to his arrest, an open container of beer was found as well as illegal schedule II pills wrapped in a cigarette wrapper. The driver was charged with Illegal Possession of Schedule II Substances. The female passenger was cited for Open Container and released.

 February 28, 2004               An officer stopped a vehicle for an equipment violation on Palm Boulevard and determined that the drivers license was suspended for failure to pay ten traffic tickets. The driver was charged with DUS and NRVC x10.

January 3, 2004 At approximately 4:25 A.M. an officer on patrol on the connector observed a vehicle traveling in the emergency lane and following another vehicle too closely. Once stopped, the officer detected an odor of alcohol coming from within the vehicle. The driver failed several field sobriety tests and was taken into custody. The driver later refused to submit to a Datamaster test and was charged with DUI.

January 3, 2004 An officer on patrol on the connector clocked a vehicle on radar at 80 miles per hour. When the officer stopped the vehicle, it was determined that the operators driver’s license was suspended. The driver was taken into custody and charged with DUS and Careless Operation.

January 4, 2004 An officer on patrol observed a vehicle driving left of the center line on Palm Boulevard. When the officer spoke with the driver, a strong odor of alcohol was detected from within the vehicle. The driver failed several field sobriety tests and was taken into custody. He later refused to submit to a Datamaster test and was charged with DUI.

January 4, 2004 Officers responded to a residence on Sandpiper Court after several 911 calls were made to police headquarters with the female caller stating that she was “freaking out”. An investigation revealed a recently separated woman who had ingested an unknown quantity of prescribed medication and alcohol. The subject agreed to be transported to the hospital for psychiatric evaluation.

January 6, 2004 Officers responded to a residence on Waterway Boulevard after receiving a 911 call from a female resident. It was apparent to the officers that a domestic dispute had occurred, but there were no signs of visible injury to either party. It was determined that the male subject present had deliberately shattered his girlfriend’s windshield, so he was taken into custody and charged with Malicious Damage to Property.

January 8, 2004 After stopping a vehicle for speeding on 41st Avenue the officer detected an odor of burned marijuana. The driver was found to be in possession of a quantity of marijuana and taken into custody. He was charged with Careless Operation, Simple Possession of Marijuana and Possession of Drug Paraphernalia.

January 9, 2004 An officer working in an off duty capacity for a private party in Wild Dunes observed a male subject urinating on the sidewalk on Grand Pavilion Boulevard. The subject was taken into custody and charged with Disorderly Conduct 

January 10, 2004           An officer on patrol stopped a vehicle on Palm Boulevard for an equipment violation and determined that the driver was in possession of a weapon hidden under his seat. The driver was also driving with a suspended license for failure to pay a ticket. He was charged with Unlawful Carrying of a Pistol, DUS and NRVC.

January 12, 2004           An officer that responded to a medical assist call with the fire department found the subject to be in possession of a quantity of marijuana. Since the subject needed to be treated for his medical condition, the officer issued him a courtesy summons for Simple Possession of Marijuana.

January 12, 2004           An officer checking a residence on 48th Avenue that is on the Special Patrol Request List observed two male subjects on the premises. While checking the subject’s identification, it was determined that one was wanted for two outstanding arrest warrants from the Charleston City Police Department. The subject was taken into custody and turned over to a Charleston City Police Officer.

January 14, 2004           An officer stopped a truck for an equipment violation and determined that the driver had no proof of insurance. The driver was also found to be in possession of a quantity of marijuana and taken into custody. He was charged with two equipment violations, Simple Possession of Marijuana and Possession of Drug Paraphernalia.

January 15, 2004           An officer on patrol near the connector and Palm Boulevard observed a van on fire. The officer attempted to put out the fire with his fire extinguisher and was able to fully extinguish the fire after two other officers arrived to assist. The fire was completely out when fire department personnel arrived.

January 17, 2004           An officer observed a subject operating a golf cart on the sidewalk near 41st Avenue. When the officer spoke with the driver to advise him of proper golf cart operation, the officer determined that his license was suspended. The owner of the golf cart took custody and the driver was charged with DUI.

January 18, 2004           After stopping a vehicle for speeding, the officer observed a passenger trying to hide something from his view. Both subjects were determined to be eighteen years old and found to be in possession of open beer. Both subjects were charged with Minor in Possession of Beer and Open Beer in Motor Vehicle, the driver was also charged with Use of an Altered DL.

January 22, 2004           At approximately 1 A.M. an officer on patrol on the connector observed a vehicle cross the center line several times. When he stopped the vehicle, the officer detected an odor of alcohol coming from within the vehicle and administered several field sobriety tests. The driver later refused to submit to a Datamaster test and was charged with DUI.

January 22, 2004           An officer on patrol stopped a truck on Palm Boulevard near 52nd Avenue for having its load hanging over four feet from the vehicle without a flag. The driver was found to have an active arrest warrant from South Carolina Probation and Parole. He was taken into custody and transported to the Charleston County Detention Center.

January 23, 2004           At approximately 10:30 P.M. an officer on patrol observed several male subjects standing by a parked vehicle near the 21st Avenue beach access. The officer observed beer cans on the ground and stopped to investigate. After identifying the subjects, all were determined to be under the age of twenty-one and in possession of beer. All three subjects were issued courtesy summons for Minor in Possession of Beer and released. The beer was confiscated, photographed and disposed of 

January 25, 2004           While traveling down Palm Boulevard near 5th Avenue, an officer observed a subject throw a beer bottle out of the window of the car in front of him, shattering on the shoulder of the road. The vehicle was stopped and a passenger was cited for Open Container and Littering and was released.

January 25, 2004           An officer on patrol investigated an illegally parked vehicle left unattended and running on Palm Boulevard. When the officer saw a subject approach the vehicle, the subject ignored the officers attempt to speak with him and got into the vehicle and attempted to drive away. The officer detained the subject when it was determined that the subject appeared intoxicated. Subsequent to his arrest, a quantity of marijuana was discovered in the vehicle. He was charged with Disorderly Conduct and Simple Possession of Marijuana.

January 30, 2004           After receiving several sources of information that Escort Services in the Charleston area were coming to locations on the Isle of Palms, a joint investigation with Mount Pleasant Police Department and the Charleston County Sheriff’s Office Vice Unit took place. On this date, vice officers set up in a local hotel room and conducted a reverse sting operation, contacting local escort services. In two separate instances, two females came to the room and solicited the undercover vice officer for a sex act for money. The transactions were videotaped and monitored. A total of four females were arrested by the Charleston County Sheriff’s Office and charged with Soliciting for Prostitution.

January 31, 2004           A resident of the 700 block of Ocean Boulevard reported the theft of a 2004 Acura MDX, valued at $41,000. The vehicle was parked under the residence, unlocked with the keys in the ignition. During the late evening hours, four other unlocked vehicles were entered in the 700 and 800 block of Carolina Boulevard. Nothing was reported missing from the other four vehicles. Some items were retrieved for the processing of fingerprints, since it is believed that the same person is responsible for all five crimes. The investigation is ongoing.

January 10, 2004           Detective Caldwell received a letter from the daughter of a recently deceased island resident, whose family Detective Caldwell assisted when the death occurred in the residence. The daughter praised her for her compassion and professionalism in assisting family members with the coordination of medical assistance and funeral arrangements.

January 28, 2004           TCO Tracy Mize received a letter of appreciation from the Lieutenant of a local police department whose wife was lost in the Mount Pleasant area. TCO Mize was praised for her courteousness and calmed the lost party directing her to her destination.

January 31, 2004           For the month of January, officers on patrol discovered nineteen businesses and six homes with open or unlocked doors. A total of fifty-five Victim of Crime Forms were issued to homeowners and business owners for various conditions noted by officers on patrol.

 December 1, 2003          At approximately 11 P.M. an officer on patrol observed two male subjects walking in and out of the roadway on 41st Avenue near Hartnett Boulevard, since one subject appeared to have difficulty walking, the officer investigated. The officer detected an odor of alcohol and marijuana coming from the subject that had difficulty walking and immediately placed him under arrest for Public Intoxication and Possession of Drug Paraphernalia. The second subject was later released to a family member.

 December 3, 2003          A Sullivan’s Island police officer arrested a male and female subject and requested that the Isle of Palms Police Department assist them by transporting one of the prisoners to the detention center for them. An officer responded and transported the male subject.

 December 4, 2003          An officer on patrol observed a vehicle disregard a stop sign at 34th Avenue and Palm Boulevard. When the vehicle was stopped it was determined that the driver had a suspended drivers license for failure to pay four traffic citations. The driver was taken into custody and charged with DUS and NRVC x 4.

 December 5, 2003          An officer responded to the County Park where a burglary had been reported. It was determined that entry had been made to the garage area of the park where a 4x4 vehicle valued at $6,800 had been taken. The officer followed the tire tracks and recovered the undamaged stolen vehicle on the beach.

 December 6, 2003          Officers responded to a JC Long Boulevard establishment that reported a disturbance involving four male subjects. The first responding officer observed the subjects running from the area and into a nearby construction site. Three of the four subjects were located and taken into custody and identified by witnesses. All were charged with Public Intoxication and one had an additional charge of Malicious Damage to Property.

 December 7, 2003          An officer on patrol on the connector clocked a vehicle speeding and, when he checked the drivers license it was determined to be suspended for a previous DUI. The driver was charged with Speeding, DUS and Open Container.

 December 7, 2003          An officer stopped a vehicle for an equipment violation and observed the driver attempting to conceal a quantity of marijuana under his leg. The driver was charged with the equipment violation and Simple Possession of Marijuana.

December 8, 2003          At approximately 2 A.M. an officer observed a vehicle driving erratically on Palm Boulevard near 10th Avenue. When the officer approached the vehicle the driver failed to follow the requests for vehicle and driver information. There was a strong odor of alcoholic beverage coming from within the vehicle and the officer observed that the driver’s speech was slurred. The driver was taken into custody after he failed several field sobriety tests. He was charged with DUI after he registered a .23% blood alcohol level.

 December 8, 2003          An officer checking a residence that was supposed to be vacant, observed two male subjects in the driveway. A computer check of both subjects determined that one subject was wanted by the North Charleston Police Department for four outstanding Bench Warrants. That subject was transported to North Charleston and turned over to that jurisdiction.

 December 11, 2003        An officer on patrol on the connector observed a vehicle traveling in the opposite direction pass two cars in the median. The officer activated his blue lights to turn towards the violator and was struck on the driver’s side of the police vehicle while in the median by a vehicle that had been behind the police vehicle. The Highway Patrol responded after being requested to handle the accident investigation.

 December 12, 2003        An officer on patrol observed a vehicle being driven by a male driver that he knew had a suspended drivers license, due to numerous unpaid traffic tickets. The vehicle was stopped on Ocean Boulevard and the driver was taken into custody and charged with DUS and NRVX x7.

 December 12, 2003        A Mount Pleasant psychologist reported to the Criminal Investigator that an incident of criminal sexual conduct had taken place at a residence on the Isle of Palms in September 2003. The Investigator met with the juvenile victims parent and the psychologist and determined the identity of the juvenile suspect. This investigation is ongoing. 

December 18, 2993        An officer on patrol stopped a vehicle for disregarding the traffic light at the Connector and Palm Boulevard. The officer detected an odor of alcohol coming from within the vehicle and observed a quantity of liquor in two separate bottles. Two passengers in the vehicle were juveniles and were released to the custody of their parents. The adult driver was taken into custody and charged with Minor in Possession of Liquor.

 December 19, 2003        An officer on patrol stopped a vehicle on the connector for speeding. While speaking with the driver, and odor of burned marijuana was detected. The driver was found to have a quantity of marijuana and drug paraphernalia on his person. The driver was taken into custody and charged with Speeding, Simple Possession of Marijuana and Possession of Drug Paraphernalia.

 December 20, 2003        An officer stopped a vehicle on Palm Boulevard for a vehicle license infraction and determined that the drivers license was suspended for failure to maintain insurance. The driver was charged with DUS, Operating Uninsured, Failure to Register Vehicle, Improper Use of Tag and Possession of Cocaine. The cocaine was found in the driver’s possession when searched at the detention center.

 December 20, 2003        Information was received that the Charleston County Sheriff’s Office had an outstanding arrest warrant for a resident of Forest Trail. An officer responded to the residence, identified the wanted subject and took him into custody. The subject was turned over to a Charleston County Sheriff’s Deputy.

 December 24, 2003        An officer on patrol on the connector observed a moped traveling faster than allowed by law. The size of the moped dictates that it requires a licensed driver. A computer check of the operator’s license indicated that his driver’s license was suspended. The subject was found to be in possession of a quantity of marijuana and drug paraphernalia. He was charged with DUS, Simple Possession of Marijuana and Possession of Drug Paraphernalia.

 December 25, 2003        Police and Fire Department personnel responded to a house fire on Oyster Row where flames were observed by a neighbor coming from the living room. The fire caused major damage to the interior and roof of the residence. Police personnel set up traffic control to the incident location.

 December 29, 2003        An officer on patrol observed two suspicious looking vehicles occupied by several individuals parked in a vacant lot near 34th Avenue and Palm Boulevard. When the officer investigated, five male subjects were observed sitting on the ground and the officer then observed in plain view in one of the vehicles, a quantity of marijuana. Another bag of marijuana and drug paraphernalia was located on the ground next to where the subjects had been sitting. All five were taken into custody, two adults were transported to the detention center and the three juveniles were released to the custody of their parents. All five were charged with Simple Possession of Marijuana, the juvenile’s charges will be handled in Family Court.

 December 29, 2003        Officers responded to a residence on Seagrass Lane where a domestic dispute had been reported. Upon arrival, it was determined that a major argument had recently occurred, but there was no sign of physical injury to either party. The female was distraught and agreed to leave the residence with her pet. Both parties were advised of legal proceedings if any future incident occurred.

 December 2, 2003          PFC Ambas received a letter of appreciation from a resident who commended him for his professionalism and politeness.

 December 5, 2003          Ptl. Robert Jimenez graduated from the South Carolina Criminal Justice Academy. Chief Buckhannon and Lieutenant Wright attended the graduation ceremony.

November 1, 2003       Officers responded to a JC Long Boulevard establishment where a patron was attempting to leave the premises without paying his bill. The subject was directed to pay his bill and the officer made arrangements for the subject to be transported via taxi to his residence in Mount Pleasant.

 November 1, 2003       A Wackenhut Security Officer on patrol in Wild Dunes stopped a vehicle near Oyster Row and detected an odor of alcohol coming from within the vehicle. Wackenhut Security requested that an Isle of Palms police officer respond. The police officer investigated and determined that all were in possession of alcohol and all had altered identification to indicate that they were over 21 years of age. All three were charged with Minor in Possession of Alcohol and Possession of Altered Drivers License.

 November 4, 2003       An officer responded to a local grocery store where it was believed that counterfeit money had been received for payment of merchandise. A closer inspection of the money in question indicated that the twenty-dollar bill was counterfeit. It is unknown who presented the bill. The money was seized as evidence and will be turned over to the local office of the US Secret Service.

 November 5, 2003       An officer responded to a residence on 32nd Avenue where a woman filed a report that her former boyfriend had been harassing her by repeatedly calling her on the telephone and making disparaging and vulgar remarks to her. Several calls were received while the police officer was present. An arrest warrant for Unlawful Use of the Telephone was prepared and served on the subject the following day at police headquarters.

 November 7, 2003       Residents of Fairway Village Lane reported that in September they had entered in to a written agreement to replace their roof. A large down payment was given and no work or supplies had to date been delivered. The contractor was contacted and indicated that he did not have the money and was unable to fulfill the contract. He made arrangements to turn himself in and was charged with Breach of Trust With Fraudulent Intent.

 November 7, 2003       An officer assigned to the monthly Teen Dance at the Recreation Center charged a male juvenile with assaulting a female juvenile in the face. The male juvenile was later released to a parent, and will be handled in Family Court. The male, a resident of Mount Pleasant, was advised that he is banned from future dances for the rest of the school year.

 November 9, 2003       A resident of Carolina Boulevard reported that he had befriended a couple that he had met and allowed them to temporarily stay at his residence, rent free.  After approximately two weeks, the visitors refused to leave and the owner of the residence obtained an Eviction Notice through a magistrate. An officer checking the residence found it occupied by the unwanted tenants who had been served with eviction paper work. The female was arrested for having four outstanding traffic tickets. Once the arrest was made, neither unwanted guest ever returned to the residence.

 November 10, 2003     An officer met with a contractor doing work on a residence on Shad Row to report the theft of a piece of equipment valued at over $1,400. An Investigator located the equipment in a pawnshop in Moncks Corner. The suspect that the contractor had listed was the same subject that pawned the item. An arrest warrant for Grand Larceny has been prepared and entered into the national crime information computer until the suspect can be located.

 November 10, 2003     A female resident of Carolina Boulevard reported to police that she had been sexually assaulted in her residence the previous day. The victim stated that the suspect had apparently followed her and her roommate home after casually speaking to the suspect at a local bar. The victim awoke in her bed by being sexually assaulted. The suspect apparently made entry to the unlocked residence at approximately 5 A.M.  The identity of the suspect was determined through friends who frequented the bar, however the victim did not want to press charges since she somehow felt that having met him in a bar earlier would look unfavorably on her. An Investigator made contact with the suspect and advised him that he was lucky that the victim did not want to pursue charges and further advised him of the seriousness of the charge.

 November 11, 2003     At approximately 10 P.M. an officer on patrol observed a suspicious looking vehicle parked in a vacant lot on the 3400 block of Palm Boulevard. While investigating, the officer found the vehicle occupied by a male subject from Goose Creek who was wanted by the North Charleston Police Department. While checking the vehicle prior to being towed, the officer located a quantity of marijuana and drug paraphernalia. The subject was charged with Simple Possession of Marijuana and Possession of Drug Paraphernalia and was put on hold for his outstanding arrest warrant with North Charleston.

 November 12, 2003     Officers responded to a domestic dispute at a residence on Cameron Boulevard where the male half of the dispute was immediately taken into custody for what they witnessed in their presence. Due to the nature of the injury to the female and the disparity in size between the male and female, the subject was charged with Criminal Domestic Violence of a High and Aggravated Nature. The subject is presently on probation for a conviction in January of 2003 for the same charge. He is still incarcerated, unable to post bond.

 November 13, 2003     An officer stopped a vehicle on Morgan Place Drive and Palmetto Drive for a license tag infraction. A computer check of the driver indicated that he was wanted by the Dorchester County Sheriff’s Office. The driver was taken into custody and transported to headquarters to await a deputy from Dorchester County for transport to their detention facility.

 November 15, 2003     A resident of Ocean Boulevard reported an unauthorized vehicle on the beach at the beach access near the 100 block of Ocean Boulevard. The vehicle was found bogged down in the sand, running and in gear. The vehicle, was traced to a Mount Pleasant resident who, when finally located, attempted to report the vehicle stolen. He stated that he left it in a parking lot on JC Long Boulevard and took a taxi home. This case is still under investigation.

 November 15, 2003     A resident of the 600 block of Ocean Boulevard reported her unlocked vehicle stolen from under her house. The vehicle was located a short distance away, processed and recovered and later returned to its owner. This case is still under investigation and believed to be related to the abandoned vehicle on the beach.

 November 15, 2003     A resident of 17th Avenue reported that she was awakened at approximately 4:30 A.M. with a male subject sexually assaulting her after entering the unlocked residence. The victim recognized the suspect as someone that she had seen in a local bar several times and who had tried previously to strike up a conversation with her. Investigators responded to her residence and processed the scene for evidence and took numerous statements from roommates and people that had been in the bar the previous evening. The suspect’s identity was determined by comparing known information from the similar sexual assault on November 10th and was arrested without incident. He was charged with Burglary 1st Degree and Criminal Sexual Conduct 1st Degree. Once the victim of the November 10th incident read about the second victim in the newspaper, she then decided to pursue charges against the suspect. While in the detention center, the suspect was charged with another count each of Burglary 1st Degree and Criminal Sexual Conduct 1st Degree. The suspect is being held on no bond at the detention center.

  November 17, 2003     At approximately 3:30 A.M. an officer on patrol observed a suspicious vehicle traveling slowly down 41st Avenue then onto 38th Avenue. The officer saw the vehicle pull into a yard, but no one exited the vehicle. The officer watched the vehicle for several minutes then decided to investigate. The female driver who was not an island resident stated that she was going to sleep in her car. A computer check of the subject indicated that she had a suspended drivers license. Located in the vehicle was a quantity of marijuana. The subject was charged with DUS and Simple Possession of Marijuana.

 November 20, 2003     An officer on patrol stopped a vehicle at 22nd Avenue and Palm Boulevard for not having a license plate. It was also determined that the driver did not have valid vehicle insurance. After being taken into custody a quantity of marijuana was located in the vehicle. The driver was charged with Operating an Uninsured Vehicle, No Vehicle License and Simple Possession of Marijuana.

 November 23, 2003     Officers responded to a front beach establishment that reported a fight on their premises. Upon the officer’s arrival, six participants were identified. Nobody wished to pursue charges and all were advised of the proper procedure to follow if anyone changed their mind. 

 November 26, 2003     An officer on patrol stopped a vehicle on Waterway Boulevard for a speeding. A computer check of the driver indicated that he was wanted by the Berkley County Sheriff’s Office for Receiving Stolen Property. The subject was taken into custody and turned over to a Berkley County Sheriff’s Deputy.

 November 27, 2003     An officer responded to a call from a local convenience store that reported a suspicious individual. The officer investigated and located an adult female that appeared under the influence of alcohol. It was also determined that the subject had shoplifted merchandise from the store. The same subject had been stopped earlier in the evening and had given another officer her proper name. The subject was taken into custody and charged with Public Intoxication, Shoplifting, False Information to Police and No Drivers License.

 November 29, 2003     An officer responded to the area of 29th Avenue and Palm Boulevard for a reported hit and run accident. The officer determined that a passing vehicle had struck an elderly female bicyclist and failed to stop and render aid. The officer gathered information from witnesses and the vehicle in question was located parked in a driveway on 29th Avenue. A passenger in the vehicle gave a statement, which indicated that the driver had been drinking and knew that she had hit something. It is believed that the driver was in the residence on 29th Avenue, but attempts to make contact were unsuccessful. The following day arrangements were made for the driver to turn herself in. She was taken into custody and charged with Reckless Driving, Hindering and Failure to Report an Accident with Personal Injury.

 November 7, 2003       Officers were provided for the monthly Teen dance at the Recreation Center

 November 11, 2003     PFC Wooley received a letter of appreciation from island residents who were grateful that he checked on their residence in their absence and discovered a computer that had been sent to them a week prior to the expected delivery date. He secured the package and made notification to neighbors, keeping the computer from being stolen or damaged by weather..

 November 18, 2003     PFC Derrick Ambas was awarded the Exchange Club Police Officer of the Year Award for outstanding service to the community.

 November 30, 2003     For the month of November, officers on patrol discovered twenty-five businesses and four homes with open or unlocked doors. A total of forty-nine Victim of Crime Forms were issued to homeowners and business owners for various conditions noted by officers on patrol.

October 1, 2002          A joint investigation was conducted between the Greenville Sheriff’s Office and the Department of Social Services regarding incidents that occurred at a residence on the Isle of Palms this past summer. It was alleged that a 38 year-old male subject provided alcohol and marijuana to minors in his custody while staying at a residence on Palm Boulevard. Identical incidents were found to have occurred at a residence in Greenville County. Greenville County authorities charged the suspect with several counts of Contributing to the Delinquency of a Minor and combined the Isle of Palms Police Departments three counts of the same charge to be adjudicated in Greenville County.

October 1, 2002          A 911 caller reported that store employees were chasing a white male subject down Palm Boulevard for shoplifting. The suspect being chased was apprehended in the parking lot of City Hall by Detective Griffin. An accomplice left the area in a vehicle and was never positively identified. All items stolen were recovered and the suspect was subsequently arrested and charged with Shoplifting.

 October 2, 2002          Officers were asked to respond to a pro shop on Wild Dunes where an employee who had been terminated had thrown a chair and broken the glass of a display case. The responding officers located the suspect, who was attempting to leave the area in his vehicle. The subject was placed under arrest and charged with Malicious Damage to Real Property. The subject was found guilty in Magistrates Court on October 28, 2002 and given a sentence of 30 days in jail or a $1,025.00 fine, and required to pay restitution for the damage.

 October 5, 2002          While traffic was being directed at Palm Boulevard and 14th Avenue, an upset motorist became irate about being inconvenienced by rerouted traffic for the annual Connector Run. The motorist became vocal and directed numerous expletives to officers present. The subject was charged with Disorderly Conduct and found guilty in Magistrates Court on October 28, 2002. 

October 11, 2002        An officer responded to a residence where a subject reported that his teenage son had met a runaway girl walking around the neighborhood wearing dirty clothes. It was determined that the juvenile female had runaway from her residence the previous evening and had slept on the beach all night. Further investigation revealed suicidal tendencies so arrangements were made to transport her to MUSC for psychiatric evaluation.

 October 11, 2002        An officer stopped a vehicle at approximately 11 p.m. for having only one workable headlight. The driver of the vehicle was found to have a suspended driver’s license and charged with DUS.

 October 13, 2002        The owner of a vehicle came to police headquarters to report that his vehicle had been stolen from a residence he was staying at on 46th Avenue. A suspect was developed and the vehicle was located and recovered at a Mount Pleasant gas station. The suspect was charged by Mount Pleasant Police Department for an outstanding warrant from that jurisdiction. The police departments investigation resulted in the charging of the suspect with Grand Larceny of a Motor Vehicle.

 October 16, 2002        A motorist was stopped for speeding on Palm Boulevard near 51st Avenue and a computer check of the driver indicated that he was wanted by North Charleston Police Department for Criminal Domestic Violence of a High and Aggravated Nature. The driver was taken into custody and turned over to a North Charleston Police Officer.

 October 17, 2002        At approximately 2 a.m., an officer observed a loud voice coming from the area of 25th Avenue and Waterway Boulevard. The officer investigated and observed a male subject lying in the grass on the side of the road. The subject was found to be in possession of a plastic baggie containing a quantity of green plant material.  The subject was charged with Simple Possession of Marijuana.

 October 18, 2002        A 911 caller reported a black male subject tampering with vehicles parked on Ocean Boulevard. The subject was located  and subsequently charged with 3 counts of Attempting to Break and Enter a Motor Vehicle. The subject gave erroneous personal information causing him to be incarcerated under a false name. It was later determined that the suspect had given his brother’s personal information. He was also charged with Giving False Information to the Police. Follow-up investigation allowed this agency to clear several other vehicle break-ins reported recently in the same general vicinity.

 October 21, 2002        A job foreman at a construction site on Marsh Island Lane reported that he was missing almost $1,200.00 worth of power tools. A former employee was listed as a suspect. Follow-up investigation located some of the stolen tools in a pawnshop in Summerville. The suspect was identified and an arrest warrant was prepared for Grand Larceny and remains pending until the suspect can be located.

 October 23, 2002        A city employee reported a female lying on the ground near Waterway Boulevard and 28th Avenue. Further investigation revealed that the female was extremely intoxicated and in possession of a bottle of vodka. The subject was charged with Disorderly Conduct and Unlawful Possession of Liquor.

 October 23, 2002        An officer stopped a vehicle for speeding at Palmetto Drive and Racquet Club Drive. When stopped, the officer detected an odor of alcohol coming from inside and observed a passenger attempting to hide a can of beer. Both occupants of the vehicle were subsequently charged, the driver with Speeding and the passenger with Underage Possession of Beer.

 October 23, 2002        At approximately midnight, a male subject walked into police headquarters to report a domestic situation that had just occurred at his residence on Cameron Boulevard with his live-in girlfriend. As a result of the incident, the victim had visible injuries that required medical attention. Officers went to the residence and encountered the victim’s girlfriend and several other parties. The girlfriend was found to be intoxicated and uncooperative and was subsequently charged with Criminal Domestic Violence.

 October 5, 2002          The annual Connector Run was held with all available sworn police department personnel on duty for crowd and traffic control.

October 7, 2002          PFC Gansen returned to work, after serving twelve months of active duty with the United States Coast Guard. 

October 15, 2002        PFC Dawn Caldwell received The Exchange Club Police Officer of the Year Award at a dinner at the Exchange Club.

 October 23, 2002        The annual SLED Audit for NCIC and Records Management was completed with very favorable comments from the agent conducting the audit.

 October 26, 2002        Provided officers to direct traffic across Palm Boulevard at 28th Avenue for the annual recreation department Ghostly Tides on the beach.

September 1, 2002    Officers were dispatched to a front beach bar for a reported fight in progress. When officers arrived, it was determined that the primary aggressor of the incident was a twenty- two year old male from North Charleston, who was placed under arrest and charged with Simple Assault.

September 3, 2002      The Charleston County Sheriff’s Office notified IOPPD that they had information that a male subject was traveling to the area of Breach Inlet with the intention of committing suicide. The identity of the subject and a description of his vehicle were broadcast and the subject was located a short time later and stopped near Breach Inlet. The subject, who was in possession of a handgun, admitted that he intended to commit suicide. The subject was taken into protective custody and transported to the hospital for evaluation and commitment. The vehicle was towed and the weapon was secured for safekeeping.

 September 3, 2002    The parent of a nine-year-old female notified IOPPD that an adult male had approached her in a white van and exposed himself to her. The female was walking home from her school bus stop after school near 32nd Avenue and Hartnett Boulevard. The female gave a detailed description of the vehicle and the suspect. All available officers immediately saturated the neighborhood in an attempt to locate the vehicle. Several suspects were developed in the days following, but the victim was unable to positively identify any photos provided. The investigation continues.

 September 4, 2002    A concerned citizen reported a reckless driver traveling onto the Isle of Palms on the connector. The citizen kept visual contact with the vehicle and directed the officer via cellular telephone to its exact location. The vehicle in question was stopped and the driver was cited based on the statement of the complainant, who stated that she would appear in court as a witness.

 September 6, 2002    Officers were called to a residence on 24th Avenue for a reported accident at that location. The investigating officer determined that after an earlier verbal altercation between several parties, at the residence, a female subject while driving away from the residence had struck a telephone pole. The male resident parked the vehicle in his driveway and allowed the driver back into the residence. The driver slept for a while and awoke to resume the verbal altercation resulting in her again leaving in the vehicle striking a vehicle parked in the yard. The driver and vehicle were located in Mount Pleasant by a Mount Pleasant police officer where she was detained until the investigating officer responded. The subject was taken into custody and charged with Malicious Damage to Property and Leaving the Scene of an Accident. Prior to incarceration, the subject was hospitalized for several days for psychiatric treatment.

 September 7, 2002    Two persons walking on the beach at the end of the island near Seagrass Lane discovered the U.S. Navy Identification Card of a male subject near what appeared to them to be skeletal remains. Lt. Wright and the duty supervisor determined that the bones were that of a large animal, possibly a cow or horse that had washed up with the tide. The identification card was tattered and issued many years ago. The owner was located in Ohio and long discharged from the Navy. The identification was returned to the U.S. Navy.

 September 10, 2002    When an officer stopped a vehicle for speeding on Palm Boulevard at 20th Avenue, it was determined that the driver had an outstanding arrest warrant issued by Hanahan Police Department. The driver was taken into custody until a Hanahan officer responded.

 September 10, 2002    Officers responded to a residence on Forest Trail where it was reported that the fifteen year old male at the residence had assaulted his mother. Upon arrival, the first responding officer located the suspect in the marsh near the golf course. His grandmother had attempted to retrieve the juvenile from the marsh and had to be escorted out of the marsh by the officer who had fire department personnel respond to treat the grandmother for shortness of breath. When the officer confronted the juvenile, he responded by running directly at the officer. The juvenile had to be physically restrained. The juvenile was charged with Criminal Domestic Violence and Assault On A Police Officer While Resisting Arrest and was transported to the hospital for psychiatric evaluation. His charges are pending in Family Court.

 September 11, 2002    A resident reported that she had been bitten by a dog on Waterway Boulevard near Driftwood Lane. The victim advised that the owner of the dog was in his yard talking on the telephone while holding his dog on the leash when she walked by where they were located. The owner of the dog lost control of the leash when the dog ran after the victim. It was determined that the dog had up to date rabies inoculations, but was quarantined for the mandatory ten days. The Animal Control Officer cited the owner of the dog for Dog At Large and No City License.

September 11, 2002    A white panel van, that matched the description in the September 3rd indecent exposure incident, was stopped and it was determined that the driver had a suspended driver’s license. It was also determined that the driver was wanted by the State of Mississippi. After the driver was placed under arrest, a quantity of marijuana was located in the vehicle. The state of Mississippi did not wish to extradite for their warrant so he was charged with Violation of NRVC and Simple Possession of Marijuana.

 September 12, 2002    Officers responded to a 911 call at a residence on 31st Avenue where a female reported that her husband had assaulted her. When officers arrived, the female had blood on and around her mouth and a bruise to the side of her face. The male subject was placed under arrest for Criminal Domestic Violence and Giving False Information to Police. It was later determined that he had  purposely given the arresting officer an incorrect date of birth and social security number.

September 13, 2002    At approximately 6:15 a.m., a concerned citizen reported an unconscious female on the sidewalk in front of an Ocean Boulevard business. After making contact, the officer determined that the female was extremely intoxicated and had passed out. Lying next to the subject was a .25 caliber handgun that she had reported stolen several hours prior. The weapon was confiscated and the subject was taken into custody and charged with Public Intoxication, Unlawful Carrying of A Pistol, Hindering and Filing a False Police Report.

 September 13, 2002    A resident on Twin Oaks Lane reported that several mailboxes in the neighborhood had been damaged during the night. A responding officer determined that seven mailboxes had either been pulled out of the ground or damaged in some way. Homeowners that were unaware of the damage were notified and reports were taken for each residence.

September 13, 2002    Two officers responded to a business on Palm Boulevard that reported that two female subjects had shoplifted cartons of cigarettes. The subjects fled the store prior to the officer’s arrival, but had entered another business. An employee of that business approached the officers and told them that two black female subjects had entered his business and placed two cartons of cigarettes on his counter then left. The two suspects were observed leaving the parking lot and turn onto the connector. An officer stopped the vehicle on the connector and placed both of the occupants under arrest for Shoplifting.

September 14, 2002    A pro-Golf shop at Wild Dunes reported that an employee had stolen approximately $700 from a safety deposit box at the Reception Center. An investigation of the theft resulted in an arrest warrant being issued for a former employee. It has been determined that this subject has left the state, the warrant remains on file.

September 17, 2002    A concerned citizen reported a male subject carrying a gun in the street on Cameron Boulevard. When officers arrived, they observed the subject with a handgun in the waistband of his shorts. The subject was disarmed and taken into custody. Witness statements confirmed the subject had crossed the street and was clearly in possession of the weapon. The suspect stated that he saw someone acting suspiciously in a neighbor’s yard, which turned out to be a gardener. The subject was charged with Unlawful Carrying of A Pistol.

September 22, 2002    Officers responded to a residence on 43rd Avenue for a reported domestic dispute. It was determined that the female present was the primary aggressor in the dispute and had assaulted her husband. The suspect was taken into custody and charged with Criminal Domestic Violence.

September 27, 2002    A resident of Charleston Boulevard reported that she believed that a housekeeper she employs had stolen at least one book of twenty-five checks from her residence. The housekeeper had apparently cashed those missing checks at a business in Mount Pleasant. An arrest warrant for the actual theft of the checks was issued and the investigation continues since forgery charges are pending for each check written in Mount Pleasant.

August 31, 2002           An officer stopped a vehicle on the connector for speeding and found the driver to be uncooperative when asked for vehicle and license information. The driver gave the officer two incorrect names and other personal information. The driver was subsequently arrested as John Doe for failure to properly identify himself. He was charged with Speeding, No DL In Possession, Littering and False Information to a Police Officer. 

August 2, 2002 An officer responded to the parking lot of the Island Center for a reported dispute between sisters. Further investigation indicated that the dispute was over the unauthorized use of the complainant’s vehicle. The officer observed a strong odor of alcohol coming from two occupants of the vehicle and several containers of beer and alcohol were observed in the vehicle. Both subjects were charged with Underage Possession of Liquor, Underage Possession of Beer and Open Container. One of the subjects was also charged with NRVCx4, for four unpaid traffic citations.

August 3, 2002 An officer responded to the Marina at 41st Avenue for a reported jet ski accident. Two jet ski’s, each occupied by two people, collided with each other causing minor injuries to one person. The Department of Natural Resources was notified for further investigation.

August 4, 2002 Sullivan’s Island Fire Department requested that we respond to the area of Breach Inlet where it was reported that a boat that had just been observed with two occupants was now empty and abandoned. It was believed that the occupants were thrown overboard. SIFD conducted a water mission by launching several water craft to conduct a search. Once ownership of the unoccupied boat was determined and all family members were accounted for it was determined that the boat had been stolen from a dock. It is believed that whoever stole the boat grounded it on a sandbar abandoned the boat and walked to shore. The owner of the boat took custody and returned it to the dock. SIFD cancelled any further search for boaters.

August 8, 2002 Officers responded to a residence on 27th Avenue for a reported domestic dispute between husband and wife. The officers found a male subject with self- inflicted lacerations to his chest. First responders rendered first aid and the subject was transported by EMS for treatment and evaluation. All sharp knives were removed from the residence for safekeeping

August 9, 2002 A vehicle was stopped for speeding on Waterway Boulevard, the driver was found to have a suspended driver’s license and was charged with Careless Operation and DUS 2nd.

August 9, 2002 After an extensive six-week investigation of missing bank deposits from the Charleston County Park, a male employee was arrested and charged with Breach of Trust. Several bank deposits totaling over $12,000 from March to May were reported missing and never made it to the bank.

August 12, 2002           A vehicle was stopped on Hartnett Boulevard for an equipment violation and two occupants were found to be in possession of open containers of beer. Both were charged with Open Container of Beer In a Vehicle.

August 14, 2002           Officers responded to a residence on 24th Avenue for a reported domestic disturbance. Investigating officers determined that during the dispute a female had bitten the male subject necessitating medical attention. The female subject was removed from the residence and charged with Criminal Domestic Violence.

August 14, 2002           An officer responded to the 3000 block of Cameron Boulevard where it was reported that a female subject was seen hiding behind a pickup truck, she was then observed running away toward 31st Avenue. A short time later a female matching the physical description given was observed riding as a passenger in a golf cart. The female appeared to be highly intoxicated and was charged with Public Intoxication.

August 16, 2002           A teenage driver reported a hit and run accident on the 6500 block of Back Bay Drive involving his parent’s 2003 Jaguar. The driver first stated that he had been run off of the road and struck by an SUV that had left the scene. Two officers investigated the physical evidence and determined that the story given by the driver did not match what the evidence indicated. The driver then changed his story and told the officers that he had been driving too fast and had lost control of the vehicle, running off the roadway then striking a tree. The estimated speed of the vehicle was 65 m.p.h. There was extensive damage to the vehicle.

August 17, 2002           An officer was dispatched to 30th Avenue where persons unknown had spray painted obscenities in the middle of the street. Beach Services Officers painted over the graffiti with black spray paint.

August 17, 2002           An officer met with a concerned citizen who provided a sworn statement that a subject driving a pickup truck that was parked at a residence on 26th Avenue had just driven recklessly up Waterway Boulevard. The information provided was confirmed by other neighbors who also witnessed the incident. When the vehicle left the residence it was stopped and the driver was positively identified by witnesses and subsequently charged with Reckless Driving.

August 18, 2002           A citizen who parked his golf cart at the Breach Inlet boat ramp reported that when he returned from a fishing trip the golf cart had been stolen. The golf cart was recovered undamaged the next day on Sullivan’s Island.

August 20, 2002           At approximately 4 a.m. this date an officer responded to the beach near Beachwood East for a disturbance involving a number of teenagers. Further investigation indicated that seven subjects were on the beach being loud and boisterous and drinking alcohol. Three subjects were charged with Alcohol on the Beach and three were charged with Underage Possession of Beer. The 7th subject was a juvenile and released to his guardian, with Underage Possession of Beer charges pending.

August 20, 2002           A vehicle was stopped for speeding on Ocean Boulevard and the driver was found to have a suspended drivers license. He was charged with DUS 1st.

August 23, 2002           A Wackenhut Security officer requested that we respond to the pool at the Grand Pavilion for a reported disturbance. Further investigation confirmed that a fight between juveniles had taken place. The participants were all identified and released to their parents.

August 24, 2002           An officer stopped a vehicle for speeding on Palm Boulevard, and the driver was found to have an open bottle of beer in his possession. The driver was also found to be in possession of a quantity of marijuana. The subject was charged with Open Container, Simple Possession of Marijuana, Speeding and two other non-moving violations.

August 24, 2002           A resident reported that his 21 year- old son had just taken his vehicle from his residence without permission. The vehicle was located and stopped. The driver was identified and found to have a suspended drivers license. He was charged with DUS1st.

August 24, 2002           While an officer was directing traffic at the scene of a vehicle fire near Breach Inlet, a vehicle was stopped for not obeying the officer as directed. The driver was found to have open beer in the vehicle and was charged with Open Container and Careless Operation.

August 25, 2002           An officer on patrol observed a vehicle disregard a stop sign at J.C. Long Boulevard and Ocean Boulevard and stopped the vehicle. A computer check of the driver indicated that her driver’s license was suspended. The driver was cited for Disregarding A Traffic Signal and DUS1st.

August 28, 2002           Officers responded to fight at a front beach bar where it was reported that a knife was involved. Investigating officers found that a fight between two patrons started as a verbal argument, which escalated when one subject pulled a knife and made threatening gestures to the other subject. The subject with the knife was disarmed and ran from the business with several customers chasing him on the beach. The suspect was located a short time later and charged with Aggravated Assault.

August 1, 2002 A pickup truck, that had just run a motorist off of the road, wrecked at Station 22-1/2 and Jasper Boulevard on Sullivan’s Island where two occupants of the vehicle fled into the neighborhood. Sullivan’s Island Police Department requested assistance in locating the individuals. One of our officers located one of the subjects and turned him over to SIPD.  At SIPD’s request our officer further assisted by transporting two subjects to the detention center.

July 2, 2002            An officer responded to a call in the business district for a disturbance. A computer check of the suspect indicated that she had several unpaid traffic citations. The suspect was charged with two counts of Violation of NRVC and Open Container of Alcohol on the Beach.

July 4, 2002            Officers responded to a hotel in the business district concerning a report from several complainants of a violent domestic dispute taking place at that location. After investigating the situation, a male subject was placed under arrest and charged with Criminal Domestic Violence.

July 4, 2002            While traffic was being directed off of the Isle of Palms after the City’s fireworks display, a subject in a pickup truck almost ran over a Charleston County Sheriff’s Deputy. The subject was stopped and subsequently placed under arrest for DUI by the county deputy.

July 5, 2002            After responding to the Grand Pavilion at Wild Dunes, a Wackenhut Security Officer advised our officer that several individuals present at the pool had just had an altercation where one subject was advised to leave. This subject was found to be highly intoxicated and uncooperative and charged with Public Intoxication.

July 7, 2002            Officers were dispatched to Sandcrab Court regarding a fight between two females at that location. Injuries to the victim indicated a recent assault had occurred. One subject was placed under arrest and, while being led out of the residence, the subject began violently pulling away and kicking the arresting officer. During the struggle, the officer cut his hand and had his shirt torn. The subject was charged with Simple Assault, Assault on a Police Officer While Resisting Arrest and Malicious Damage to City Property. After appearing before a magistrate on July 22, 2002, the subject was found guilty on all charges, assessed fines and sentenced to thirty days in jail for the assault on the officer.

July 8, 2002            Officers responded at 2 a.m. to an Ocean Boulevard business where someone was in need of medical attention. It was determined that a fight had just occurred resulting in abrasions to the legs and head. A suspect was identified and located hiding under a nearby residence where he was placed under arrest for Simple Assault.

July 10, 2002            A concerned citizen called in to the police department reporting that a possible drunk driver was heading onto the Isle of Palms from Breach Inlet. An officer waited at the corner of Palm Boulevard and 8th Avenue, waiting for the vehicle to pass, when it suddenly turned onto 8th Avenue, striking the officer’s police cruiser which was stopped. The female driver was detained to await a deputy from the Charleston County Sheriff’s Office to handle the collision report. Upon their arrival, the driver was arrested and charged with DUI, where she was found to have a blood alcohol level of .17. A male passenger was also found to be highly intoxicated was charged with Public Intoxication after he tried to interfere in the investigation of the incident.

July 14, 2002            A subject reported that his 2001 Kawasaki motorcycle valued at $9,000 had been stolen from the front of his residence on Carolina Boulevard. The motorcycle had been covered and was last seen parked the prior evening.

July 14, 2002   Officers responded to a residence on Sandcrab Court where a female had reported that her sister, who resided there, had called her talking as though she had attempted suicide by taking a quantity of pills. The subject was not at the residence, but was located on the beach near 55th Avenue. The subject was despondent and crying and admitted that she had taken four types of pills and alcohol and did in fact try to kill herself. The subject was transported by EMS for treatment and evaluation.

July 15, 2002            At approximately 1:30 a.m., a vehicle was observed making an illegal U-turn in the business district on Ocean Boulevard. A check of the driver indicated that he was operating with a suspended license and had three unpaid traffic citations. The driver was charged with DUS 3rd and three counts of Violation of NRVC.

July 18, 2002            An officer responded to gate # 2 at Wild Dunes where a subject attempting to make entry was identified as not having a driver’s license. The subject was found to have a suspended South Carolina license and an unpaid traffic citation. He was wanted by the State of Mississippi. The subject was charged with one count of Violation of NRVC, but the state of Mississippi did not wish to extradite on their charge.

July 21, 2002            An officer observed a vehicle on Palm Boulevard near 8th Avenue weaving out of the lane of traffic several times. The vehicle was stopped and a check of the driver indicated that he had a suspended driver’s license and unpaid traffic citations. The driver was charged with DUS 3rd Offense and two counts of Violation of NRVC.

July 25, 2002            While two officers were standing in the parking lot of the Wild Dunes Reception Center, they observed a vehicle traveling at a high rate of speed northbound on Palm Boulevard. The vehicle entered the parking lot, saw the officers and exited the lot quickly. The officers initiated a traffic stop where the driver was subsequently charged with Speeding and Unlawful Possession of a Schedule IV Drug and Possession of Crack Cocaine.

July 28, 2002            An officer responded to the Connector and met with a couple in a vehicle who had dialed 911 on a cellular telephone. The male half stated that he was transporting his wife to the hospital because she had deliberately ingested at least fifteen pills in an attempted suicide at their residence on the Isle of Palms. The male subject dialed 911 because an argument ensued while on the way to the hospital. EMS responded and transported the subject to the hospital for treatment and evaluation.

July 29, 2002            An officer responded to a report of a subject stumbling in an out of traffic. The officer located the subject lying on a bus stop bench in front of the Isle of Palms Water Department. The subject was extremely disoriented and unaware of his location. He was charged with Public Intoxication and lodged at the Charleston County Detention Center.

 

   
 
June 1, 2002            A concerned citizen telephoned police headquarters to report a suspicious vehicle leaving a residence. The vehicle was observed and stopped for a traffic violation, the driver was found to have a suspended drivers license. The driver was charged with DUS 2nd and Open Container of Beer.

June 2, 2002            Officers responded to a business for a reported fight in progress. Upon arrival, officers were advised that a vehicle attempting to leave the parking lot had occupants that were involved. Further investigation indicated that one of the occupants had shoplifted a 12 pack of beer. That subject was charged with Shoplifting, Disorderly Conduct and Resisting Arrest.

June 6, 2002            After a subject was stopped for speeding on Waterway Boulevard, the driver was identified as having an outstanding arrest warrant from Orangeburg County. The subject was placed under arrest and transported to the Charleston County Detention Center until Orangeburg County authorities could transport him back to their jurisdiction.

June 6, 2002            Officers responded to a residence where a female subject had attempted to commit suicide by cutting her wrists. Due to her present condition and previous attempts she was taken into Emergency Protective Custody for psychiatric evaluation.

June 7, 2002            Officers responded to a domestic dispute where a female teenager reported that her father had assaulted her. Responding officers arrived where they observed a heated argument occurring. The father was subsequently charged with Criminal Domestic Violence and removed from the residence.

June 8, 2002            A subject was charged with Shoplifting after he was observed by store employees conceal an item and remove it from the store. The subject appeared in Municipal Court was found guilty and forfeited his $1,025 bond.

June 8, 2002            An officer responded to an accident and while investigating found that one of the drivers involved had an outstanding arrest warrant from Summerville Police Department. The subject was detained for Summerville Police Department and charged with Operating An Uninsured Vehicle and Open Container.

June 9, 2002            While First Responders were treating an injured subject at a local bar another subject interfered with persons trying to render medical attention. The male subject was intoxicated and arrested for Disorderly Conduct.

June 9, 2002            An officer out at 22nd Avenue and Waterway Boulevard observed a vehicle traveling on Waterway Boulevard at what was estimated to be 60-70 miles per hour. The vehicle was located several minutes later and stopped where the driver was charged with Reckless Driving, DUS, and two counts of NRVC, for previous unpaid traffic tickets, and several other violations.

June 10, 2002            A rental complex on the front beach reported that their golf cart had been stolen during the night. The golf cart was located in Wild Dunes later in the day. It is believed that whoever removed the golf cart was responsible for damage caused to two vehicles when leaving the complex, the investigation continues.

June 10, 2002            An officer was asked to check on the welfare of a subject on the beach who had not been seen moving in several hours. The subject was found to be highly intoxicated and uncooperative when questioned, he was charged with Public Intoxication.

June 11, 2002            A vehicle was stopped at Palm Boulevard and 517 where the driver was found to have a strong odor of alcohol about his person.  The subject was found to be 19 years old and in possession of beer. He was subsequently charged with DUI and Underage Possession of Beer.

June 12, 2002            Officers responded to the beach access at 21st Avenue where citizens reported that two male subjects had just intentionally started a fire to the sea oats in the dunes in that area. The fire department responded and quickly extinguished the fire. Officers located the two suspects in the rear of a business on the front beach and took them into custody. Statements were taken of the witnesses and the suspects were both charged with Malicious Damage To Sea Oats.

June 12, 2002            An officer stopped a vehicle for speeding on Palm Boulevard and found that his driver’s license was suspended. The driver was charged with DUS1st.

June 12, 2002            A subject visiting the area reported that his vehicle had been stolen from a parking lot on the front beach. The doors had been left unlocked and the keys were under the front seat. The license plate to this vehicle was recovered on another car in the City of Charleston the evening of June 12, 2002. The vehicle itself was located several days later in Moncks Corner where MCPD arrested the driver. Our CID charged the driver with the theft of the vehicle from the Isle of Palms.

June 14, 2002            At approximately 0220 a female subject reported that her boyfriend had jumped out of her vehicle while on the connector and went over the wall letting her think that he had committed suicide. Officers responded along with fire department personnel. The Charleston County Sheriff’s Office helicopter and the Coast Guard’s helicopter responded and conducted a thorough search. At approximately 0515 the subject that had been seen going over the wall was observed walking toward Mount Pleasant, near the end of the connector. The subject was placed into Emergency Protective Custody and transported to the County Hospital for psychiatric observation. It appears as though the subject wanted his girlfriend to think he had committed suicide but was able to maneuver himself without being detected along the side of the connector’s drainage system, without ever going into the water.

June 15, 2002            Officers responded to a reported theft of a golf cart from a rental complex. Investigating officers located the subjects responsible and charged them with Use of Vehicle Without Permission and Public Intoxication. The golf cart was located and returned to its owner.

June 15, 2002            An employee of a local business received threatening telephone calls at her business from a pay telephone on the island. When the caller was located at another business nearby, a male subject was placed under arrest and charged with Criminal Domestic Violence High and Aggravated against his girlfriend and charged with Unlawful Use of the Telephone for the calls made to his girlfriend’s mother.

June 16, 2002            An officer patrolling the front beach observed a vehicle back out of a parking space and strike another vehicle. The driver was unable to perform Field Sobriety Tests and placed under arrest for DUI.

June 16, 2002            An intoxicated male subject on the beach was responsible for causing an altercation on the beach in the presence of children and other beachgoers. The subject was charged with Disorderly Conduct, Hindering and Underage Possession of Beer.

June 21, 2002            After an officer stopped a vehicle for having one headlight at 11 p.m., the driver was found to be 19 years old and in possession of beer. The driver was charged with Open Container and Underage Possession of Beer.

June 24, 2002            Several subjects reported in person to police headquarters that an 18 year old subject had been involved in a disturbance where the suspect assaulted one of them. Statements were taken from the witnesses and the subject later turned himself in and was charged with Simple Assault.

June 25, 2002            A front beach business reported that an intoxicated subject was there causing a disturbance. Responding officers located the subject who was extremely intoxicated and placed him under arrest. While making the arrest the subject resisted and had to be forcibly restrained while being removed from the business.

June 26, 2002            Officers responded to the area of the beach behind 3004 Palm Boulevard, where it was reported that an unconscious male subject had been pulled out of the ocean. Fire department personnel and EMS made attempts to revive the subject to no avail. A trauma surgeon present pronounced the subject on the scene. The victim was a 23year old male with a history of health problems. The Coroners Office is still investigating.

June 29, 2002  While on the connector officers observed a vehicle cross over into the center median several times. After stopping the vehicle a strong odor of alcohol was detected coming from both occupants. The driver was given several field sobriety tests then charged with DUI and Open Container. The passenger was charged with Open Container.

May 2, 2002

Officers responded to Twin Oaks Lane for a 911 hang up call which turned out being a domestic situation which resulted in the arrest of a male subject. The subject was ordered by the judge as terms of his bond to immediately enter substance abuse treatment and was transported there from the jail by our Investigator from the bond hearing.

 
May 3, 2002           
Officers responded to the front beach where a male subject was yelling obscenities to citizens. The subject was found in a rented room and put on notice about causing further problems. Later in the evening the same subject called 911 three separate times telling the dispatcher incoherent statements. The subject was placed under arrest for Illegal Use of 911.

May 4, 2002           
At about 4:30 am a 76 year old resident went to a newspaper machine at 14th and Ocean Boulevard and was approached by two male subjects who knocked him to the ground and held him down while both went through his pockets, stealing his wallet containing $25 and credit cards. The victim sustained a laceration to his hand and bruising to his legs. The victim was able to give a good physical description of one subject only. Several days later our Investigator took the victim to the Charleston Police Department where an artist produced a composite based on the victims description. Flyers of the composite were distributed immediately resulting in several positive leads within several hours. Our Investigator prepared a photographic line up based on his leads where the victim positively identified his assailant. The suspect was located on Sullivan’s Island and arrested where he received a $75,000 bond. The investigation continues for the second suspect.

May 5, 2002           
An officer observed a vehicle lose control around the curve at 21st and Palm Blvd. and was able to get the vehicle to stop at 25th and Palm. The female driver was found to have an open container of beer in the center console. While the officer was at the driver’s window the driver deliberately assaulted the officer. The driver was placed under arrest and charged with Reckless Driving, Open Container and Assault On A Police Officer.

After receiving a complaint from a business owner on the front beach, responding officers investigated and charged a 17 year old male with Underage Possession of Beer.

May 7, 2002           
An officer investigated a suspicious vehicle in the municipal parking lot at approximately 1 am occupied by two subjects. The passenger was found to have an outstanding arrest warrant for Goose Creek Police Department. The subject was taken into custody until a Goose Creek officer responded.

May 7, 2002          
 
At approximately 2 am an officer walking on the beach behind the business area discovered a male and female subject fornicating. The officer charged both subjects with Disorderly Conduct and both plead guilty in municipal court.

May 11, 2002
An officer approached two subjects on the front beach drinking beer and were identified to be underage. Both subjects were brothers visiting from North Carolina and staying in a local hotel unsupervised. Both subjects were taken into custody and while being transported to the Detention Center on 526, began yelling and kicking in the cruiser and somehow became unsecured from their handcuffs. The officer pulled over to the side of the roadway and waited for a Mt. Pleasant officer to assist in re-securing the subjects. One brother was later found to be 16 and was released to the custody of a parent. The other was charged with Underage Possession of Beer, Simple Possession of Marijuana, Disorderly Conduct and False Information To A Police Officer. This subject was found guilty in municipal court and sentenced to $1,500 or 120 days in jail.

May 11, 2002           
An officer stopped a vehicle traveling without headlights at 2 am and found the driver to have a suspended drivers license. The driver was charged with No Proof of Insurance, Violation of NRVC, Driving Without Lights and DUS.

May 12, 2002           
An officer stopped a vehicle for failing to dim high beam headlights and found the driver to have a suspended Virginia drivers license. The driver was charged with Failing To Dim Headlights, DUS and Possession of Drug Paraphernalia.

May 12, 2002           
An officer observed a male subject urinating in public next to a building on the front beach. The subject was charged with Disorderly Conduct.

 

May 13, 2002   
 
Officers were dispatched to a front beach bar where management complained of a female causing a large disturbance. The female had been asked to leave and refused and responded by getting up on a pool table and swinging a cue stick at anyone who approached her. The subject resisted arrest and assaulted officers in doing so had to be carried from the business to the police vehicle. The subject was charged with Disorderly Conduct, Trespass After Notice, Resisting Arrest, Simple Possession of Marijuana, Possession of Drug Paraphernalia and Assaulting A Police Officer.

May 17, 2002   
An officer responded to Waterway Blvd. on Forest Trail for a complaint that a vehicle was operating recklessly in the area. The vehicle was located and found to be occupied by two 15 year old boys from Mt. Pleasant. While speaking with the boys a substance in plain view that appeared to be marijuana was confiscated. Both subjects were released to the custody of their parents with Family Court charges pending. The driver with Reckless Driving, Simple Possession of Marijuana, No Proof of Insurance and the passenger with Simple Possession of Marijuana.

May 18, 2002             
Two male subjects from Summerville were acting suspiciously on Palmetto Drive near Twin Oaks. When approached they had a strong odor of alcohol on their person. They had no authorization or reason to be where they were and were intoxicated. Both were charged with Disorderly Conduct.

May 18, 2002             
Officers responded to a Hartnett Boulevard. residence on a 911 hang up call. Upon arrival officers found two male subjects covered in blood. One male resident had a serious stab wound to his chest and an acquaintance with head lacerations and contusions. All parties present appeared to have been drinking and gave officers information that the person responsible for the injuries had left in a vehicle. The Charleston City PD Crime Lab responded to process the crime scene for evidence. One subject was transported by EMS while additional information was gathered through interviews. Several hours later, it was determined that the altercation had occurred between the two injured parties only. The subject who stabbed the resident was determined to be the aggressor and charged with Assault and Battery With Intent To Kill and given a $75,000 bond.

May 19, 2002             
An officer stopped a vehicle for committing a series of moving traffic violations. After failing several field sobriety tests, the driver was charged with DUI where he later tested and had a .16 blood alcohol content.

May 19, 2002             
Officers responded to the area of the 8th Avenue beach access for a citizen complaint of an altercation that just occurred. The suspect was located and found to be intoxicated and in possession of liquor and drug paraphernalia. He was charged with Public Intoxication, Minor In Possession of Alcohol and Possession of Drug Paraphernalia.

May 19, 2002            
Two front beach businesses reported to have had $20 counterfeit bills passed to them on this date.  Officers attempted to locate the subjects who passed the bills without success. The U.S. Secret is now investigating.

May 19, 2002            
A concerned citizen reported what appeared to be domestic situation occurring in a vehicle that was driving recklessly. Our investigation revealed that three people in the vehicle were upset at the drivers reckless driving and were attempting to get him to stop the car. All passengers in the vehicle gave written statements as to what occurred and the driver was charged with DUI and Illegal Transport of Liquor.

May 20, 2002           
 
A vehicle was stopped for speeding near 21st Avenue where further investigation resulted in the driver being charged with DUI. 

May 21, 2002            
IOPPD received a complaint from the operator of a taxi who had just put out a female subject for not wanting to pay her fare. The female was located in a business and subsequently charged with Possession of Crack, Public Intoxication and Possession of Drug Paraphernalia.

May 22, 2002           
A Wild Dunes resident reported that a former landscaper had made between 150-200 harassing telephone calls to him. After an investigation and confirmation through the telephone carrier our Investigator arrested the caller.

May 25, 2002             
While on a traffic stop on the Connector, an SUV pulled up to the officer with several hysterical female occupants who reported that a male subject still in the vehicle was in the process of assaulting a girl that was in the vehicle. The male suspect was treated for a facial laceration that had occurred earlier and then placed under arrest for Simple Assault. The subject had to be first transported to the hospital where he received stitches.

May 26, 2002            
Officers responded at approximately 11 pm to a possible boating accident on a dock behind Ensign Court. Further investigation revealed that the boat occupied by a male and a female had left Capers Island and had just dropped off some friends at Wild Dunes. While traveling south on the Inter-coastal Waterway the boat got off course and struck one dock was thrown over another dock bouncing off a third dock and landed on top of a sailboat, completely out of the water. The Department of Natural Resources was immediately notified and responded. The male operator of the boat was taken into custody and charged with BUI. The female passenger was treated for a contusion and laceration to her head. The extent of damages as a result of this incident, have not yet been determined. Had the boat not landed where it did, it is believed that both occupants would have been seriously or fatally injured, since the sailboat stopped their forward motion into yet another dock.

May 27, 2002             
Officers responded to Dewees Marina where a subject was accused of boarding a boat and assaulting the owner by grabbing him by the throat and attempting to choke him. The suspect was charged with Simple Assault.

May 27, 2002             
Officers responded to Pavilion Drive behind the Fire Department for a reported fight in progress. Upon arrival several citizens and firefighters were pointing at individuals in a white vehicle. A male subject got out of the vehicle using profanity and causing a public disturbance. The subject was placed under arrest and charged with Disorderly Conduct.

May 28, 2002            
While on patrol an officer observed a vehicle parked in an emergency only space. As the officer was approaching the vehicle to advise the occupants a citizen informed the officer that one of the subjects had thrown a beer bottle at the vehicle parked adjacent to their car. Two occupants of the illegally parked vehicle were both charged with Open Container, Public Intoxication with one also being charged with Malicious Injury To Property for the damage done to the other vehicle by the beer bottle.

May 30, 2002            
An officer stopped a vehicle on Hartnett Boulevard for speeding and found that the driver did not have a drivers license. The driver was charged with Operating A Motor Vehicle Without A License. Subsequent investigation by our Investigator indicated that the vehicle the subject was driving had been stolen from Mt. Pleasant. Mt. Pleasant PD was notified and is following up on the theft. The stolen vehicle has been returned to the owner

Provided officers to be available for the Cystic Fibrosis Foundation 10k Walk To Cure Run, which started behind the VFW.

May 2002             
Sgt. J. Stewart was nominated and received Employee of the Month for the month of March for her supervision as Accreditation Manager in attaining the department’s national accreditation from CALEA.

May 2002            
PFC’s Caldwell and McCrodden were nominated and jointly received Employee of the Month for the month of April for their apprehension of a suspect found hiding under a car and wanted for questioning in at least one homicide.
